At our meeting on October 14, 2005, plans for the above project were reviewed. The
plans as proposed appeared able to be permitted under Section 401 of the Clean Water
Act, as well the Neuse Buffer Rules. The series of 4 level spreaders proposed on the
southeast side of the roadway from approximately station 13+95 to 16+00 and the
series of two level spreaders on the northeast side of the bridge from approximately
station 18+10 to 22+00 are under the existing transportation facility and therefore
should not be subject to the buffer rules. The temporary access road from the staging
area through the buffer to the lake is allowable under the buffer rules with no time
limit for the purpose of bridge construction. DWQ will most likely be requesting a
silt fence be placed in front of the buffer zone to limit sedimentation from the
staging area. We will also be requesting a minimization of grubbing in the staging
