CAROLINAS August 23, 2019 Ms. Julie Grzyb State of North Carolina Division of Water Resources NPDES Complex permitting 1617 Mail Service Center Raleigh, NC 27699-1617 Subject: Duke Energy Carolinas, LLC NPDES Permit Application Riverbend Steam Station Permit #: NC0004961 Gaston County Dear Ms. Grzyb, DECEIVED/NC'DEQ/DWR 411G 2 7 2019 Water Quality Permitting Section Duke Energy Carolinas, LLC (Duke Energy) hereby submits this NPDES permit renewal package for the existing NPDES permit NC0004961. As mandated by North Carolina Administrative Code 15A NCAC 2H.0105(e), this permit application for renewal is being submitted at least 180 days prior to expiration of the current permit. Electric power generation operations ceased on April 1, 2013 at the Riverbend facility. The facility is in the process of completing post -closure activities. Demolition of the steam generation plant is complete. Duke Energy completed excavation efforts of the primary and secondary ash basins, ash stack and cinder pit at site on March 16, 2019. Duke Energy anticipates the potential for future groundwater extraction and/or remediation activities on the site and requests continued coverage under this existing permit for those activities as further described in this submittal. Due to the discontinuing of all steam generation processes at the Riverbend facility, Duke Energy requests the following modifications to the new permit: 1. Condition A. (1), Outfall 001 - Removal of Outfall 001. All plant structures associated with the steam generation plant were decommissioned and demolished. The Riverbend facility no longer operates a plant chiller system. This condition is no longer applicable to the site. 2. Condition A. (2), Outfall 002 - Removal of Outfall 002. The excavation of the ash basin was completed in accordance with the North Carolina Coal Ash Management Act (CAMA) of 2014, HB 630 of 2016 and the Senate Bill 716: Mountain Energy Act of 2015. None of the discharges associated with historic facility operations will continue due to the decommissioning of the plant, therefore this condition is no longer applicable to the site. The groundwater remediation system discharge (GW Remediation Oil/Water Separator system) was removed in approximately 2001. Duke Energy also requests the Page 2 removal of conditions, A.5 throughA.15, associated with the former plant and ash basin operations. 3. Condition A. (4), Outfall 002A — Discharge from the yard sump overflow will no longer be discharged from Outfall 002A. The yard sump overflow was removed along with the site decommissioning. Duke Energy requests the modification of this outfall to accommodate focused groundwater extraction and discharge determined necessary after the submittal of the Riverbend Groundwater Correction Action Plan (CAP) update. (Additional information about specific characteristics of the potential future discharge detailed in attachment 3). 4. Condition A. (10) - Groundwater Monitoring Well — Duke requests the removal of the groundwater monitoring requirements to make the Riverbend permit consistent with other Duke Site Permits. These compliance wells will continue to be monitored through the CAMA groundwater monitoring program. 5. Condition A. (16) — Removal of Outfalls 101, 103, 104, 105, 106, 109, 110, 111, 112 which corresponds to seeps S-1, S-3, S-4, S-5, S-6, S-9, S-10, S-11, and S-12. This is requested due to these flows having ceased. In accordance with the terms of Consent Order EMC SOC WQ S 16-005, completion of the closure activities referenced in subparagraph 1.f. of the consent order will eliminate the seeps from the ash basins at the Riverbend Steam station. Only outfalls 102,107 and 108 still flow after excavation. These flows meet all water quality standards and requirements in the SOC. Duke Energy is requesting continued coverage for these flows to be assured they are covered, if needed, in the interim however, Duke Energy believes the best way to handle these flows is in accordance with the procedure used for Duke Energy coal fired permits in North Carolina issued subsequent to the Riverbend permit. Duke requests concurrence that these remaining flows, previously identified as wastewater seeps, can be addressed in site Corrective Action Plans, as needed, and continuing NPDES permit coverage is not needed. Attachment 5, is analytical data from seep sampling from 2017 — 2019. Upon receiving concurrence that these flows can be addressed in the CAP for the site, Duke Energy would withdraw request for continuing coverage of outfall 102, 107 and 108. 6. Duke Energy requests removal of Appendix A, "Plan for identification of new discharges" to make the Riverbend permit consistent with other Duke Energy permits. 7. Duke Energy requests inclusion of a groundwater compliance boundary map in the reissued permit.
