Please give a brief project description below. * Proctor Farm is a new equestrian park being constructed through Wake County Facilities and Management. The streams and wetlands on the project are currently a part of a mitigation bank. One existing stream crossing is proposed to be replaced on a tributary and one bridge crossing of the FEMA regulated stream. The crossings are being designed for the horse trails in the park. The crossings in the park are being designed to not impact any of the mitigation bank stream and wetland components. The tributary crossing is planned to be submitted for as the first phase of the project. As design continues for the crossing of the FEMA stream a phase II PCN application will be submitted. Attached are preliminary construction plans for the crossings. We have been coordinating with the City of Raleigh please find the attached memorandum regarding the site visit. They did not have any objectives to the project. Ward, PE Stormwater Group Leader DATE: August 27, 2019 RE: Proctor Farm on site meeting to review planned improvements adjacent to the City of Raleigh mitigation site stream and wetlands. Background The Proctor Farm site is one of several sites included in an umbrella stream and wetland mitigation bank sponsored by the City of Raleigh. It is located approximately 4 miles west of Zebulon in eastern Wake County, south of Riley Hill Road and north of Doc Proctor Road. The site falls within the Neuse River Basin in 14-digit USGS Cataloging Unit 03020201180020. The Proctor Farm Mitigation Bank Site boundary map was recorded in 2010 in Wake County M.B. 2010, PG 732 and consists of stream and wetland preservation. Proctor Farm Meeting Wake County Facilities Design and Construction is planning to develop the existing property into a County Park for Equestrian use and through this construct a series of equestrian trails. A meeting was held to discuss the proposed equestrian park compliance by Wake County with mitigation bank stream and wetlands held by the City of Raleigh on August 15, 2019. The meeting was attended by: Edward Buchan — City of Raleigh Eric Staehle- Wake County Chris Snow — Wake County Deborah Fowler — Wake County Thomas Reed - Wake County Sandy Smith — Axiom Environmental Becky Ward — Timmons Group Three sites on the property were visited to discuss crossing proposed within the mitigation bank limits. The sites included proposed replacement of an existing roadway crossing pipe on the eastern tributary, a proposed bridge crossing over Rocky Branch, and a proposed trail on an existing dam with pond repairs in the south west corner of the property. The locations of the three sites are shown on the attached Overall Plan of the property. The following summarizes the proposed work discussions and assessment of mitigation bank compliance. CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIs I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES Existing Pipe Replacement An existing pipe crosses the eastern tributary on an old farm road within the mitigation bank boundary. Sandy Smith with Axiom Environmental present during the site visit informed us that he has documentation of the existence of a metal pipes at this location in his field notes collected during the development of the site mitigation plan. Therefore, it is assumed that the original metal pipe was replaced by the farmer sometime after the bank was established in 2010 since currently a larger plastic pipe is located at the roadway crossing. The original metal pipe also was observed at the edge woods adjacent to the existing farm road. The existing farm road and crossing will be utilized as part of the proposed equestrian trails. The existing roadway is currently wide enough for vehicular passage however, the proposed equestrian trail will be can be narrower for horses. The replacement pipe and headwalls will be reconstructed within the footprint of the existing pipe so that no impact of the mitigation bank stream length will occur. This will be accomplished by installing a shorter pipe length with headwalls installed at each end. Crossing of Rocky Branch Three potential crossings of Rocky Branch were reviewed. The locations are shown on Exhibit A attached. This exhibit shows the existing location of the mitigation bank wetlands as a dashed black line. A re -delineation of the current wetlands, red dashed line, performed by Axiom Environmental in 2019 was overlaid on the map. Three potential crossing locations are represented with black dots on the exhibit. The crossing structure will be a bridge designed to span the stream with concrete abutments on either end. To be in compliance with the mitigation bank description no impacts can occur within the mitigation bank boundary that will require a USA Corps of Engineers permit. Therefore, concrete abutments cannot be placed within the mitigation bank wetland boundaries or within the ordinary high-water mark of the stream. The three locations were selected so that proposed bridge abutments can be placed outside of wetland mitigation bank limits. Possible impacts within new wetland areas not included in the mitigation bank may occur but are permittable. The approaches to the proposed bridge will be made with boardwalks. The USA COE does not count boardwalk posts as impacts they are allowable. Therefore, the three locations comply with mitigation bank requirements. Existing Pond Improvements The principal riser structure for the existing pond is not currently intact and therefore the flow from the outlet barrel structure is limited. During rain events the principal flow is through the emergency spillway located at the northwest corner of the pond. The planned dam repair work for the pond includes the reconstruction of the riser structure in the pond and improvement of the barrel pipe function through debris removal. It is understood that the mitigation bank stream begins at the outlet of the barrel pipe from the pond. Future improvements on the downstream side of the dam will be limited so that no encroachment is made on the existing stream. Additional improvements will include cleaning up of the dam embankment vegetation and possible improvements to the emergency spillway function. The proposed equestrian trail will cross over the top of the existing pond dam embankment.
