To remove Pipe No.15 under SR 1616(Tuckaseegee Road)at Mill Creek and replace with new,modern 3-12'x 8'reinforced concrete box culverts.
4i.Describe the overall project in detail,including indirect impacts and the type of equipment to be used:*
Project 17.BP.10.PE.4(formerly 17.BP.10.C.4)proposes replacing the functionally obsolete existing culverts at this location with a series of 3-12'x 8'reinforced concrete box culverts
(RCBCs)of similar length.The roadway horizontal alignment has been maintained;a minor change in the vertical alignment will occur to improve design speed.The roadway
approaches would extend approximately 132 feet west and 216 feet east of the proposed culverts,respectively.The roadway approaches include two 11-foot wide travel lanes with 4-
foot paved shoulders.Additional improvements include a tie in to an existing unpaved driveway located approximately 140 feet east of the culverts.The total length of the project is
approximately 405 feet.
Erosion and sedimentation control measures will be installed at the outset.The culverts will be replaced using heavy equipment operating from the upland roadway approaches.The
construction sequence of the culvert installation will be completed in two phases.During Phase I,special stilling basins will be installed to reduce the velocity of flow and an impervious
dike will be installed in Mill Creek up-and downstream of SR 161(Tuckaseegee Road)within the creek.The impervious dike will divert flowthrough the existing culvert on the eastern
side of the stream.Clean water diversion will be installed to divert flow around the work area and channel excavation.Following installation of these measures,the contractor will
dewater the culvert construction area,excavate the accumulated sediment from within the channel and install the two western barrels of the new 12'x 8'RCBCs.Approximately 55 If of
accumulated sediment will be excavated downstream of SR 1616;48 If of the excavation will occur within the portion of Mill Creek subject to permanent stream impacts resulting in a'net'
channel excavation impact of 7 If.
During Phase II of the culvert installation,any accumulated sediment will be excavated,and the culvert construction area will be dewatered before removing the impervious dike.A new
impervious dike will be installed to direct Mill Creek into the newly installed western RCBCs.The culvert on the eastern side of Mill Creek will be removed by heavy equipment operating
from the upland roadway approaches and replaced with a 12'x 8'RCBC.A separate dike and 36"pipe will be placed in the unnamed intermittent tributary located south of SR 1616
prior to its confluence with Mill Creek in order to work in the dry.Following installation of the final culvert both impervious dikes will be removed from Mill Creek and the unnamed
intermittent tributary.
The two exterior high flow barrels will have two foot sills/baffles and the interior lowflow barrel will have one foot sills/baffles.The interior barrel will be buried belowthe channel bed to
provide continuous low flow and will be filled with native material excavated from the stream bed or flood bench.The two exterior high flow barrels will also be filled with native material
and additionally supplemented with riprap.Both sides of the stream will have a flood bench that matches the high flow barrels.Creation of the flood benches which will serve to direct Mill
Creek into the center culvert will result in permanent stream impacts of 100 If.Side slopes will be reinforced with Class-1 riprap and the flood benches will have coir fiber matting
installed.Additionally,Class-1 riprap will be placed for approximately 30 If along the unnamed intermittent tributary for bank stabilization.Temporary impacts to Mill Creek could occur
during culvert installation;temporary stream impacts totaling 123 If have been measured from the proposed up and downstream construction easement limits;only 16 If of estimated
temporary stream impacts extends beyond the permanent stream impact area.
An off-site detour will be utilized to facilitate construction.

will be conducted from the upland areas/roadway approaches to minimize impacts to the stream.
