These Project Data Sheets included basic design criteria, long range planning information, initial traffic data, initial cost estimates, a draft purpose and need, descriptions of alternatives studied in the project feasibility study, and exhibits showing the concept recommended in the feasibility study. A Project Data Sheet is attached to these minutes. Eddie McFalls used a poNverpoint presentation to guide the discussion. A copy of this presentation is also attached to these minutes. Background Information / 2009 Feasibility Study As background, Eddie McFalls noted that Slocum Road is one of three primary entrances to MCAS Cherry Point. Slocum Road is a federal road and is maintained by MCAS Cherry Point. MCAS Cherry Point is pursuing funds to widen Slocum Road inside the gate to four lanes. Improvements to the Slocum Road / US 70 intersection would be located on NCDOT owned and maintained roadways. The environmental document currently being prepared by NCDOT and to be approved by the Federal Highway Administration (FHWA), will address improvements on US 70 and other state - maintained facilities, as well as improvements to Slocum Road to a point security gate. The precise project terminus to be covered by identified and outlined as the project develops through coordi. Engineering Command ( NAVFAC), and MCAS Cherry Point Cherry Point hired AECOM to prepare a feasibilityT study to entrance by improving Slocum Road's intersection with US 70 in 2009 and included the NCDOT Division 2 Office and stakeholders. The feasibility study included the acquisition capacity analyses, and the development of conceptual plans. C just west of the MCAS Cherry Point the environmental document will be cation with NCDOT, Naval Facilities Previously, NAVFAC and MCAS look at enhancing the Slocum Road The feasibility study was completed the City of Havelock as additional :)f new traffic counts, preparation of ther studies and initiatives considered when developing the feasibility study that will also apply to the preparation of the current environmental study include the following; • US 70 Access Management Study this study looked at median closures and the conversion of some intersections to "super- streets," • Environmental Impact Statement, (EIS) for the "Grow the Force" Program that included the placement of an additional 1,531 personnel at MCAS Cherry* Point, • EIS and associated designs and studies for TIP Project R -1015, the US 70 Havelock By -pass — this project will by -pass the existing US 70 / Slocum Road intersection and tie into existing US 70 just north of Pine Grove Road / Hickman Hill Loop. Traffic forecasts prepared for the feasibility study considered the impact of the proposed by -pass on existing US 70 traffic volumes. Improvements at Slocum Road and existing US 70's intersection with Pine Grove Road / Hickman Hill Loop will provide enhanced access from MCAS Cherry* Point to the proposed by -pass, • MCAS Cherry Point Master Plan — this master plan is ongoing and will identIA- growth areas and future uses, • F -3513 EIS — this EIS is looking at citing squadrons of the new F -3513 Joint Strike Fighter aircraft at MCAS Cherry* Point. These squadrons would likely replace the existing harrier aircraft. An aviation plan is underway to cite the aircraft at MCAS Cherry Point, but the F -3513 EIS has not been updated to reflect the latest plans. 2 UICOLTA Eddie McFalls presented a summary* of data and findings from the 2009 feasibility study. The traffic forecast was developed using the 2008 NCDOT forecast for the US 70 Havelock Bypass. Growth rates and diversions associated with that the Havelock Bypass forecast were used for US 70 and other streets not located within MCAS Cherry* Point. Growth rates for Slocum Road were developed using anticipated MCAS Cherry* Point population increases associated with the "Grow the Force" initiative. In addition, updated traffic counts were obtained at the existing US 70 / Slocum Road intersection to ascertain the effect of a newly constructed Wal -Mart at the next intersection to the south. The forecast was also adjusted to reflect the potential movement of the Visitors' Center and Pass and ID office to the Slocum gate. The movement of the Visitors' Center is still being considered in concept. An estimate of the number of trips potentially relocated due to this change was developed using data provided by MCAS Cherry* Point on the number of visitor passes issued. These concepts are shown in the attached copy of the meeting presentation. At Slocum Road and US 70, the feasibility study investigated conversion of the intersection to a superstreet, the construction of a flyover paired with a two -phase signal, construction of a tight diamond interchange, and construction of a single point urban interchange. For each alternative, it is necessary to relocate MacDonald Boulevard's intersection with existing US 70. The current intersection location creates a Nveaving issue with any proposed free -floe movements from Slocum Road onto Nvestbound US 70. MacDonald Boulevard provides the only access to a neighborhood of 148 homes. The feasibility study proposed closing this and const of US 70 followed as a nazaraous mai alignment provides City of Havelock' US 70 / Pine Grove ting a connection on new location between the neighborhood and the id Pine Grove ,Road. Based on potential impacts and costs, the flyover alternative was recommended in the study. Additionally, Eddie McFalls noted that the other interchange concepts investigated do not fit well between the adjacent intersections. Potential community impacts identified in the feasibility study included the relocation of one home and access issues associated with the MacDonald Boulevard neighborhood, the Hickman Hill Loop Road neighborhood, Tucker Middle School, Sermons Boulevard, and the fire department located at the intersection of US 70 and Pine Grove Road. Access changes at Hickman 3 UICOLVA Hill Loop will have to be investigated with respect to environmental justice. The feasibility study estimated Nvetland and stream impacts as 0.43 acres and 503 linear feet, respectively. Discussion FolloNving the presentation of the previously completed feasibility study, several items were discussed. 1. Traffic Forecasts and Capacity Analyses. Previously completed traffic forecasts and capacity analyses (2009 and 2035) will be provided to Chandralcant Sura of NCDOT (sent on March 9, 2012). Both traffic forecasts and capacity analyses will be updated to 2012 and 2040 as a part of this project. No travel demand model is available in the region; therefore, forecasts will be updated using trend analysis. 2. Alternatives. The conceptual alternatives developed as a part of the feasibility study (summarized in the Background Information section of these minutes) were discussed. Eddie McFalls asked if those participating in the meeting were in generals agreement with the flyover and superstreet concept identified in the feasibility study to be the basis for alternatives going forward. Generally, those at the meeting agreed with the flyover concept at Slocum and superstreet at Pine Grove Road; however, a few concerns and issues were highlighted for further study. Most of these issues involve varying the MacDonald Boulevard intersection relocation / access concepts. The feasibility stud} concept included converting the Sermons Boulevard intersection with the US 70 service road to a right -in / right -out intersection. Scott Chase (City of Havelock) noted that Sermons Boulevard provides access to numerous homes and Tucker Middle School. He noted that the Sermons intersection conversion would create hardship for numerous homeowners and requested additional concepts be studied. Potential concepts suggested at the meeting that will be studied include connecting Sermons Boulevard directly to US 70 and center the proposed superstreet intersection to serve Sermons Boulevard, Pine Grove Road, and Hickman Hill Loop. Sight distances between a potential U -turn associated with this intersection and the proposed interchange with the US 70 Havelock Bypass will have to be investivated and considered. Another suggestion was to eliminate the connection of the realigned MacDonald Boulevard neighborhood access to the school driveway. There were concerns about increasing traffic volumes in the vicinity of school driveway. These concepts will be included in the study. Other meeting participants suggested connecting the MacDonald Boulevard neighborhood directIv to Slocum Road. However, it was determined that an additional intersection onto Slocum Road would not be favored by MCAS Cherry Point. The privately held land east of the MacDonald Boulevard neighborhood and MCAS CherrvT Point was discussed. This land is zoned residential (R -28) and currently has access via Slocum Road. There was some discussion of providing access to this land through a connection to Pine Grove Road. However, after some discussion, it was determined that providing new / different access to these particular property owners is not necessary at this time and is considered beyond the scope of the project. 4 UICOLTA The concepts connecting the MacDonald Boulevard neighborhood to Pine Grove Road all pass in close proximity to the former Phoenix Recycling site. Scott Chase noted that Phase II environmental testing for hazardous materials is undenvay at the former Phoenix Recycling site (a former landfill dating back to the 1950's). The City plans to redevelop the site into a park. He will share the results of those tests when they are available. It was noted that a former Department of Environment and Natural Resources (DENR) study had indicated contamination was contained within the property boundary. Bicycle and Pedestrian Coordination. Natural Resources Agency Concerns. David Wainwright noted that the project was within the Neuse River basin and buffer rules would apply. In addition, he noted that Slocum Creek is listed as a 303d impaired water. Steve Sollod (North Carolina Department of Coastal Management) noted that an evaluation on the project's impacts to Areas of Environmental Concern (AEC's) had not yet been conducted. If AEC's are impacted, a Coastal Area Management Act permit may be required. Also, if an individual U.S. Army Corps of Engineers (USACE) Section 404 permit is required, a consistency determination will be needed. Karen Compton noted the need for further and continued coordination. Any encroachments onto National Forest Service property will require their in -house biologists to survey for UICOLTA potential impacts to threatened, endangered, and other designated species on the property. Potentially, the list of species that must be surveyed could be conveyed to NCDOT for their use so those surveys and the environmental document could be adopted by the Forest Service to cover anv land transfer actions. She noted that any utility relocations that must occur on National Forest Service property must be processed as a separate permit action. In addition, Ms. Compton requested that if the MacDonald Boulevard entrance is eliminated, the pavement should be removed and the area revegetated on the portion that is currently located on forest service property. 7. Public Involvement. Ed LeNvis noted that two public meetings should be held for the project. The first meeting should be held early during the project development process and the second one should be held right before the publication of the CE. He suggested using enhanced outreach methods to facilitate participation by the Hickman Hill neighborhood and the MacDonald Boulevard neighborhood prior to the two public meetings. Environmental Justice issues associated with the Hickman Hill neighborhood may need to be addressed. It was asked whether or not either neighborhood had a homeowner Is association. No homeowner's associations were known by those present, but additional research will be conducted to identiA- neighborhood leaders if no formal associations are present. 8. Hydraulics. Art McMillan noted that there were no major drainage structures anticipated on the project. He reiterated that the Neuse buffer rules would need to be followed. 9. Utilities. Other TIP Proiects in the Area R -1015 — Bypass alternatives depart existing US 70 at a point northwest of the existing US 70 intersection with Pine Grove Road. The bypass ties into existing US 70 south of McCotter Boulevard on the south side of Havelock. A four -lane freeway is proposed with interchanges at each end with existing US 70 and an additional interchange at Lake Road. • Railroad Involvement: North Carolina Railroad runs along the west side of US 70. Previously studied alternatives avoided impacting the railroad right of way by incorporating retaining walls. Similar considerations should be made. However, plans are to make this a primary entrance. It is expected the existing intersection of US 70 and Slocum will not be able to accommodate future traffic volumes and large queues are anticipated to form. Draft Project Purpose: The purpose of the proposed project is to improve operations at US 70 and Slocum Road by addressing capacity deficiencies and queuing issues associated with access to Marine Corps Air Station (MCAS) Cherry Point via Slocum Road. Alternative 2 (Preferred)- Flyover (see Figures 2a and 2b): Alternative 2 would convert the intersection of US 70 and Pine Grove Road to a "left -out" superstreet. In addition, a third westbound US 70 through lane could be developed just prior to the Pine Grove Road intersection. Currently, preliminary plans for the US 70 Havelock Bypass show a third lane on US 70 being developed just northwest of the intersection. At Slocum Road, a flyover ramp would be constructed to serve traffic moving from eastbound US 70 onto Slocum Road, which would accommodate the heavy AM peak hour traffic movement. The flyover lane could be a continuation of the ramp from the US 70 Havelock Bypass project that currently is proposed to taper down just northwest of the US 70 / Pine Grove intersection. This would help enhance the operation of the Pine Grove Road intersection. A free -flow ramp from westbound US 70 onto Slocum Road is also proposed under this alternative. Left -turn movements out of Slocum Road would be accommodated and controlled by a two -phase traffic signal. Double left turns would be required for traffic moving from Slocum Road onto eastbound US 70. Slocum Road would be widened to four lanes up to a point just west of the existing gate. MacDonald Boulevard Relocation: All 4 alternatives recommend the relocation of MacDonald Boulevard. The intersection of MacDonald Boulevard and US 70 will be relocated. The location of the existing intersection conflicts with the heavy right turns off of Slocum Road and creates a traffic weave. To relocate the intersection, a connector is proposed to connect the neighborhood to Pine Grove Road. Additionally, in order to improve operations at the US 70 / Pine Grove Road intersection, Sermons Road and Pine Grove Road are realigned to intersect further back from the US 70 / Pine Grove Road Intersection. Three other alternatives (Alternatives 1, 3, and 4) were considered during the evaluation in the October 2009 Feasibility Study. They are described briefly below: Alternative 1 — Super street: Alternative 1 would convert existing US 70's full- movement intersections with Pine Grove Road and Slocum Road to super- street intersections. Alternative 3 — Tight Diamond Interchange: Alternative 3 would provide a tight diamond interchange at US 70 and Slocum Road. The alternative would provide a new interchange with the proposed US 70 Havelock Bypass.
