Land Application of Residual Solids
Wilkes/Alexander Counties
Michael fallen: SERG Review Engineer
The Groundwater Section has reviewed the subject permit amendment request to add 461.3
additional acres (for a total of 2658 acres) to the permit, Regional Office personnel noted daring a
site investigation that field -1AN - 1, owned by Donald Duncan) has slope grades of
` borderli e`' 1 % and is recommended that this held he closely monitored. Also, some of the original
site maps do not show buffers at the intermittent stream beds and rock outcrops, We suggest that
the land application/residuals operator obtain revised site naps ofthe sites depicting all buffers, In
conclusion, the Groundwater Section has no abjection to issuance of the permit, provided that the
following conditions are included:
* 1. Residual solids should not be applied within 100 feet of rock outcrops.
The following situ designated below are covered in part by soils having a seasonal high water
table at less than three (3) feet below land surface. Therefore these fields shall not receive
residual solids from December throe >h February, inclusive:,

, No application of residuals shall be applied durmg, periods of prolonged rainfall, nor when the
water table is less than three feet below land surface:

4, The COMPLIANCE BOUNDARY for the disposal system is specified by regulations
in 15A NCAC 2L, Groundwater Classifications and Standards. The Compliance
Boundary is for the disposal system individually permitted after December lq 1983
is established at either (1) 250 feet from the waste disposal area, or (2) 50 feet within

of Groundwater Quality Standards at or beyond the Compliance Boundary is subject
to immediate rernediation action in addition to the penalty provisions applicable under
General Statute l 4 ®2 l l ).
In accordance with 15A l CAC 2 , a REVIEW ' BOUNDARY is established around the
disposal systems midway between the Compliance Boundary and the perimeter of the waste
dispersal area. Any exceedance of"standards at the Review Boundary shall require remedia ion
