Proiect Setting
The proposed project is located at 53610 NC Hwy 12 in Frisco Dare County The project
site is located adjacent to an unnamed canal and basin that leads to the Pamlico Sound
The tract is 80 300 sq ft and is approximately 4 5 ft above normal water level (NWL) The
property is developed with a commercial shopping center which currently houses a
provisioning company convenience store and a US Post Office The site also has an
existing parking area fuel tanks outbuildings for storage and an abandoned water
treatment station The undeveloped areas are vegetated with typical lawn grasses and
some pine trees A previous mayor permit was issued on this site in 2010 for the installation
of the groundwater treatment system There are no known areas of archaeological
significance in the project location
The tract has approximately 433 ft of shoreline with no delineated wetlands On the
western portion of the tract there is a small area of the shoreline along the canal that is
stabilized with rip rap the remaining length of the shoreline is unstabilized The adjoining
property to the west has an existing wood bulkhead and the adjoining property to the east
has an unstabilized shoreline
The Pamlico Sound and the adjoining canal are classified as SA in this area and are closed
to shellfish harvesting The existing water depths in the canal range from -1 0 to 3 5 ft
Development Proposal
The applicant proposes to stabilize the shoreline construct a boatramp and excavate
around the boatramp and construct finger piers creating 9 boatslips The proposed vinyl
bulkhead will be 418 ft long with an average alignment of 2 8 ft waterward of NWL The
maximum distance waterward of NWL is 10 ft The applicant plans to use the dried dredge
spoil generated from the boatramp construction and excavation to fill behind the bulkhead
The estimated rate of erosion along this shoreline is 2-4 ft according to the applicant
The applicant also proposes to construct 9 finger piers in the basin The finger piers will be
11 ft long and 3 ft wide There will be 10 tie pilings at the end of the finger piers creating 9
boat slips extending out 25 ft from NWL The width of the basin is approximately 80 ft The
water depth at the end of the proposed piers is 5 ft
The applicant has also proposed to construct a 15 ft wide boatramp that will extend 15 ft
below NWL in order to achieve navigable depths from the boatramp the applicant will
excavate a 36 ft by 15 ft area an additional 2 ft to reach a final depth of 3 5 ft The
proposed dredging will create approximately 62 cubic yards of sandy spoil material The
dredge spoil will be temporarily stored in a 20 ft by 20 ft containment area surrounded by silt
fencing and allowed to dry before being used as backfill for the proposed bulkheading

Anticipated Impacts
The proposed bulkheading project will fill 1170 sq ft of Estuarine Waters (EW) Public Trust
Area (PTA) Areas of Environmental Concern of the man made canal and basin and 6 270 sq ft
of Estuarine Shoreline (ES) Areas of Environmental Concern (AEC) The proposed finger piers
will shade 297 sq ft of EW /PTA AECs The proposed boatramp construction and excavation
will fill 225 sq ft of EW /PTA AECs and excavate 540 sq ft of EW /PTA AECs The spoil
containment area will temporarily fill 400 sq ft of ES AEC Temporary water turbidity will occur
in the project area during construction

ELIZABETH CITY
The shopping and convenience center in Frisco locally known as Frisco Shopping Center is a +/ 7 500
square foot building which houses a provisioning company convenience store and post office The site
also contains support appurtenances such as parking fuel tanks (including bulk storage) out buildings for
storage and an abandoned water treatment station which was installed to abate a petroleum release which
has been remediated The site is adjacent to an unstabilized borrow pit which is connected to the sound by
a canal which is partially stabilized with rock rip rap along the canal Within the borrow pit is one 10 x
10 dock and one pier Recent storms have resulted in erosion along the shoreline
The applicant proposes to stabilize the 418 feet of shoreline with sheet pile vinyl bulkhead The maximum
distance waterward of normal water level (NWL) will be 10 feet and the average alignment will be 2 8 feet
waterward of NWL The bulkhead will be backfilled with clean sand resulting in fill bemg placed in +/
1 170 square feet below NWL requinng approximately 90 cubic yards of material being placed below the
surface water level
The applicant also proposes to install additional piers to accommodate a total of nine boats (18 22 foot
range) that will be used for recreational or commercial fishing Also proposed is the installation of a boat
ramp which is 15 feet wide and will slope beyond the NWL 15 feet to access the 3 5 foot waters of the
canal The +/ 36 x 15 area where the boat ramp will be installed and dust north of the boat ramp will be
excavated to connect to 3 5 foot existing water depths The 15 x 20 highground area where the boat
ramp will be installed will be sloped to the existing elevation of the adjacent site elevation
