Dear Mr Rowe
The Engineering Department has reviewed the referenced revised site plan for compliance
with the City of Goldsboro s Stormwater Management Ordinance regarding nitrogen loading
and peak runoff requirements
As depicted the site plan will meet the nitrogen loading requirements assuming that the
proposed dry detention pond is constructed and maintained in accordance with the site plan
and the guidelines contained in NCDENR Stormwater Best Management Practices Manual
The property owner will be required to offset 252 pounds of nitrogen in order to meet the
nutrient loading requirements Government entities may choose a third party mitigation
provider such as the NCEEP or an approved compensatory mitigation bank in order to satisfy
loading requirements Non - government entities must use a mitigation bank if credits are
available All applicants are required by law to comply with Session Law 2009 337 An Act
to Promote the Use of Compensatory Mitigation Banks A current list of banks is available

Nutrient loading requirements must be satisfied prior to approval of a building permit
All NCEEP payments MUST include the attached ` Nutnent Offset Program Statement form
signed and dated by the permit applicant or an authorized agent Please note that checks
should be made out to the ` NCEEP and sent to the attention of Kelly Williams NC DENR

The site will meet the Peak Runoff requirements of the Stormwater Management Plan Post
Development peak runoff will be attenuated through the use of an adequately sized Dry
detention pond to the pre - development peak runoff quantity

In accordance to the City of Goldsboro Ordinance No 2007 -48 the applicant must submit an
application (hqp / /www ci goldsboro nc us/ documents /engineerinOStormwater Permit App pdf)
and obtain Stormwater permit from the Engineering Department This permit must be obtained
prior to the final site plan approval
Upon completion of the development and prior to issuance of a Certificate of Occupancy the
ordinance requires that the post development peak flow be recalculated based upon as built
conditions and that the developer submit an engineering certification (attached) that any
BMP has been properly constructed and is operating properly
The Building Inspector (or other authorized agent of the city) has full power and authority to
enter upon a premise housing a BMP for the purpose of inspecting the BMP on an annual
basis The City Council has established an annual inspection fee of $100 per structural BMP
to fund this additional inspection program The City will invoice you $100 00 per structural
BMP and will provide you with a copy of the inspection within 30 days If additional action
is required instructions will be provided with the inspection form
Total Nitrogen to be offset 4 16 lb /acre /yr x 2 02 ac x 30 yrs =252 Ibs
Hydrologic unit for this project is Neuse 03020202
