Per an application request made by on January 18, 2007, the Division of Water Quality is rescinding the
subject recycle system permit. In accordance with NC State Administrative Code 15A NCAC 02T,
effective September 1, 2006, the recycle systern at Date Earnhardt, Inc. meets the requirements of Section.
.1003(a) for systems to be deemed permitted, The recycle system at Dale Earnhardt, Inc. is not required
to apply for future permit renewals or modifications provided that the facility continues to comply with
the requirements of 15A NCAC 02T .1 00,0:
Please be advised that NC State Administrative Code 15A ]CAC 02T .1003(a) requires that a Spill
Control Plan be maintained for the Facility, The Spill Control Plan shall at a minimum addresses the
following iterns.-
a. Contact phone numbers for 24-hour response, including weekends and holidays-,
b: Contact phone number for the Division of Water Quality Regional Office;
C, Contact information for construction crews, contractors and/or engineers;
& Expected response times;
c; Essential equipment list and spare parts inventory-,
f. Location of clean as materials-,
Site sanitation procedures; and
h, Post -response assessment and reporting.

In accordance with your permit request for renewal received October 31, 2003, and subsequent additional
information received, we are forwarding herewith Perout No, WQ0014451, dated February 8, 2004, to Dale
Earnhardt, Inc. for the continued operation of the Subject wastewater recycle systern.
This permit shall be effective from the date of issuance until January 31, 2009, shall void Pertruit No.
WQ0014451 issued November 17, 1997, and shall be subject to the conditions and litintations as specified
therein. Please pay particular attention to the monitoring requirements in this permit. Failure, to establish all
adequate system for collecting and maintaining the required operational information svill result in future
compliance problems.
If any parts, requirements, or linutations contained in this permit are unacceptable, you have the right to
request an adjudicatory hearing upon written request within thirty (30) days following receipt of this hermit. This,
request must be in the form of a written petition, conforming to Chapter 15013 of North Car(,Aina General Statutes,
and filed with the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27699-6714.

continued operation of a 50 GPD wastewater recycle system consisting of a grit trap, a 500 gallon recycle surnp
tank, a Landa washwater recycle system consisting of oil/water/solids separation, a 1,000 gallon raid/water
separator, a 3,0(',)0 gallon retention tank with audible and visual high water alarms, and all necessary pun-tps,
piping, valves, and appurtenances to serve the Dale Earnhardt Museum and Race Facility with no discharge of
wastes to the surface waters, pursuant to the application received October 31, 200.3, and subsequent additional
information received by the Division, and in conformity with the project, plan, specit cations. and other supporting
data subsequently filed and approved by the Department of Environment and Natural Resources and considered a
part of this permit,
This permit shall be effective from the date of issuance until January 31, 2009, shall void Permit No.
WQ00144'51 issued November 17, 1997, and shall be subject to the following specified conditions and
limitations:
1, This permit shall become voidable unless the facilities are constructed in accordance with the conditions of
this permit, the approved plans and specifications, and other supporting data,

3. The facilities shall be properly maintained and operated at all fintes.
4. The following buffers shall be maintained:
a) 100 feet between treatment/storage units and any wells,
b) 50 feet between tre:atment/storage units and Surface waters, and
c) 50feet between treatmen Usto rage units and property lines.
d) 100 feet between disposal (wetted) area and wells,
c) 50 feet between disposal(wetted) area and public right of ways or property lines,
Some of the buffers specified above riiay not have been included in previous pert -nits for this waste
treatment and disposal system. These buffers are not intended to prohibit or prevent modifications,
which are required by the Division, to onprove performance of the existing treatment facility. These
buffers do, however, apply to modifications of the treatment and disposal facilities that are for the
purpose of increasing the flow that is tributary to the facility. These buffers do apply to any
expansion or modification of the irrigation areas and apply in instances in which the sale of property
would cause any of the buffers now complied with, for the treatment and disposal facilities, to be
violated. The applicant is advised that any modifications to the existing facilities will require as permit
modification.
-5. This per fait is not transferable. In the event there, is a desirefor the facilities to change ownership, or there,
is a nairie change of the Permittee, a formal permit request must be submitted to the Division of Water
Quality (Division) accompanied by an application fee, docurnentation from the parties involved, and other
supporting materials as may be, appropriate. The approval of the request will be considered on its merits
and may or may not be approved,
6. In the event that the facilities fail to perform, satisfactorily, including the creation of nuisance conditions, the
Pertriittee shall take inurrediate corrective action, including those actions that nray be required by this
Division, such as the construction of additional or replacement treatment or disposal facilities,
7. The residuals generated front these treatment facilities must be disposed in accordance with General Statute
143-215. 1 and in a manner approved by the Division,
8. The issuance of this permit shall not relieve the Perinittee of the responsibility for damages to surface or
groundwaters resulting from the operation of this facility,,
9The facilities shall be effectively maintained and operated as a non -discharge system to prevent the
discharge of any wastewater resulting frorn the operation of this facility,
10. Diversion or bypassing of untreated wastewater from tire treatment facilities is prohibited.
11. Any monitoring deemed necessary by the Division to insure surface and ground water protection will be
established and an acceptable sampling reporting schedule shall be followed.
11 Adequate inspection, maintenance, and cleaning shall be provided by the Pen-nittee to insure proper
operation Of the subject facilities,
13. The Permittee or his designee shall inspect the wastewater recycle facilities to prevent malfunctions and
deterioration, operator errors and discharges which may cause or lead to the release of wastes to the
envirom-nent, as threat to hurnan health, or a nuisance, The Pernrittee shall maintain an inspection log or
summary including at least the (late and time of inspection, of made, and any maintenance,
repairs, or corrective actions taken by the Perrifittee. This log of inspections shall be maintained by the
Permittee for a period of three years front the date of the inspection and shall be made available to [tie
Division or other permitting authority, upon request.

14. Any duly authorized officer, employee, or representative of the Division may, upon presentation of
credentials, enter and inspect aany property, promises or place on or related to the recycle system at any
reasonable time, for the purpose of determining compliance with this permit, tnay inspect or copy any
records that must be maintained under the tennis and conditions of this permit, and may obtain samples of
groundwater, surface water, or leachate.
15. The annual administering and compliance fee must be paid by tire Pertnittee within thirty (30) days after
being billed by the Division. Failure to pay the fee accordingly may cause the Division to initiate action to
revoke this permit as specified by 15A NCAC 211,0205 (c)(4).
16, Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to an
enforcement action by the Division in accordance with North Carolina General Statute 143-215.6A to t43.-
215.6C,
IT The issuance of this permit does not exempt the Permittee from complying with any and all statutes, rules,
regulations, or ordinances, which may be imposed by other government agencies (local, state, and federal)
which have jurisdiction, including but not limited to applicable river buffer rules in 15A NC AC 213.0200,
erosion and sedimentation control requirements in 15A NCIAC Chapter 4 and under the Divisions General
Perruit NW010000, and any requirements pertaining to wetlands under 15A NCAC 2B .0200, and 2H
D500.20
I& A set of approved plans and specifications for the <subject project must beretalned by the Peimittee for the
life of this project.
19. Noncompliance Notification:
The Permittee shall report by telephone to the Mooresville Regional Office, telephone number (704) 663 -
1699, as soon as possible, but in no case more than 24 hours or on the next working day following the
occurrence or first knowledge of the occurrence of any of the following:
a. Any occurrence at the wastewater treatment facility which results in the treatment of significant
amounts of wastes which are abircarnal in quantity or characteristic, such as the dumping of the contents
of as basin or tank, the known passage of a slug of hazardous substance through the facility, or any other
unusual care Unistances;
K Any process unit failure, due to known or unknown reasons, that renders the facility incapable of
adequate wastewater treatment, such as Tnechanical or electrical failures of pumps, aerators,
compressors, etc.;
c. Any failure of a pumping station, sewer line, or treatment facility resulting in a by-pass directly to
receiving waters without treatment of all or any portion of the influent to such station or facility; or
d. Any tune that self -monitoring information indicates (fiat the facility is not in compliance with its permit
limitations,
Occurrences outside normal business hours may also be reported to the Division's Emergency Response
personnel at telephone number (800) 662-7956, (800) 858-0368, or (,919) 733-3300. persons reporting such
occurrences by telephone shall also file as written report in letter form within five (5) any following first
knowledge of the occurrence, This report must outline the actions taken or proposed to be taken to ensure
that the problenr does not recur.

,: Upon classification of the wastewater treatment and spray irrigation facilities by the Water Pollution
Control System Operators Certification Commission (WP OCC), the P rmittee wall designate and
employ a certified operator to be in responsible charge () and one or more certified operator(s) to be
back -tap ORC(s) of the facilities in accordance with 15A NCAC 86 .020L The ORS' shall visit the
facilities in accordance with 15A N A ` 8G et)` 04 or as specified in this pererut and shall comply with all
other conditions specified in these rules.
2. The Perm ttee., of least six t months prier to the expiration of this permit,; shall request its extension.
Upon receipt of the request, the: Commission will review the adequacy of the facilities descried therein,
tared if warranted, will extend the permit for such period of time, and under such conditions and limitations as
it may deern appropriate

Earnhardt, Inc. for the continued operation of the subject wastewater recycle system.
This permit shall be effective from the date of issuance until January 31, 2009, shall void Permit No.
WQ0014451 issued November 17, 1997, and shall be subject to the conditions and limitations as specified
therein. Please pay particular attention to the monitoring requirements in this permit. Failure to establish an
adequate system for collecting and maintaining the required operational information will result in future
compliance problems,
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right, to
request an adjudicatory hearing upon written request within thirty (30) days following receipt of this permit. This
request must be in the form of awritten petition, conforming to Chapter 150B of North Carolina General Statutes,

separator, as 3,(X)O gallon retention tank with audible and visual high water alarms, and all necessary pumps,
piping, valves, and appurtenances to serve the Dale Earnhardt Museurn and Race Facility with no discharge of
wastes to the surface waters, pursuant to the application received October 31, '22003, and subsequent additional
information received by the Division, and in conformity with the prqject plan, specifications, and other supporting
data subsequently filed and approve(] by the Department of Environment and Natural Resources and considered a
part of this permit,
This permit shall be effective from the date of issuance until January 31, 2009, shall void Permit No.
WQ0014451 issued November 1.7, 1997, and shall be subject to the following specified conditions and
hrratat ions:
L This Permit shall become voidable unless the facilities are constructed in accordance with the conditions of
this permit, the approved plans and specifications, anti othersupporting data.
1 This permit is effective only with respect to the nature and volume of %,astes described in the application
and other Supporting data,
3, The facilities shall be property maintained and operated at all times.

)flowing buffers shall be maintained:
a) 100 feet between treatinent/storage units and any wells,
b) 50 feet between treatment/storage units and surface waters, and
c) 50 feet between treatmenUstorage units and property lines.
d) 100 feet between disposal (wetted),trea and wells,
e) 50 feet between disposal (wetted) area and public right of ways or property lines,
Some of the buffers specified above may not have been included in previous permits for this waste
treatment and disposal system. These buffers are not intended to prohibit or prevent modifications,
which are required by the Division, to improve perfortnance of the existing treatment facility. These
buffers do, however, apply to modification,, of the treatment and disposal facilities that are for the
purpose of increasing the flow that is tributary to the facility. These buffers do apply to any
expansion or modification of the irrigation areas and apply in instances in which the sale of property
would cause any of the buffers now complied with, for the treatment and disposal facilities, to be
violated. The applicant is advised that any modifications to the existing facilities will require a permit
modification.
5This permit is not transferable. In the event there is as desire for the facilities to change ownership, or there
is a name change of the Permittee, a formal permit request must be submitted to the Division of Water
Quality (Division) accompanied by an application fee, documentation from the parties involved, and other
supporting materials as may be appropriate, The approval of the request will be considered on its met -its
and may or may not be approved.
6. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the
Permittee shall take immediate corrective action, including those actions that may be required by this
Division, such as the construction of additional or replacement treatnient or disposal facilities,
7. The residuals generated from these treatment facilities must be disposed in accordance with General Statute
143-215. 1 and in a manner approved by the Division.
8. The issuance of this permit shall not relieve the Permittee of the responsibility for damages, to surface or
groundwaters resulting frorn the operation of this facility,
9. The facilities shall be effectively maintained and operated as a non -discharge system to prevent the
discharge of any wastewater resulting frorn the operation of this facility.
M Diversion or bypassing of untreated wastewater from the treatment facilities is prohibited.
11. Any monitoring deemed necessary by the Division to insure surface and ground water protection will law:

12, Adequate inspection, maintenance, and cleaning shall be, provided by the Permittee to insure proper
operation of the subject facilities-
13. The Permittee or his designee shall inspect the wastewater recycle facilities to prevent malfunctions and
deterioration, operator errors and discharges which may cause or lead to the release of wastes to the
environment, a threat to human health, or a nuisance. The Peritrittee shall maintain an inspection log or
surnmarY including at least the date and time of inspection, observations made, and any maintenance,
repairs, or corrective actions taken by the Permittee. This log of inspections shall be maintained by the
Pertnittee for as period of three years frorn the date of the inspection and shall be made available to the
Division or other permitting authority, upon request.

14. Any duly authorized officer, employee, or representative of the Division may, upon presentation of
credentials, enter and inspect any property, premises or place on or related to the recycle system at tiny
reasonable time for the put -pose of determining compliance with this pennit, may inspect or copy any
records that must be maintained under the terms and conditions of this permit, and may obtain samples of
groundwater, surface water, or leachate,
15. The annual administering and compliance fee must be paid by the Permittee, within thirty (30) days after
being billed by the Division, 'Failure to pay the fee accordingly may cause the Division to initiate action to
revoke this permit as specified by 15A NCAC 211,0205 (c)(4).
16Failure to abide by the conditions, and limitations contained in this permit may subject the Permittee to an
enforcement action by the Division in accordance with North Carolina General Statute 143-215.6A to 143-
215-617-
IT The issuance of this permit does not exempt the Permittee from complying with any and all statutes, rules,
regulations, or ordinances which may be imposed by other government agencies (local, state, and federal)
which have jurisdiction, including but not limited to applicable river buffer rules in 15A NC AC 213.0200,
erosion and sedimentation control requirements in 15A NCAC Chapter 4 and under the Division's General
permit NCG010000, and any requirements pertaining to wetlands under 15A NC` AC 2B M00 and 2H
,0500.X
18, A set of approved plans and specifications for the subject project roust, be retained by the Permittee for the
life of this project.
19, Noticompliance Notification:
The Pernuttee shall report by telephone to the, Mooresville Regional Of telephone number (704) 663 -
1699, as soon as possible, but in no case more, than 24 hours or on the next working day following the
occurrence or first knowledge of the occurrence of any of the following:
a. Any occurrence at the wastewater treattitent facility which results in the treatment of significant
, ant , oirrits of wastes which are abnormal in quantity or characteristic, such as the dumping of the contents
of a basin or tank, the known passage of as slug of hazardous substance through the facility, or any other
unusual circumstances;
b. Any process unit failure, due to known or unknown reasons, that renders the facility incapable of
adequate wastewater treatment,, such as mechanical or electrical failures of pumps, aerators,
compressors, etc.;
c. Any failure of a pumping station,, sewer line, or treatment facility resulting in a by-pass directly to
receiving waters without treatment of all or any portion of the influent to such station or facility, 01'
d. Any time that self -monitoring information indicates that the facility is not in compliance with its permit
limitations.
Occurrences outside nottrial business hours may also he reported to the Division's Emergency Response
personnel at telephone number (800) 662-7956, (800) 858-0368, or (919) 733-3300. Persons reporting such
occurrences by telephone shall also file a written report in letter 'form within five (5) days following first
knowledge of the occurrence. This report must outline the actions taken or proposed to be taken to ensure
that the problem does not recur.

The Groundwater Section is in receipt of the subject application to renew
Permit Number WQ0014451, issued oil November 17, 1997. The existing pert -nit allows
the applicant to construct and operate as 50 GPD wastewater recycle system to treat the
wastewater generated by the Date Earnhardt Museum and Race Facility in Mooresville,
Wastewater is generated by a racecar trailer truck washing area that is under a roof and
does not include engine washing. The washing area is only used during the racing season.
The wash water passes through an oil -water separator, and oil goes into tanks that are
pumped out. It is very likely that little oil is present in the wastewater. The treatment
system consists of a grit trap, a 500-gallon recycle sump tank-, a Landa washwater recycle
system, and a 3,000-gallon retention tank- with high water alarms. The system is closed
and does not discharge to a field, stream, or subsurface disposal area.
The,Groundwater Section has no file on record of previous review(s) of
this permit by the Section. A site visit was made by personnel from the Division of Water
Quality on December 4, 2003, The site and treatment system were found to be in good
condition,
Tile Section reconlincrids that the applicant be required to submit as map of
the site which includes the major components of the waste disposal system, as well as
other features of interest, as listed below.
The Groundwater Section has reviewed the application to renew the subject permit and

provisions may be granted upon prior approval for large properties. The map(s)
must include the following information,

2) The location of property boundaries 500 feet of the disposal area(s),
3) The latitude and longitude of the established horizontal control monument.
4) The location of Review and Compliance boundaries.
5) The date the map is prepared and/or revised.
Control monuments shall be installed in such a manner and made of such
materials that the monument will not be destroyed due to activities that may take
place oil the property. Maps and any supporting documentation shall be sent to
the Groundwater Section as addressed in the "Reporting / Documentation" above,

2) Applicable Boundaries:
a) The COMPLIANCE BOUNDARY is specified by regulations in 15A NCAC 2L,
Groundwater Classifications and Standards. The Compliance Boundary for tile
Class A residual storage/ processing area is established at either 250 feet from the
waste storage/processing area, or 50 feet within the property boundary, whichever
is closest to the source. An exceedance of Groundwater Quality Standards at or
beyond the Compliance Boundary is subjject to remediation action according to
15A NCAC 2L.0106(d)(2).
b) The REVIEW BOUNDARY is established midway between the Compliance
Boundary and the perimeter of the storage/processing area. Any exceedance of
standards at the Review Boundary shall require action in accordance with 15A
NCAC 2L.0106(d)(1),

4. This permit is not transferable. In the event there is a desire for the facilities to change
ownership, or there is a name change of the Perriiittee, a formal permit request must be
submitted to the Division of Water Quality (Division) accompanied by an application fee,
documentation from the parties involved, and other supporting materials as may be
appropriate. The approval of the request will be considered. on its merits and may or may
not be approved.
5. Upon completion of construction and prior to operation of this permitted facility, a
certification must be received from a professional engineer certifying that the permitted
facility has been installed in accordance with this permit, the approved plans and

6. In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Pe tree sell tale immediate corrective action, including those
actions that may be required by this Division, such as the construction of additional or
replacement treatment or disposal facilities.
. The Mooresville Regional Office, telephone number (704) 663-1699 shall be notified at
least forty-eight (8) hours in advance of operation of the installed facilities so that an in -
place inspection can be made. Such notification to the regional supervisor shall be made
during the normal office hours from 8:00 a.m. until :00 p.m on Monday through Friday,
excluding ,Mate Holidays
_. The residuals generated from these treatment facilities must be disposed in accordance with
General Statute 143- 1 .1 and in a manner approved by the Division.
. The issuance of this permit shall not relieve the Permittee of the responsibility for damages
to surface or groundwaters resulting from the operation of this facility;

I This pertnit shall become voidable unless the facilities are constructed in accordance with
the conditions of this permit, the approved plans and specifications, and other supporting
data.
2. This pennit is effective only with respect to the nature and volume of wastes described in
the application and other supporting data.
3. The, facilities shall be properly maintained and operated at all times.
4. This perritit is not transferable. In the event there is a desire for the facilities to change
ownership, or there is a name change of the Perrnittee, a formal permit request must be
submitted to the Division of Water Quality (Division) accompanied by an application fee,
documentation from the parties involved, and other supporting materials as may be
appropriate. The approval of the request will be considered on its merits and may or may
not be approved.
5. Upon completion of construction and prior to operation of this permitted facility, a
certification must be received from a professional engineer certifying that the permitted
facility has been installed in accordance with this permit, the approved plans and
specifications, and other supporting materials. Mail the Certification to the Non -Discharge
Permitting Unit, P.O. Box 29535, Raleigh, NC 27626-0535.

In the event that the facilities fail to perform, satisfactorily, including the creation of

nuisance conditions, the Permittee shall take immediate corrective action, including those
actions that may be required by this Division, such as the construction of additional or
replacement treatment or disposal facilities.
The Mooresville Regional Office, telephone number (704) 663-1699 shall be notified at
least forty-eigbt (48) hours in advance of operation of the installed facilities so that an in -
place inspection can be made. Such notification to the regional supervisor shall be made
during the normal office hours from 8:00 a.m. until 5:00 pm. on Monday through Friday,
excluding State Holidays.
The residuals generated from these treatment facilities must he disposed in accordance with
General Statute 143-215.1 and in a manner approved by the Division.
The issuance of this permit shall not relieve the Pentuttee of the responsibility for damages
to surface or groundwaters resulting from the operation of this facility.
11. Diversion or bypassing of untreated wastewater from the treatment facilities is prohibited.
12, Any monitoring deemed necessary by the Division to insure surface and ground water
protection will be established and an acceptable sampling reporting schedule shall be
followed.
13, Adequate inspection, maintenance, and cleaning shall be provided by the Permittee to
insure proper operation of the subject facilities.
14. The Permittee or his designee shall inspect the wastewater recycle facilities to prevent
malfunctions and deterioration, operator errors and discharges which may cause or lead to
the release of wastes to the environment, a threat to human health, or a nuisance. The
Permittee shall maintain an inspection log, orsummary including at least the date and time of
inspection, observations made, and any maintenance, repairs, or corrective actions taken by
the Pe 'tree® This log of inspections shall be maintained by the Permittee for a period of
three years from the date of the inspection and shall be made available to the Division or
other permitting authority, upon request.
15. Any duly authorized officer, employee, or representative of the Division may, upon
presentation of credentials, enter and inspect any property, premises or place on or related
to the recycle system at any reasonable time for the purpose of deterituining compliance with,
this pen -nit, may inspect or copy any records that must be maintained under the terms and
conditions of this permit, and may obtain samples of groundwater, surface water, or
leachate.
16, The annual administering and compliance fee must be paid by the Permittee within thirty
(30) days after being billed by the Division. Failure to pay the :fee accordingly may cause
the Division to initiate action to revoke this permit as specified by 15A NC AC 2H .0205
(c)(4).
17. Failure to abide by the conditions and limitations contained in this permit may subject the
Per tree to an enforcement action by the Division in accordance with North Carolina
General Statute 143-215.6A to 1,43-215.6C.

significant amounts of wastes which are: abnormal in - quantity or characteristic, such as
the dumping of the contents of a basin or tank, the known passage of a slug of
hazardous substance through the facility, or any other unusual circumstances;
b. Any process unit failure, due to known or unknown reasons, that renders the facility
incapable of adequate wastewater treatment, such as mechanical or electrical failures of
pumps, aerators, compressors, etc.;
cm Any failure of`a pumping station, sewer line, or treatment facility resulting in a by-pass
directly to receiving, waters without treatment ofof or any portion of the influent t
such station or facility; or
d . Any time that self -monitoring information indicates that the facility is not in compliance
with its permit limitations.
Persons reporting such occurrences by telephone shall also file a written report in letter
formwithin five t days following first knowledge of the occurrence. This report must
outline the actions taken or proposed to be taken to ensure that the problem does not recur.
22. A leakage test shah he performed on the pump tank, oil/water separator and retention tanks
to insure that any exfiltration occurs at a rate which does not exceed twenty ti gallons per
twenty-four ( hours per 1,000 gallons of tank capacity. The engineer's certification will
serve as proof of compliance with this condition.
23. Capon classification of the facility by the Water pollution Control Systems Operators
Certification Commission ), the Pe tree shall employ a certified wastewater
treatment plant operator to be in responsible charge l of the wastewater treatment
facilities. The operator must hold a certificate of the type. and grade at least equivalent to or
greater than the classification assigned to the wastewater treatment facilities by the
WPCSOCC. The Per; °tree must also employ a certified back-up operator of the
appropriate type and grade to comply with the conditions of 15A NCAC g .0202. The
ORC of the facility must visit each Class 1 facility at least, weekly and each Class 11, 111, and
IV facility at least daily, excluding weekends and holidays, and must properly manage and
document daily operation and maintenance -of the facility and must comply with all other
conditions of 15.E NCAC g .0202.
. The surplus wastewater, contained in the 3,000, gallon retention tank shall be disposed of
by pumping it out of the tank and transporting it to a wastewater treatment facility for
treatment and disposal.

The Owner plans a truck wash in the new race facility with the intent of washing the
transports I8 wheelers) used to transport race cars and support facilities to race
tracks. The wash facility will not be available for public use. It is anticipated two to
four vehicles a week will be washed. Anticipated daily flow is 50 gallons.
The wash and rinse water used in the wash facility will be applied by hand held pressure
wands, The wash water is to be recycled and processed through a Model CLP-7033A self
contained, above ground wash water recycling system as manufactured by Landa, Inc. 13705
NE Airport Way, Portland, Oregon 97230-1048, 1-800-645-2632.
Fresh water is to be used for rinse, This rinse water flows to the same sump as the wash
water and thus replenishes the water in the wash cycle.
All water is collected in a trench drain, flowing to a sump from which the recycled water
is pumped. A high water overflow in the SUMP allows excess water to flow outside the
building thru a 1,000 gallon oil/water separator then to a 3,000 gallon retention tank
where is remains until pumped for final disposal.
The retention tank has a high water alarm to alert the operator that the tank must be
pumped before receiving additional flow. A manually operated submerged pump will pump
water to a hydrant for loading a tank truck for legal disposal of the water.
A valve has been installed in the line to allow water to be pumped to a future evaporator.
Solids extracted by the Landa Recycle System will be collected as sludge and legally
disposed of in a solid waste landfill,
The quality of water within the Retention Tank which is either fresh water from the rinse
cycle or recycled water from the Landa Recycle System is expected to be non -toxic,'
The volume of surplus water, from past experience, is expected to be small due to loss
from evaporation and drive off.

A, COLLEc"riON SYSTEM: All water shall gravity flow to the trench drain with removable
steel grate for cleaning . Water from the trench drain shall pass through a sand /
grit chamber easily accessible for cleaning and then shall gravity flow to a 500
gallon stainless steel Sump tank which shall hold water until sucked into the
recycle cleaning process system or gravity discharge through the overtlow through
the oil water separator to the retention tanks.
B, SUMP TANK: 500 gallon (48" x 36" x 72") stainless steel tank to receive flow from the
trench drain, 'The tank will have a 2" suction to and 2" return from the Lando Wash
Water Processing ystern, The tank will receive and retain wash and process water.
The tank shall have a 24" x 24" access manhole. A 4" diameter overflow pipe shall
allow SUrnILIS water to leave the tank to the oil / water separator,

solids separator capable of handling 30 GPM and shall function as per rnanufacturer's

D. OIL I WATER SEPARATOR: The tank shall be a 1,000 gallon capacity, reinforced,
precast concrete tank with full baffle and easy access to each chamber from ground
level for checking and pumping. The first chamber of the tank shall consist 2/3 to
3/4 of the volume of the total tank, and the baffle shall have a 4" PVC tee as
detailed to allow water to enter the second chamber. The tank should be located at
such height as to provide approximately 8" of cover soil over the top of the tank.
The tank shall be Supplied by a manufacturer approved by DHS and bear the
manufacturer's serial number. The tank shall be filled with water and allowed to set
for 24 hours to determine possible leakage and any leak shall be corrected.
E� OUTFALL LINE from the tank to the retention tank shall be 4" diameter, Schedule 40
PVC pipe, ASTM D1 786 or approved equal.
D� RETENTION TANK shall be a 3,000 gallon capacity, reinforced,,:precast concrete tank
WithOUt baffle. Access shall be provided for entry into the tank directly over the
pump location, and extending 6" above final grade using a 30" diameter concrete well
casing and access lid. The tank shall be supplied by a manufacturer approved by DHS
and bear the manufacturer's serial number. The tank shall be positioned to allow
gravity flow of the effluent from the oil / water separator.
The retention tank shall be filled with water and allowed to set for 24 hours to,
determine possible leakage and any leak shall be corrected, The access hole shall
provide entry into the tank directly over the pump location.
Other than the purnp, only stainless steel metal shall be allowed inside the retention
tank. Any metal other than stainless steel allowed inside the tank shall be coated
with a heavy layer of asphalt paint,

Controls are fastened to "float tree" with clamps or brackets supplied by the
manufacturer. The lower level control or "pump -off" must be positioned above the
pump, so that the pump remains submerged at all titres. The high water control float
is then mounted to sound the alarm when water level reaches " from the top of the
tank, (Note: Care roust be taken to ensure that floats do not become fouled by other
components in the tank such as the electric power cord or the lifting rope.)
The low water float switch shall be wired to cause the pimp to stop when the water
level reaches the desired low point.
The "float tree" can be constructed of an 1-11 " diameter PVC pipe anchored; in d
gallon bucket filled with concrete, The PVC pipe shall be Iona enough to reach from
about the tank extending into the access riser. The "tree" allows easy and quick
access to the float switches for adjustment.
