If you are not going to do any grading or disturbance in Zone 1 and you are going to revegetate Zone 2 then you don't
even need a buffer authorization.
I was under the assumption (by reviewing your application) that you were going to have to impact Zone 1.

The drawings shows very little grading in Zone 1 however the application states that there will be more Zone 1 impacts
than Zone 2. The drawings does not describe the application.
