Morning,
Could you provide me with any input on how DWQ would review this 1,300+acre mitigation bank,which is mostly
preservation-especially how it addresses your restoration mitigation requirement over 1 acre? C&SE is proposing enhancement
(50 acres)&restoration(18 acres)credits within a bedded pine plantation which contains no ditches. Their proposal is remove
the beds (-2 to 3'high)in order to restore the hydrological regime. They approached me last summer with just preservation and
I explained that the need&potential for their mitigation bank was not there. Their further investigation found this bedded area
they claim needs enhancing/restoring.
I'm visiting the tract next Tuesday(3rd)to check out the bedded area. With no drainage ditches,I'm not too optimistic I will
find any restoration potential.
Any input regarding the use of this bank for 401 WQC would be appreciated. The second attachment is our PN,which is an
abbreviated summary of their proposal and would save you some time.

Attached is a prospectus for a—1,300 acre wetland mitigation bank, abutting the Holly Shelter Game Lands,in Pender County
just north of Hampstead. Our Public Notice is expected to be issued sometime this week, and current plans are to visit the site
on the week of April 2nd. Let me know if you are interested in attending.
Pls review and provide me with any comments regarding this proposal. As you will see,the site is largely preservation,but is
proposing some restoration and enhancement(which will be confirmed during the onsite visit).
