Water Quality Certification for the Proposed Replacement of Bridge 70 on US
52 over Rocky River in Anson and Stanly Counties, Division 10, TIP No. B-4407,
Debit $570 from WBS 38356.1.2.

Dear Madam:

The North Carolina Department of Transportation (NCDOT) proposes to replace bridge number 70 on US
52 over Rocky River with a new bridge just east of the existing alignment. Traffic will utilize the existing
bridge during construction.

As a result of replacing the existing bridge, there will be 10 linear feet of stream bank stabilization at the
outlet of a new ditch, and 0.34 acre of temporary stream impacts from causeways and temporary pipes
needed for removal of the existing bridge and construction of the new one.

Please see enclosed copies of the Pre-Construction Notification (PCN), which includes the following
attachments: pre-filing notification documentation, bat survey memo, mussel survey memo, Catawba
response letter, Stormwater Management Plan, and Permit Drawings. A Minimum Criteria Determination
Checklist (MCDC) was completed in May 2018 and distributed shortly thereafter.

This project calls for a letting date of May 18, 2021 and a review date of March 30, 2021.
