Dear David:
We have recently become aware of the Army Corps of Engineers public notice concerning the
Communities of Penland's application for work at and surrounding Diamond Lake. (Army Corps ID
#200431306)
Penland School of Crafts is a nationally recognized cultural institution comprising over 400 acres in
Mitchell County within 2 miles of the proposed Communities of Penland development. As a community
member, we would like to understand the proposed project more fully.
It is our understanding that the scope of your jurisdiction is limited to the project's impact on water
quality and waterways and does not include other issues such as the project's proposed density, size,
road modifications, and increase in traffic. With that in mind, our primary questions related to the
project's impact on the quality of water are as follows:
1) How will the reconfiguration of Diamond Lake and the streams that feed the lake, and the significant
commercial development surrounding the lake, impact the North Toe River?
2) Are guidelines in place that match population density with the existing water supply and waste
treatment and disposal systems? How will these guidelines be monitored?
3) Has a thorough environmental impact study been completed, and if so, is it available to the public?
We respectfully request this additional information to understand fully the plans and options that exist to
enable growth to occur in our community that is compatible with its neighbors and the environment.
