A copy of the Compliance Inspection Report is enclosed for your review. This facility is covered under NPDES Stormwater General Permit NCG080000 by Certificate of Coverage NCG080724. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as a tributary of The Catawba River, a Class WSAV;CA waterbody in the Catawba River Basin. As a result of the site inspection, the following permit condition violations are noted: 1) Failure to Prevent Non-Stormwater Point Source Discharge During the inspection, wastewater from vehicle washing activities was observed discharging through the outfall on the North end of the site. [Part I, Section B] 2) Failure to Maintain the Stormwater Pollution Prevention Plan At the time of the inspection, the Stormwater Pollution Prevention Plan had not been maintained and kept up-to-date. [Part II, Section A, Item 8] Required Response: 1. Complete all corrective actions outlined in the enclosed inspection report by March 16, 2021. 2. Submit a written response to this office explaining why these violations occurred. Response is due within 30 calendar days of receipt of this notice. I may with Jeff Waycaster on site. During the inspection, the following violations were noted: 1) Non-stormwater discharge from vehicle washing activities was observed discharging at the facility. Waste water from vehicle washing activity is an illicite discharge under the NCG080000 General Permit. The permittee shall immediately cease all ilicite discharge activities on site and conduct all future vehicle washing activities in an area where wash water will not beallowed to dische into a drainage way, conveyance or any other feature which allows wash water to potentially reach waters of the state. 2) The Stormwater Pollution Prevention Plan had not been maintained on site at the time of the inspection. The permittee shall immediately begin efforts to review and update the Stormwater Pollution Prevention Plan as outlined in the NCGO80000 General Permit. This facility will be re -inspected on or after March 16, 2021. If the above items have not been addressed, further action will be taken.
