At this time, the Town is taking the appropriate action to remedy those problems requiring minimal expense. Additionally, we are in the process of gathering information and cost estimates in order to address those deficiencies that will require significant capital outlay. These expenditures will be considered over the next several weeks as the Board of Commissioners review and ultimately approve the Fiscal Year 2000-2001 budget. Sullins, Director Division of Water Quality August 26, 2008 Subject: Compliance Evaluation Inspection Wastewater Collection System Permit No. WQCS00256 Catawba —Catawba County Ms. Barbara Sifford, of the NC Division of Water Quality (DWQ), Mooresville Regional Office (MRO) conducted a compliance evaluation inspection (CEI) of the Town of Catawba's wastewater collection system, permit number WQCS00256, on June 27, 2008. The assistance and cooperation of, Mr. Shawn Pennell was greatly appreciated. -- Please note that the sections completed on the report pertain only to the areas that were inspected. An inspection report is attached for your records and inspection findings are detailed below. The collection system for the Town of Catawba consists of approximately 12 miles of sewer line, and six (6) pump stations. The system conveys wastewater to the Town of Catawba's wastewater treatment plant (NPDES NC0025542) for treatment. Generally, the inspection revealed that the Town's collection system is being ' properly operated and maintained. A copy of DENR's reporting and record keeping requirements for a collection system was reviewed for guidance. Please be aware that all records pertinent to the collection system must to be maintained for three years. Performance Standards The Town of Catawba is owned and operated by the City of Hickory and has adopted their Sewer Use Ordinance. The requirement for public education concerning fats, oils, and grease (FOG) can be met several ways. Please provide examples of how the Town plans on meeting this "education" requirement in your response to this letter. Currently this system is considered as deemed although the permitted capacity of the WWTP is over 200,000 GPD. Inspections High priority lines and aerial lines are required to be inspected twice a year, and all inspections must be documented. A customer compliant log that includes dates, response time, action taken, and cause of problems needs to be maintained, even if it is not for a reportable spill incident. The attached Compliance Evaluation Inspection report lists the information that should be available for review. Operation and Maintenance The Compliance Evaluation Inspection report lists the information that must be kept for a period of three years for pump stations, emergency generators, and right of way maintenance; and available for review during inspections by DWQ. Pump Stations Two pump stations were inspected. General housekeeping was acceptable at the stations. All pumps were present and operable. For pump stations that have pump -run time counters, information related to run-time should be recorded on the log sheets to help determine capacity and I/I concerns. It was discussed that the pump station located on Third Avenue is to be replaced. The controls for this station are not as required by minimum design standards and the building is in need of major repairs. Permit number WQ0033204 was issued on July 24, 2008 for the replacement of this station and to add additional lines. Records Records of all spills and complaints need to be maintained for tracking trouble spots in the collection system. Pump station records indicate that the stations are being checked daily. Monitoring and Reporting Requirements An annual collection system report listing spills and general information about the system is to be prepared each year and made available to customers. Please provide a copy of the last annual report for the system with your response to this letter. This will be added to our files and entered in RIMS. This report can cover either a fiscal year or calendar year period of time. (2) A map of the sewer system has been developed and is actively maintained. (3) An operation and maintenance plan including pump station inspection frequency, preventative maintenance schedule, spare parts inventory and overflow response has been developed and implemented. (4) Pump stations that are not connected to a telemetry system (i.e., remote alarm system) are inspected by the permittee or its representative every day (i.e., 365 days per year). Pump stations that are connected to a telemetry system are inspected at least once per week. (5) High -priority sewers are inspected by the permittee or its representative at least once every six -months and inspections are documented. (6) A general observation by the permittee or its representative of the entire sewer system is conducted at least once per year. (7) Overflows and bypasses are reported to the appropriate Division regional office in accordance with 15A NCAC 02B .0506(a), and public notice is provided as required by G.S. 143-215.1 C. (See details below) (8) A Grease Control Program is in place as follows: (A) For publicly owned collection systems, the Grease Control Program shall include at least biannual distribution of educational materials for both commercial and residential users and the legal means to require grease interceptors for new construction and retrofit, if necessary, of grease interceptors at existing establishments. The plan shall also include legal means for inspections of the grease interceptors, enforcement for violators and the legal means to control grease entering the system from other public and private satellite sewer systems. (B) For privately owned collection systems, the Grease Control Program shall include at least biannual distribution of grease education materials to users of the collection system by the permittee or its representative. (C) Grease education materials shall be distributed more often than required in Parts (A) and (B) of this Subparagraph if necessary to prevent grease -related sanitary sewer overflows. (9) Right-of-ways and easements are maintained in the full easement width for personnel and. equipment accessibility. (10) Documentation shall.. be kept for Subparagraphs (a)(1) through (a)(9) of this Rule for a minimum of three years with exception of the map, which shall be maintained for the life of the system. (b) Private collection systems on a single property serving an industrial facility where the domestic wastewater contribution is less than 200,000 gallons per day shall be deemed permitted. (c) The Director may determine that a collection system should not be deemed to be permitted in accordance with this Rule and Rule .0113 of this Subchapter. Catawba County has searched for ways to provide the area with sewer since the 1980s, but building its own plant proved unpopular with residents, who did not want a plant to discharge into the lake, said Barry Edwards,- Catawba County director of utilities and engineering. Seven discharges from small, mostly private sewer plants are already in that area, Edwards said. "We are very uncomfortable having any more discharges," he said. "We feel it needs to be handled in a more regional way." The county thought of connecting with Mooresville because the town is building a water -line connection with the city of Hickory. The two governments did enough preliminary work to determine that the sewer connection would be feasible. Mooresville Town Engineer Richard McMillan said the town has enough surplus capacity to sell some to Catawba County. "We've been very careful to make sure we have taken care of Mooresville first and foremost," he said. On Tuesday, the Mooresville Board of Commissioners voted to pursue further negotiations with Catawba County. No contract has been drawn, but the county would likely purchase plant capacity from the town, on a per -thousand -gallons -a -day basis, Mooresville Town Manager Rick McLean told the board. Extending sewer lines to Catawba County would also open up the N.C. 150 corridor to municipal sewer, and the town would likely get new Iredell County customers. Residents of that area are served either by septic tanks or private sewer companies. Negotiations between the two governments will likely center on the cost of the lines, Edwards said. He hopes to have a deal to take to the Catawba County board by December. Mary Lou Lawson, a member of the Mooresville -South Iredell Chamber of Commerce's Lake Norman Preservation Committee, told the Mooresville commissioners the connection would be a good environmental decision. "We would like to protect future water quality," she said. Pam Carter, a Catawba County resident, also said she liked the idea of a connection.
