Dear Ms Hair
The North Carolina Department of Transportation ( NCDOT) proposes to improve the
safety and service level of two intersections on Wesley Chapel Stouts Road (SR 1377) in
Union County The intersections are located at US Highway 74 and Wesley Chapel
Stouts Road and Old Charlotte Highway and Wesley Chapel Stouts Road The total
project length is 0 57 of a mile
In order to construct this project a roadside ditch /perennial stream that is located near the
intersection of Old Charlotte Highway will need to be relocated The stream is located
approximately 70 feet east of the first entrance to Sun Valley Commons on the
westbound side of Wesley Chapel Stouts Road The channel is on the north side of the
road The NCDOT proposes to relocate a maximum of 148 linear feet of an unnamed
tributary to South Fork Crooked Creek, a Class C water that is located within the Yadkin
Pee Dee River Basin Hydrologic Unit 03040105
The NCDOT anticipates that this project will be authorized under a Section 404
Nationwide Permit No 14 and, by way of this letter we are requesting authorization
from the North Carolina Division of Water Quality to utilize the corresponding 401
Water Quality Certification GC3886

Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application
The area at the intersection of SR 1377 (Wesley Chapel Stouts Road) and SR 1009 (Old Charlotte Highway) is a
commercial area that is being actively developed (as is the area located at the interesection of Wesley Chapel Stouts
Road and US 74)

There are no wetlands located within the project limits but there are adjacent wetlands located on the north and south
side of Wesley Chapel Stouts Road near the Sun Valley Commons entrance that will be fenced off and protected from
potential impacts during project construction

NCDOT will be relocating a maximum of 148 linear feet of peremnal stream channel that is currently serving as the

Explain the purpose of the proposed project
Significant commercial development has taken place in the proposed project areas within the past two years and
continues at the present As a result traffic related issues are becoming more pronounced and need to be addressed
The NCDOT proposes to construct right turn lanes at the intersections of SR 1009 (Old Charlotte Highway) and SR 1377
(Wesley Chapel Stouts Roads) as well as at the first entrance to Sun Valley Commons on the westbound side of Wesley
Chapel Stouts Road NCDOT will also construct crosswalks with wheelchair ramps on the north side of Wesley Chapel
Stouts Road

Describe the overall project in detail including the type of equipment to be used
As previously stated the NCDOT proposes to construct right turn lanes at the intersections of SR 1009 (Old Charlotte
Highway) and SR 1377 (Wesley Chapel Stouts Roads) as well as at the first entrance to Sun Valley Commons on the
westbound side of Wesley Chapel Stouts Road NCDOT will also construct crosswalks with wheelchair ramps and a
traffic island on the north side of Wesley Chapel Stouts Road
Erosion control measures will be installed prior to any ground disturbing activities and adjacent wetland areas will be
delineated with orange barrier fencing to keep traffic and equipment out of these areas As part of this project the
NCDOT will need to relocate a maximum of 148 linear feet of an unnamed tributary to South Fork Crooked Creek that is
located on the north side of Wesley Chapel Stouts Road dust east of Sun Valley Commons The stream is also serving as
the roadside ditch The stream channel will be dewatered during relocation activities The new channel will have a 2 foot
wide base ditch with 3 1 shoulder slopes and will be seeded with a wetland mix mulched and covered with coir fiber
matting (the ditchline will be constructed on a 0 3% slope and should be easily stabilized due to the minimal slope) The
equipment that is required to construct the project includes but is not limited to dewatenng pump trackhoe dumptrucks
vibratory roller motor grader and paving equipment

The project footprint has been reduced to avoid wetland impacts and shorten the required stream relocation length from
the initially proposed 187 linear feet to a maximum of 148 linear feet

Before project construction begins adjacent wetlands and streams will be delineated utilizing orange barrier fencing and
perimeter erosion control devices will be installed
The unnamed tributary to South Fork Crooked Creek will be dewatered during new channel construction and the new
channel will be seeded mulched and matted prior to turning water into it
The NCDOT will install and maintain appropriate erosion control measures dewater work areas and stabilizing disturbed
areas with seed mulch and coir fiber matttmg as specified by the NCG 0100000 general permit issued by the North
Carolina Department of Enviornment and Natural Resources Division of Water Quality Construction equipment and
materials will be staged in areas located away from the jurisdictional areas previously identified on this project
