Certification Guilford County Schools Autism Classroom Budding DWQ #12 0095 Dear Ms Homewood In response to your letter dated February 27 2012 we offer the following comments and additional information The USACE concurred with the earlier mapping conducted by ECS (and submitted with the initial PCN Application package) and has determined that the area in question is not a wetland The following email was received from Michael Brame at ECS on February 28 2012 1 spoke with Mr Craig Brown with the U S Army Corps of Engineers (USACE) on Thursday moming [2123112] He is one of two replacements for Mr Andy Williams with the U S Army Corps of Engineers (ong►nally venfied the site) while Mr Williams is working out of the USACE corporate office in Virginia Dunng a phone conversation Mr Brown indicated that he was going to be in the vicinity of the site and planned to revisit the site on Thursday February 23 1 spoke with Mr Williams on Fnday February 24 and he confirmed that Mr Brown had in revisited the site Mr Williams informed me that Mr Brown concurred with the previous delineation conducted in August 2011 by ECS and venfied by Mr Williams with the USACE in September 2011 Mr Brown did not identify wetland areas that were left unflagged on the site 2 Students attending this new classroom budding are the most severely impacted students with regard to developmental delays and Autism therefore the children attending the school have unique needs that impact the site design The pickup and drop off locations from the busses serving the Autism students must be separated from the traditional budding busses so the needs of these students can be more appropriately addressed The school administration and staff required that a separate drop -off location be developed to provide increased safety and containment for this student population They typically have moderate to severe sensory issues and are easily distracted Simplifying the process and limiting the number of students in one area reduces the likelihood for students to flee during the unloading process To ensure student safety most schools designed today and all schools with Guilford County Schools jurisdiction utilize separate bus and car access areas Allowing cars into the bus areas makes it too easy for a student to be hit by a vehicle Therefore passenger car access through the existing bus area which serves existing elementary and middle schools is contradictory to distnct policy for student safety Not only would there be student and vehicular conflict during the three schools arrival and dismissal times but the additional vehicular traffic serving the new school would negatively impact student safety at existing outdoor play sports and learning areas 310 WSAA 9 web www wsaaeng com v We reviewed possible access to the new budding site at a location further downstream crossing the stream in only one location However due to the location of the existing elementary school and the associated fill slope and the turning radius associated with the school busses and emergency vehicles it is not feasible to cross further downstream Although the actual footage of piped stream may be reduced through a downstream option the access road would parallel the stream after the crossing impacting a substantially higher amount of stream buffer and therefore degrading an increased amount of stream channel After careful consideration the current configuration most closely met the programmatic needs for the facility and provided the most secure environment for the students while avoiding environmental impacts to the maximum extent practical 3 Please see the enclosed Overall Watershed Plan Sheet (C 5 0) for the location of the proposed bioretention cells that are being reviewed by the City of Greensboro Technical Review Committee as part of the site plan review process 4 The City of Greensboro Stormwater Management Division is reviewing the plans to ensure the Jordan Lake Riparian Buffer Rules are met The plan is currently in review 5 Please see the enclosed impact maps for additional information on the nature of the
