The North Carolina Environmental Management Commission proposes to issue a NPDES
wastewater discharge permit to the person{s) listed below. Written comments regarding the
proposed permit will be accepted until 30 days after the publish date of this notice. The Direc-
tor of the NC Division of water Resources (DWR) may hold a public hearing should there be a
significant degree of public interest. Please mail comments and/or information requests to

of permit NC0021971 far as Charlotte Terminal in Mecklenburg County. This permitted facility
discharges treated stormwater/wastewater to Paw Creek, a class C waterbody in the Catawba
River Basin. Currently TRC is water quality limited. This discharge may affect future allocations
in this segment of Paw Creek.
DC Charlotte Plaza LELP requested renewal of permit NC00S5656 (1515 S Tryon St Charlotte.
NC 28203) far its Dimensional Place Permeant Dewatering, MCCkienburg Caunty. discharging
treated wastewater to an unnamed tributary (UT) to Irwin Creek within the Catawba River Ba-
sin, The parameter 1,1 Dichtoroethane (1,1 DCA) is water-quality1imited- The discharge may af-
fect future wasteload allocation in this segment of Irwin Creek,
Colonial Terminals Operating Company, LLC [1185 Sanctuary Pkwy, Suite 100 Alpharetta, GA
30009] has requested renewal of permit NC0046531 for its Lincoln Terminal in Mecklenburg
County. This permitted facility discharges treated stormwaterlwastewater to Gum Branch, class
WS-IV waters in the Catawba River Basin. Currently no parameters are water quality 1mited.
This discharge may affect future allocations in this segment of Gum Branch.
Charlotte Water requested a Modification to NPoEs permit NC00B9923 (Baxter Street Char-
lotte, NC 28204) to Increase flow for its Sewer Extension Dewatering discharging to a UT to Lit-
tle Sugar Creek, Charlotte, Mecklenburg County. Parameters of concern include; Toluene,
Ethylbenzene, Total Xylenes, Acetone, Trichioroethytene (TCE), 1,2,4 trimathyytieenzane, 1-
Methylnaphalene, 2-Methylnaphalene, Naphthalene, Total Suspended Saida (MS), and Tur-
bidity. This discharge may affect future wasteload allocations to the receiving stream.
