The proposed project is located at the Raleigh Executive Jetport in Lee County northeast of Sanford, North Carolina (refer to Figure 1). Take Exit 76 - Farrell Road (from US 1 South) - Make Left onto Farrell Road - Travel Approximately 0.5-mile - Make Left onto Rod Sullivan Road - Travel Approximately 1.0-mile - Arrive at Raleigh Executive Jetport. The approximate center point of the project is located at 35.576808, -79.108483. The nearest named waterway is Hughes Creek, which is located south of the project (all of the project area drains to this named stream). The project is located within the Cape Fear River Basin, 8-digit Hydrologic Unit Code (HUC) 03030004. The proposed project consists of additional development to the existing hangar area located to the south of the existing terminal area. The proposed project includes site preparations for three future box hangars/associated aprons, improvement of the current taxilane (north of the existing t-hangars) to accommodate ADG II aircraft, and the connection of the existing t-hangar taxilanes to a new ‘end- around’ taxilane. The existing north taxilane would be shifted and widened and would continue/extend behind the t-hangars. The remaining five taxilanes would connect to the new pavement to create a complete taxilane system. Rough grading and installation and re- routing of stormwater drainage would occur to the north and west of the t-hangars to prepare sites for hangar development. The proposed improvements are shown on Figure 4. The project also requires modification to the existing stormwater pond located at the southern end of the project. The pond requires an increase in volume, addition of a spillway, and an energy dissipator pad to accommodate run-off from the additional impervious surfaces for the previously described improvements (refer to attached Permit Drawings – Appendix A2). Impacts to Waters of the U.S. (WOUS) would only result from the improvements required at the pond outfall, the remaining work areas would not result in impacts to WOUS. A Section 401 Water Quality Certification (20180726v1 - issued December 3, 2018) and Section 404 Permit (SAW 2009-01114) was issued for hangar expansion.
