The purpose of the inspections was to verify that the facility is operating in compliance with the conditions and limitations specified within 2T .0403 and the assigned Deemed Permit WQCSD0572. Present during both inspections were Jimmy Bowen, operator for the system, and myself (Bryan Lievre) with DWR. All flow from the Bolton wastewater collection system flows to a 320 gpm duplex pump station located at the north end of First Street (Property #098591). The wastewater is then pumped to a 825 gpm duplex pump station located at 6944 Sam Potts Highway (NC Hwy 214). It should be noted that the second pump station was designed to also accommodate flow from the Town of Lake Waccamaw collection system; however, a decision was later made by Lake Waccamaw personnel not to connect to this system. Ownership of both of these two duplex pump stations were transferred from the Town of Bolton to the City of Whiteville under Permit WQ0039008. The wastewater then flows into the City of Whiteville collection system (permit Number WQCS00072) and then to the Whiteville WRF (Permit Number NC0021920). The Town of Bolton collection system has two active duplex pump stations and reportedly268 simplex pump stations. The two active duplex stations are located at 15571 Sam Potts Highway (Sam's Pit Stop) and 17125 Sam Potts Highway (Beverly's Day Care). An inactive but functional duplex pump station is located at an abandoned retail store located at 15361 Sam Potts Highway. Another inactive duplex pump station is located at 15181 Sam Potts Highway. The building at 15181 Sam Potts Highway has been razed and no above ground structures are present and the pumps and control panel for the duplex station have also been removed. All active pump stations inspected were equipped with visual and audible alarms. The town needs to have an updated map of the entire collection system. The facility is in compliance with the deemed permit conditions, as specified within 2T .0403. Please review the comment sections of the inspection report for more details. The system maintains approximately 25 spare pumps. Wen required, malfunctioning pumps are removed and then repaired by Covalen. A map is an invaluable tool needed for the proper operation of any system and will greatly aid future operator who may not be as knowledgable of system struxtures.
