The Project consists of one parcel proposed with approximately 16.7 acres of conservation easement. The Project has a total drainage area of 3,523 acres, at its most downstream point, and is located within a rural area (Figures 2a & 2b). The land use within and surrounding the project area is currently comprised of row crop production and mature hardwood forest (Figure 3a) and has remained as such since at least 1950 (Figure 5). Water quality stressors currently affecting the Project include heavily manipulated/relocated and maintained streams, active row crop production, and lack of riparian buffers. Field evaluations conducted by RES determined all watercourse features associated with the Project to be either perennial or intermittent streams or ditches. Riparian buffer restoration and preservation is proposed to improve water quality, hydrology, and habitat and protect these features in perpetuity. The Project will involve riparian buffer restoration of two tributaries that drain to Thunder Swamp (DJl and DJ2) along with riparian buffer preservation along the already forested Thunder Swamp. DJl is the eastern tributary stream within the Project and drains southwest directly into the Thunder Swamp floodplain. There is also a ditch (Ditch C) that enters the stream from the west. DJ2 is the western tributary stream within the Project and drains southwest directly into Thunder Swamp. Above this stream is an excavated ditch feature (Ditch D), while another ditch (Ditch A) enters DJ2 from the east). The aforementioned ditches will not generate riparian buffer mitigation credit as part of the full delivery DMS Project but will be pursued for nutrient offset credit as part of a separate mitigation bank project (Thunder Swamp Phase 2). The bank project will be discussed later in Section 4. 2.2 Project Location The Project is in the Mount Olive area in Wayne County, NC (Figure 1). To access the Project from the town of Mount Olive, travel southwest on NC Highway 55 for approximately one and a half miles, and the destination will be on the left. The latitude and longitude of the Project is 35.205°N and-78.095°W. 2.3 Service Area This Project will provide mitigation credits to offset unavoidable impacts to buffer resources within the Neuse River Basin (8-digit USGS HUC 03020201, 14-digit HUC 03020201170030) (Figure 1). Thunder Swamp Mitigation Project (Phase 1 and 2) Neuse 01 DMS Full Delivery Buffer Site And Neuse 01 Nutrient Bank 1 January 2021 3 EXISTING CONDITIONS 3.1 Existing Buffer Conditions The two tributaries of Thunder Swamp (DJ1 and DJ2) are modified natural stream streams that have been heavily manipulated/relocated and maintained over time (Figures 3a, 5, & 6). Currently, portions of each stream tributary (DJ1 and DJ2) lack a riparian buffer, and the same goes for the associated ditch features (Figure 3a). In areas where the is no riparian buffer, row crop production extends to the edge of those features. DJ1 has no riparian buffer, barring a few mature trees along the bank at the upstream extent. Some understory native and invasive species are also present in this area around the base of the trees. Generally, the stream banks of DJ1 contain tall, herbaceous vegetation and little to no woody vegetation. The current crop in production is soybean. At the base of DJl where the reach enters the Thunder Swamp floodplain, there is a small area of black willow (Salix nigra) trees before the riparian area becomes sufficiently buffered through mature forest. As for DJ2, the left bank abuts crop fields and the riparian buffer condition is absent and mostly devoid of trees; however, there is a small stand of trees off the right bank that contains mature hardwoods and some Chinese privet (Ligustrum sinense). Generally, stream banks contain weedy, herbaceous vegetation and little to no woody vegetation, and the current crop within the fields is soybean. As the reach enters the Thunder Swamp floodplain, the riparian area becomes sufficiently buffered through mature forest. Likewise, Thunder Swamp itself has a forested buffer throughout the Project area. 3.2 Vegetation and Wildlife The Project is primary characterized by cropland, with mature swamp forest in the floodplain of Thunder Swamp. Currently, within the agricultural area of the Project, the vegetative cover is primarily comprised of fields of soybean crops with small, disturbed areas of trees that are reminiscent of mixed-mesic hardwood forest (Coastal Plain subtype). The tree species that do exist in these areas include sweet gum (Liquidambar styraciflua), red maple (Acer r ubrum), water oak (Quercus nigra), willow oak (Quercus phellos), tulip poplar (Liriodendron tulipifera), and sassafras (Sassafras albidum). Invasive species were noted in these areas and include mostly Chinese privet, some Chinaberry (Melia azedarach), and limited kudzu (Pueraria montana). Within the forested Thunder Swamp floodplain, the natural community has likely been disturbed by cyclical beaver activity, as the community does not appear to be a climax forest, and it is not evident through aerial imagery that the area has been cleared or logged in at least many decades. With that said, the community type resembles a disturbed Coastal Plain small stream swamp and includes trees and saplings such as red maple, water oak, willow oak, black willow (Salix nigra), and silky dogwood, while the shrub stratum was dominated by Chinese privet. The herbaceous layer includes Pennsylvania smartweed (Polygonum pennsylvanicum), Nepalese browntop (Microstegium vimineum), tearthumb (Polygonum sagittatum), false nettle (Boehmeria cylindrica), and swamp rosemallow (Hibiscus grandiflorus). As noted in this species list, invasive species include Chinese privet and Nepalese browntop, with Chinese privet being dense in localized areas. 3.3 Constraints There are a no significant constraints to the Project. Thunder Swamp does contain a FEMA Regulated Floodway and Zone AE; however, there is no earthwork proposed in these areas as part of the Project. Therefore, no FEMA permitting will be required for this project as currently designed. No hydrologic Thunder Swamp Mitigation Project (Phase 1 and 2) Neuse 01 DMS Full Delivery Buffer Site And Neuse 01 Nutrient Bank 2 January 2021 trespass will be permitted to adjacent properties upstream or downstream of the Project. The proposed mitigation site is located within five miles of one air transport facilities. The Mount Olive Municipal Airport is a city owned and operated airport and is located approximately three and a half miles east northeast of the Project. The proposed Project will not affect the operations of these airports. There are currently no existing crossings on any Project features, nor are any proposed. A tree survey will be conducted to help in determination of species to be planted. 3.4 Project Development Buffer mitigation efforts along the Project features will be accomplished through the planting, establishment, and protection of a hardwood forest community. The result will be a riparian habitat that functions to limit nutrient and sediment inputs from the surrounding land. Thunder Swamp Mitigation Project (Phase 1 and 2) Neuse 01 DMS Full Delivery Buffer Site And Neuse 01 Nutrient Bank 3 January 2021 4 NUTRIENT BANK ADD -ON 4.1 Thunder Swamp Mitigation Project Phase 2 In conjunction with the DMS Thunder Swamp Mitigation Project, RES is proposing a nutrient offset mitigation bank that will also service the Neuse 01 watershed. The project will be named Thunder Swamp Mitigation Project Phase 2 ("Phase 2"). Phase 2 will be contained within the same parcel as the DMS project and will incorporate wider buffers on the Project streams and several additional features that were not suitable for the buffer mitigation project (Figures 3b and 6). Specifically, Phase 2 will widen the planted riparian area along stream features of the DMS project (both DJ1 and DJ2), and it will plant and protect riparian areas along three ditch features (Ditch B, Ditch C, and Ditch D). Ditch B Ditch B is a man-made channel dug to promote drainage for row crop production. This elongated ditch flows southwest into Thunder Swamp. Generally, the ditch banks contain tall, herbaceous vegetation and little to no woody vegetation. The current crop in production is soybean. The southern end of the reach enters the Thunder Swamp floodplain and the riparian area becomes sufficiently buffered through mature forest. Ditch C Ditch C is a man-made channel dug to promote drainage for crop production and drains directly into stream reach DJL The ditch banks contain herbaceous vegetation and little to no woody vegetation. Ditch D Ditch D is an upstream extension of stream reach DJ2 where the channel modification of DJ2 was extended upslope to promote further drainage of the fields for crop production.
