The 2010 Carteret County Land Use Plan classifies this property as Limited Transition
with all AEC s classified Conservation This section of the Goose Creek is designated as
Primary Nursery Area and is closed to the taking of shellfish Goose Creek carries a water
classification of SA/HQW Riparian corridors were determined through the pier alignment
as well as channel location Substrate in Goose Creek is mostly silt No SAV s or shellfish
beds were observed within the proposal project area
10 Protect Description
There is an existing pier and platform currently in place for the residents of Goose Creek
to use for fishing parties etc The applicant proposes to add a 6 x 36 3 addition to the
landward (east) side of the existing platform This addition is for the construction of a 12
x 16 covered unenclosed gazebo
There is currently a 4 3 x 250 pier and 10 x 40 5 platform in place at the project
location as well as an existing covered 12 x 20 fish cleaning station 90 below nhw
(south side of the pier access) The total of platform currently in place is 645 square feet
Per the applicant the existing size is inadequate due to the recreational use and the
overcrowding In addition the gazebo and platform addition would provide convenience
as well as aesthetics The applicant is proposing to add a 6 x 36 25 addition (217 square
feet) to the landward side (east) of the existing platform The applicant is also proposing to
add a 12 x 16 unenclosed covered gazebo along the south side of the existing and
proposed platform addition area The gazebo roof line would over hang 8 on the east
west and south sides which would add additional shaded area (148 square feet) to the
proposed 217 square feet The total length of the shoreline is 831 Water depths are not
relative for this project due to there are not slips currently permitted for this dock nor are
any proposed The pier is used for fishing and not for dockage The width of the Goose
Creek in this area is 1 350 feet The proposed platform addition would be landward of the
existing platform and would not encroach within the existing channel It would be a
distance of 50 to 80 depending on location
11 Anticipated Impacts
The proposed platform addition (including gazebo with overhang) would shade and
incorporate 365 ft' of open waters The setting of pilings would cause temporary turbidity
The platform addition would not be a hindrance to navigation due to the location (50 80
Landward (east) of the channel edge) The maximum square footage allowed for this
project is 2 000 ft' however the current proposal is adding 365 square feet
of new platform to the 645 square feet that currently exists for a total of 10 10 ft2 which is
