Re: Evergreen Packaging
Dear Mr.Davidson:
On behalf of Evergreen Packaging,I am writing to follow up regarding Evergreen's
compliance with the 8.5°C Delta T monthly average limit in NPDES Permit NC 0000272. Please
accept this letter as a request that DWR exercise its discretion and not take enforcement action for
an anticipated exceedance of the Delta T limit for November,2016. In support of this request,
Evergreen has provided information documenting extreme low river flows as a result of the
drought,secondary effluent temperatures,and in-stream temperatures.' Evergreen has also
provided a letter from Charles C.Coutant,Ph.D.concluding that the anticipated exceedance of the
Delta T for November should have no adverse effect on aquatic life.Z
Evergreen has implemented,or is in the process of implementing,operational measures to
reduce the impact of its operations on river temperature. These measures include:
• Releasing water from Lake Logan;
• Using portable cooling towers to reduce effluent temperature;
• Some curtailment of production;and
• Operational focus on reducing effluent flow and temperature.
