The majority of the Reynold's School Road Landfill (Landfill) is covered by scrub grass. Wooded areas cover portions of the northern edge and western extreme of the site. The Landfill
can be accessed directly from Reynold's School Road and from a former school entrance easement off Holtzclaw Road north of the site. A former school building is located adjacent to
the southern edge of the site. The areas adjacent to the Landfill are residential and wooded. The landfill operated from about 1948 and stopped receiving waste in the 1960s.

4h. Explain the purpose of the proposed project:*
The Reynolds School Road Landfill (Landfill) is located on Reynold's School Road in Canton, Haywood County, North Carolina. The Landfill began disposal activities in about 1948 and
was closed in the late 1960s. The waste disposal area is an approximate 1.8- acre pre-1983 unlined landfill. Buried waste includes plastic sheeting, glass, rubber, asphalt, shingles,
concrete, cloth, metal, tile, brick, paper/ newspaper, and burnt wood within a matrix of soils of variable composition. The purpose of the project is to consolidate waste onto a single
parcel, limit direct exposure to waste materials, limit future land and groundwater use, and protect public health and safety.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
A soil cover system has been designed to cover the waste and isolate it from exposure, to promote storm water drainage, and to resist erosion. The design goal is to provide a
consistent thickness of soil cover on top of the waste disposal area as opposed to achieving a specified finished grade. The soil cover system will consist of an 18-inch thick soil layer in
areas flatter than 3:1 (H:V) comprised of 6 inches of suitable soil, a visual marker, 6 inches of suitable soil, and 6 inches of topsoil followed by permanent seeding. Areas steeper than
that will receive a 3-inch geocell system and backfilled with a four -
inch vegetative support layer followed by permanent seeding. Finally, a sewer line currently serves the site, but this underground utility is located within the waste. NCDEQ has adopted
a policy that utilities will be removed from waste areas where possible to facilitate future repair work while minimizing human exposure to the waste mass. A clean corridor will be
established by excavating a 25-foot wide swath in the area of the existing sewer lateral to a depth of three feet below the sewer line or to native ground, whichever is shallowest,
removing the existing sewer line, backfilling with clean soil to bedding depth,
replacing the sewer line, and backfilling along this corridor. In the areas where the waste mass is deeper than three feet below the sewer line, an orange geotextile will be used to
demarcate the waste.
The Landfill drains to one small intermittent stream, an unnamed tributary to Pigeon River, which runs along the northern portion of the Landfill. There is one sensitive area totaling
0.05 acres in size that was identified as a wetland and is within the waste disposal area. The wetland is connected to the unnamed tributary to Pigeon River (onsite stream) via a culvert.
A portion of the wetland appears to intersect the eastern edge of the landfill. The wetland will be filled as part of the soil cover system installation. The stream will be conveyed inside an
underground rock channel or rock drain with an 8" HDPE pipe. No offsite impacts to surface waters are anticipated. Equipment will consist of tracked and wheeled excavators, loaders,
skid steers, dump trucks, etc.

The design specifically investigated means to reduce the impact to the existing wetlands and streams. Additional measures for stormwater control were
employed in the design to minimize the impact to the stream features to the east of the landfill property. These items included subsurface piping and
concrete structures instead of a normal grass or riprap lined open swale that would have disturbed significant amount of the stream.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Construction sequencing, including the installation of erosion and sediment control structures, will be implemented to minimize the limits of disturbance
and impact to jurisdictional surface water features. Multiple diversion berms, unique sediment basins, and subsurface stormwater conveyances will be
constructed to avoid and minimize surface water impacts to the fullest extent possible.

THE NCDEQ SCHEDULE. AS UPSTREAM AREAS ARE STABILIZED WITH PERMANENT GROUND COVER, DOWNSTREAM
TEMPORARY DEVICES ARE TO BE REMOVED. CONTRACTOR SHALL FOLLOW THE STABILIZATION TIME TABLE INCLUDED
IN THIS SET OF DRAWINGS.
3. IT IS THE CONTRACTOR'S RESPONSIBILITY TO PERIODICALLY INSPECT ALL SEDIMENT AND EROSION CONTROL
DEVICES AND ENSURE THAT THEY ARE IN GOOD WORKING ORDER. AT A MINIMUM, ALL DEVICES SHALL BE
INSPECTED DAILY AND AFTER MAJOR RAINFALL EVENTS. ANY DEVICE NEEDING REPAIRS SHALL BE REPAIRED WITHIN
24 HOURS.
4. THE CONTRACTOR SHALL INSTALL ADDITIONAL EROSION AND SEDIMENT CONTROL DEVICES IF DURING THE COURSE
OF CONSTRUCTION THE ENGINEER OR NCDEQ INSPECTOR DETERMINES THAT THEY ARE REQUIRED.
5. SILT SHALL BE REMOVED FROM SILT FENCES WHEN THE SILT REACHES APPROXIMATELY ONE-THIRD (1 /3) THE
HEIGHT OF THE BARRIER.
6. THE CONTRACTOR SHALL PERIODICALLY TOP DRESS THE CONSTRUCTION ENTRANCE WITH CLEAN STONE. IF THE
CONSTRUCTION ENTRANCE FAILS TO REMOVE DIRT FROM THE TIRES OF VEHICLES ENTERING A PUBLIC
RIGHT-OF-WAY A WASH RACK SHALL BE INSTALLED AND THE TIRES WASHED. THE CONTRACTOR SHALL BE
REQUIRED TO PROVIDE ANY REQUIRED WATER FOR THE WASHING OF TIRES. DIRT TRACKED ONTO THE PUBLIC
RIGHT-OF-WAY SHALL BE REMOVED IMMEDIATELY BY THE CONTRACTOR.
7. ALL EROSION AND SILTATION MEASURES ARE TO BE PLACED PRIOR TO OR AS THE FIRST STEP IN GRADING.
8. ALL STORM AND UTILITY LINES NOT IN STREETS ARE TO BE MULCHED AND SEEDED PER THE NCDEQ SCHEDULE
AFTER BACKFILL. NO MORE THAN FIVE HUNDRED FEET OF TRENCH IS TO BE OPEN AT ONE TIME.
9. ALL TEMPORARY EARTH BERMS, DIVERSIONS, AND CHECK DAMS ARE TO BE MULCHED AND SEEDED FOR
VEGETATIVE COVER IMMEDIATELY AFTER GRADING. STRAW OR HAY MULCH IS REQUIRED. ADDITIONALLY ALL
DIVERSION SWALES WILL BE PROTECTED AGAINST HIGH VELOCITY RUNOFF WITH EROSION CONTROL MEASURES AS
DENOTED ON THESE PLANS. THE SAME APPLIES TO STOCKPILES ON SITE AS WELL AS SOIL (INTENTIONALLY)
TRANSPORTED FROM THE PROJECT SITE.
10. ANY DISTURBED AREA NOT PAVED, SODDED, OR BUILT UPON, IS TO BE SEEDED PER THE TEMPORARY AND
PERMANENT SEEDING SCHEDULE INCLUDED IN THESE DRAWINGS. MODIFY AS APPLICABLE DEPENDING ON
PROPOSED TIME OF CONSTRUCTION.
11. CONTRACTOR STAGING AREA(S) SHALL BE RETURNED TO BETTER THAN ORIGINAL CONDITIONS AT THE COMPLETION
OF THE WORK.
12. ALL DISTURBED AREAS ARE TO DRAIN TO APPROVED SEDIMENT CONTROL MEASURES AT ALL TIMES DURING LAND

PROJECT DESCRIPTION
THE PROJECT CONSISTS OF CONSOLIDATING AND CAPPING WASTE MATERIAL AT AN INACTIVE LANDFILL IN HAYWOOD
COUNTY, NC. NO MORE THAN 3.0 ACRES WILL BE DISTURBED DURING CONSTRUCTION. NO SIGNIFICANT CHANGES TO
THE EXISTING DRAINAGE AND HYDROLOGIC PATTERNS ARE PROPOSED.
EXISTING CONDITIONS
THE EXISTING SITE IS A GRASSY HILLSIDE SURROUNDED BY TREE COVER ON ALL SIDES AND HAS TREES DISPERSED
THROUGHOUT. THERE IS A WETLAND BOUNDARY IN THE CENTER OF THE SITE WITH A RISER AND A DRAINAGE PIPE.
REYNOLDS ROAD IS ALONG THE EASTERN PORTION OF THE SITE AND THERE ARE SEVERAL LARGE HEMLOCK TREES
THAT WILL REMAIN UNDISTURBED. ACCESS TO THE SITE WILL BE THROUGH AN ACCESS ROAD ON THE NORTH SIDE OF
THE PROPERTY OFF OF HOLTZCLAW RD. THE SITE DRAINS TO AN EXISTING STREAM ON THE WESTERN SIDE.
DEVELOPMENT IMPACTS
THE DEVELOPMENT IMPACTS TO THE TOPOGRAPHY, SOILS, HYDROLOGY, AND GEOLOGY WILL BE MINOR.

7. AFTER WASTE OUTSIDE FUTURE LANDFILL LIMITS HAS BEEN REMOVED, INSTALL DIVERSION BERMS AND DIRECT SEDIMENT LADEN RUNOFF
INTO ACTIVE SEDIMENT BASINS. OFF -SITE DRAINAGE SHALL BE DIVERTED AROUND THE SITE/SEDIMENT BASINS THROUGH THE USE OF

8. BEGIN INSTALLATION OF SWALES ON THE NORTH AND SOUTH OF THE LANDFILL AND WORK BACK TO EXCAVATION ON THE EASTERN SIDE

5. THE GEOTECHNICAL ENGINEER MUST SUBMIT A DETAILED ANALYSIS, ITEMIZING THE FIELD DENSITY TEST RESULTS. THIS REPORT SHALL BE
ACCOMPANIED WITH A COPY OF THE SITE PLAN SHEET AND INDICATE THE TEST LOCATIONS AND ELEVATIONS. THE GEOTECHNICAL

1. CLEAR, GRUB, AND STRIP THE AREA UNDER THE EMBANKMENT OF ALL VEGETATION AND ROOT MAT. REMOVE ALL
SURFACE SOIL CONTAINING HIGH AMOUNTS OF ORGANIC MATTER, AND STOCKPILE OR DISPOSE OF IT PROPERLY.
HAUL ALL OBJECTIONABLE MATERIAL TO THE DESIGNATED DISPOSAL AREA.
2. ENSURE THAT FILL MATERIAL FOR THE EMBANKMENT IS FREE OF ROOTS, WOODY VEGETATION, ORGANIC MATTER,
AND OTHER OBJECTIONABLE MATERIAL. PLACE THE FILL IN LIFTS NOT TO EXCEED 9 INCHES, AND MACHINE
COMPACT IT. OVER FILL THE EMBANKMENT 6 INCHES TO ALLOW FOR SETTLEMENT.
3. SHAPE THE BASIN TO THE SPECIFIED DIMENSIONS. PREVENT THE SKIMMING DEVICE FROM SETTLING INTO THE MUD
BY EXCAVATING A SHALLOW PIT UNDER THE SKIMMER OR PROVIDING A LOW SUPPORT UDER THE SKIMMER OF
STONE OR TIMBER.
4. PLACE THE BARREL (TYPICALLY 4-INCH SCHEDULE 40 PVC PIPE) ON A FIRM, SMOOTH FOUNDATION OF IMPERVIOUS
SOIL. DO NOT USE PERVIOUS MATERIAL SUCH AS SAND, GRAVEL, OR CRUSHED STONE AS BACKFILL AROUND THE
PIPE. PLACE THE FILL MATERIAL AROUND THE PIPE SPILLWAY IN 4-INCH LAYERS AND COMPACT IT UNDER AND
AROUND THE PIPE TO AT LEAST THE SAME DENSITY AS THE ADJACENT EMBANKMENT. CARE MUST BE TAKEN NOT
TO RAISE THE PIPE FROM THE FIRM CONTACT WITH ITS FOUNDATION WHEN COMPACTING UNDER THE PIPE
HAUNCHES. PLACE A MINIMUM DEPTH OF 2 FEET OF COMPACTED BACKFILL OVER THE PIPE SPILLWAY BEFORE
CROSSING IT WITH CONSTRUCTION EQUIPMENT. IN NO CASE SHOULD THE PIPE CONDUIT BE INSTALLED BY CUTTING

7. EARTHEN SPILLWAYS - INSTALL THE SPILLWAY IN UNDISTURBED SOIL TO THE GREATEST EXTENT POSSIBLE. THE
ACHIEVEMENT OF PLANNED ELEVATIONS, GRADE, DESIGN WIDTH, AND ENTRANCE AND EXIT CHANNEL SLOPES ARE
CRITICAL TO THE SUCCESSFUL OPERATION OF THE SPILLWAY. THE SPILLWAY SHOULD BE LINED WITH LAMINATED
PLASTIC OR IMPERMEABLE GEOTEXTILE FABRIC. THE FABRIC MUST BE WIDE AND LONG ENOUGH TO COVER THE
BOTTOM AND SIDES AND EXTEND ONTO THE TOP OF THE DAM FOR ANCHORING IN A TRENCH. THE EDGES MAY BE
SECURED WITH 8-INCH STAPLES OR PINS. THE FABRIC MUST BE LONG ENOUGH TO EXTEND DOWN THE SLOPE AND
EXIT ONTO STABLE GROUND. THE WIDTH OF THE FABRIC MUST BE ONE PIECE, NOT JOINED OR SPLICED; OTHERWISE
WATER CAN GET UNDER THE FABRIC. IF THE LENGTH OF THE FABRIC IS INSUFFICIENT FOR THE ENTIRE LENGTH OF
THE SPILLWAY, MULTIPLE SECTIONS, SPANNING THE COMPLETE WIDTH MAY BE USED. THE UPPER SECTIONS)
SHOULD OVERLAP THE LOWER SECTIONS) SO THAT WATER CANNOT FLOW UNDER THE FABRIC. SECURE THE UPPER
EDGE AND SIDES OF THE FABRIC IN A TRENCH WITH STAPLES OR PINS.
8. INLETS - DISCHARGE WATER INTO THE BASIN IN A MANNER TO PREVENT EROSION. USE TEMPORARY SLOPE DRAINS
OR DIVERSIONS WITH OUTLET PROTECTION TO DIVERT SEDIMENT -LADEN WATER TO THE UPPER END OF THE POOL
AREA TO IMPROVE BASIN TRAP EFFICIENCY.
9. EROSION CONTROL - CONSTRUCT THE STRUCTURE SO THAT THE DISTURBED AREA IS MINIMIZED. DIVERT SURFACE
WATER AWAY FROM BARE AREAS. COMPLETE THE EMBANKMENT BEFORE THE AREA IS CLEARED. STABILIZE THE
EMERGENCY SPILLWAY, EMBANKMENT AND ALL OTHER AREAS ABOVE THE CREST OF THE SPILLWAY IMMEDIATELY
AFTER CONSTRUCTION.
MAINTENANCE
INSPECT SKIMMER SEDIMENT BASINS AT LEAST WEEKLY AND AFTER EACH SIGNIFICANT (1h INCH OR GREATER)
RAINFALL EVENT AND REPAIR IMMEDIATELY. REMOVE SEDIMENT, AND RESTORE THE BASIN TO ITS ORIGINAL
DIMENSIONS WHEN THE SEDIMENT HAS ACCUMULATED TO ONE-HALF THE HEIGHT OF THE FIRST BAFFLE. PULL THE
SKIMMER TO ONE SIDE SO THAT THE SEDIMENT UNDERNEATH IT CAN BE EXCAVATED. EXCAVATE THE SEDIMENT
FROM THE ENTIRE BASIN, NOT JUST AROUND THE SKIMMER OR THE FIRST CELL. MAKE SURE VEGETATION GROWING
IN THE BOTTOM OF THE BASIN DOES NOT HOLD DOWN THE SKIMMER.
REPAIR THE BAFFLES IF THEY ARE DAMAGED. RE -ANCHOR THE BAFFLES IF WATER IS FLOWING UNDERNEATH OR
AROUND THEM.
IF THE SKIMMER IS CLOGGED WITH TRASH AND THERE IS WATER IN THE BASIN, USUALLY JERKING ON THE ROPE
WILL MAKE THE SKIMMER BOB UP AND DOWN AND DISLODGE THE DEBRIS AND RESTORE FLOW. IF THIS DOES NOT
WORK, PULL THE SKIMMER OVER TO THE SIDE OF THE BASIN AND REMOVE THE DEBRIS. ALSO CHECK THE ORIFICE
INSIDE THE SKIMMER TO SEE IF IT IS CLOGGED IF SO REMOVE THE DEBRIS.
IF THE SKIMMER ARM OR BARREL PIPE IS CLOGGED, THE ORIFICE CAN BE REMOVED AND THE OBSTRUCTION
CLEARED WITH A PLUMBER'S SNAKE OR BY FLUSHING WITH WATER. BE SURE TO REPLACE THE ORIFICE BEFORE
REPOSITIONING THE SKIMMER.
CHECK THE FABRIC LINED SPILLWAY FOR DAMAGE AND MAKE ANY REQUIRED REPAIRS WITH FABRIC THAT SPANS
THE FULL WIDTH OF THE SPILLWAY. CHECK THE EMBANKMENT, SPILLWAYS, AND OUTLET FOR EROSION DAMAGE, AND
INSPECT THE EMBANKMENT FOR PIPING AND SETTLEMENT. MAKE ALL NECESSARY REPAIRS IMMEDIATELY. REMOVE
ALL TRASH AND OTHER DEBRIS FROM THE SKIMMER AND POOL AREAS.
FREEZING WEATHER CAN RESULT IN ICE FORMING IN THE BASIN. SOME SPECIAL PRECAUTIONS SHOULD BE TAKEN IN
THE WINTER TO PREVENT THE SKIMMER FROM PLUGGING WITH ICE.

3. CONSTRUCT THE FILTER FABRIC FROM A CONTINUOUS ROLL CUT TO THE LENGTH
OF THE BARRIER TO AVOID JOINTS. WHEN JOINTS ARE NECESSARY, SECURELY
FASTEN THE FILTER CLOTH ONLY AT A SUPPORT POST WITH 4 FEET MINIMUM

4. INSTALL AT LEAST THREE ROWS OF BAFFLES BETWEEN THE INLET AND OUTLET
DISCHARGE POINT. BASINS LESS THAN 20 FEET IN LENGTH MAY USE 2 BAFFLES.
5. WHEN USING POSTS, ADD A SUPPORT WIRE OR ROPE ACROSS THE TOP OF THE
MEASURE TO PREVENT SAGGING.
6. WRAP COIR BLANKET OVER THE TOP WIRE. ATTACH FABRIC TO A ROPE AND A
SUPPORT STRUCTURE WITH ZIP TIES, WIRE OR STAPLES.

CONTAINERS WITH THE LABEL, WHICH LISTS DIRECTIONS FOR USE,
INGREDIENTS AND FIRST AID STEPS IN CASE OF ACCIDENTAL POISONING.
3. DO NOT STORE HERBICIDES, PESTICIDES AND RODENTICIDES IN AREAS WHERE
FLOODING IS POSSIBLE OR WHERE THEY MAY SPILL OR LEAK INTO WELLS,
STORMWATER DRAINS, GROUND WATER OR SURFACE WATER. IF A SPILL
OCCURS, CLEAN AREA IMMEDIATELY.
4. DO NOT STOCKPILE THESE MATERIALS ONSITE.
PORTABLE TOILETS
1. INSTALL PORTABLE TOILETS ON LEVEL GROUND, AT LEAST 50 FEET AWAY
FROM STORM DRAINS, STREAMS OR WETLANDS UNLESS THERE IS NO
ALTERNATIVE REASONABLY AVAILABLE. IF 50 FOOT OFFSET IS NOT
ATTAINABLE, PROVIDE RELOCATION OF PORTABLE TOILET BEHIND SILT FENCE
OR PLACE ON A GRAVEL PAD AND SURROUND WITH SAND BAGS.
2. PROVIDE STAKING OR ANCHORING OF PORTABLE TOILETS DURING PERIODS
OF HIGH WINDS OR IN HIGH FOOT TRAFFIC AREAS.
3. MONITOR PORTABLE TOILETS FOR LEAKING AND PROPERLY DISPOSE OF ANY
LEAKED MATERIAL. UTILIZE A LICENSED SANITARY WASTE HAULER TO
REMOVE LEAKING PORTABLE TOILETS AND REPLACE WITH PROPERLY
OPERATING UNIT.
1. DO NOT DISCHARGE CONCRETE OR CEMENT SLURRY FROM THE SITE.
2. DISPOSE OF, OR RECYCLE SETTLED, HARDENED CONCRETE RESIDUE IN ACCORDANCE WITH LOCAL AND STATE SOLID WASTE REGULATIONS AND AT AN APPROVED FACILITY.
3. MANAGE WASHOUT FROM MORTAR MIXERS IN ACCORDANCE WITH THE ABOVE ITEM AND IN ADDITION PLACE THE MIXER AND ASSOCIATED MATERIALS ON IMPERVIOUS BARRIER
AND WITHIN LOT PERIMETER SILT FENCE.
4. INSTALL TEMPORARY CONCRETE WASHOUTS PER LOCAL REQUIREMENTS, WHERE APPLICABLE. IF AN ALTERNATE METHOD OR PRODUCT IS TO BE USED, CONTACT YOUR
APPROVAL AUTHORITY FOR REVIEW AND APPROVAL. IF LOCAL STANDARD DETAILS ARE NOT AVAILABLE, USE ONE OF THE TWO TYPES OF TEMPORARY CONCRETE WASHOUTS
PROVIDED ON THIS DETAIL.
5. DO NOT USE CONCRETE WASHOUTS FOR DEWATERING OR STORING DEFECTIVE CURB OR SIDEWALK SECTIONS. STORMWATER ACCUMULATED WITHIN THE WASHOUT MAY NOT BE
PUMPED INTO OR DISCHARGED TO THE STORM DRAIN SYSTEM OR RECEIVING SURFACE WATERS. LIQUID WASTE MUST BE PUMPED OUT AND REMOVED FROM PROJECT.
6. LOCATE WASHOUTS AT LEAST 50 FEET FROM STORM DRAIN INLETS AND SURFACE WATERS UNLESS IT CAN BE SHOWN THAT NO OTHER ALTERNATIVES ARE REASONABLY
AVAILABLE. AT A MINIMUM, INSTALL PROTECTION OF STORM DRAIN INLET(S) CLOSEST TO THE WASHOUT WHICH COULD RECEIVE SPILLS OR OVERFLOW.
7. LOCATE WASHOUTS IN AN EASILY ACCESSIBLE AREA, ON LEVEL GROUND AND INSTALL A STONE ENTRANCE PAD IN FRONT OF THE WASHOUT. ADDITIONAL CONTROLS MAY BE
REQUIRED BY THE APPROVING AUTHORITY.
8. INSTALL AT LEAST ONE SIGN DIRECTING CONCRETE TRUCKS TO THE WASHOUT WITHIN THE PROJECT LIMITS. POST SIGNAGE ON THE WASHOUT ITSELF TO IDENTIFY THIS
LOCATION.
9. REMOVE LEAVINGS FROM THE WASHOUT WHEN AT APPROXIMATELY 75% CAPACITY TO LIMIT OVERFLOW EVENTS. REPLACE THE TARP, SAND BAGS OR OTHER TEMPORARY
STRUCTURAL COMPONENTS WHEN NO LONGER FUNCTIONAL. WHEN UTILIZING ALTERNATIVE OR PROPRIETARY PRODUCTS, FOLLOW MANUFACTURER'S INSTRUCTIONS.
10. AT THE COMPLETION OF THE CONCRETE WORK, REMOVE REMAINING LEAVINGS AND DISPOSE OF IN AN APPROVED DISPOSAL FACILITY. FILL PIT, IF APPLICABLE, AND STABILIZE
ANY DISTURBANCE CAUSED BY REMOVAL OF WASHOUT.

Subject: Site Assessment of Reynolds School Road Landfill, Canton, Haywood County, North
Carolina (ESP Project BN12.614.002)
In your letter of April 8, 2016 (received via email on that same date), you requested our
comments about the subject project. The following comments are provided in accordance with
the provisions of the National Environmental Policy Act (42 U.S.C.§ 4321 et seq.) and section
7 of the Endangered Species Act of 1973, as amended (16 U.S.C. 1531-1543) (Act).
We have no concerns with the proposed project and, according to our records and a review of the
information you provided, no federally listed species or their habitats occur on the subject site.
Therefore, we believe the requirements under section 7 of the Act are fulfilled. However,
obligations under section 7 of the Act must be reconsidered if. (1) new information reveals impacts
of these identified actions that may affect listed species or critical habitat in a manner not
previously considered, (2) these actions are subsequently modified in a manner that was not
considered in this review, or (3) a new species is listed or critical habitat is determined that may be
affected by the identified actions.
