Proiect setting
The project site is located off SR 1351 at 100 Riverwalk Drive within the Riverwalk
Subdivision located adjacent the Pamlico River and a man made canal in Beaufort County near
Washington, North Carolina The site is a 85 acre residential lot owned by Mr & Mrs William
Bradley The trapezoid shaped lot measures ±161 feet on the River and has a depth of ±265 The
lot is situated such that a man made canal is located along the west (upstream) side A delineated
Section 404 wooded wetland is located on the east (downstream) side of the property Existing
features on the lot consist of a single family dwelling asphalt/concrete driveway pier platform and
boatlift The shoreline along the River and man made canal is bulkheaded The Section 404 wooded
wetland on the east (downstream) side extends into the lot on the landward (north) side of the house
There is ±40 of uplands between the Section 404 wetlands and the man made canal The previously
mentioned driveway is located on this upland
The lot is vegetated with lawn grasses ornamental shrubs and various wetland species The
adjacent riparian property is Lot A of Riverwalk subdivision This lot borders the project site on both
- -the upstream (man made canal)- and - downstream (River) side -in effect wrapping -around the
applicants property The downstream (east) side is an undeveloped wooded wetland that transitions
to a fnnge of Scirpus spp and Juncus roemenanus extending the length of the shoreline The
upstream side along the man made canal is bulkheaded with the previously mentioned asphalt drive
oriented parallel ±10 landward of the bulkhead The project site is approximately 5 feet above
normal water level
The Pamlico River in this area is classified SB NSW by the Environmental Management
Commission and is closed to shellfishmg The Pamlico River in this area is Coastal fishing waters
Project description
The applicant proposes to fill ± 599 ft2 (landward of the existing dwelling and concrete
driveway) of wetlands under the jurisdiction of the US Army Corps of Engineers ( USACOE)
Approximately 247 ft2 of that fill will be located in the Estuarine Shoreline Area of Environmental
Concern (AEC) The wetland fill will also result in ±68 ft2 of impact to Zone 2 of the Division of
Water Quality (DWQ) Tar Pamlico Buffer Additionally the applicant proposes to extend the
existing wing/return wall of the bulkhead in the upland along the transition of uplands and wetlands
on the River front
Anticipated impacts
The installation of the fill as proposed will result in the filling of approximately 599 ft2 of
wetlands under the Jurisdiction of the USACOE with ±68 ft2 of the fill also partially in Zone 2 of the
DWQ Tar Pamlico Buffer The installation of the return wall extension will result in the disturbance
of ±25 ft2 of uplands

Protect Narrative
Located on the Pamlico River east of Washington off Swan Point Drive
(SR 1351) near the community of Swan Point the property is known as Lot # G
a portion of Lot # 6 of the River Walk Subdivision (approved 2007 lot was first
in 1990)
The owners are trying to enhance their existing property They would like
to slope the existing soil berm to a gradual transition into the wetlands This
will allow better maintenance of the existing yard and improve the appearance
of the property They are asking for a 25 extension of the existing bulkhead
on the east side The requested improvements will allow full utilization of the
property while improving appearance and protection from storms
The proposed fill area is very modest minimizing the impacts on
wetlands The existing spoil bank has concrete shingles and other debris We
wish to remove the debris and level the berm to the main yard while sloping
the berm (4 1 ratio) to allow mowing of the yard
The owners propose a 25 extension to the existing bulkhead inward to
add protection from storms
Slade Landscaping is the contr4ctor selected for this project They will
drive materials to the site as needed A small front -end loader will be
supplemented with some manual labor
This project will be beneficial to all concerns with the resulting
enhancement for maintenance of the recreational area
