Josh,
We did not request a determination from Sue and just submitted the PCN for the 401 WQC. The soils map makes it
extremely hard to ID mapped features as you can see. The main stream along the north boundary is buffered and the
mapped feature along the east side has an origin point just inside the site. We will look at it with Sue next week
Sue, I do think the original soil map I sent with the PCN is incorrect. This one should be accurate

We can (and will) accept Sue's field determination or you can coordinate directly with us on the field work. I've
copied Phil Ross onto this email if you need to coordinate the field work. A first step in that would be to
submit a copy of the package that you submitted to DWR. For the actual buffer authorization, you'll need to
complete the attached authorization application and include with it the appropriate exhibits and the field
determination from Sue.

Hi Jeff,
On another note, the Jordan Lake Riparian Buffer rules are delegated to the local municipalities to implement, therefore
my review and final decision will not include the impacts you listed on the PCN for the riparian buffers. Those will have
to be applied for and approved by the Town. I'm copying Josh Johnson with Alley, Williams, Carmen and King who is
contracted by the Town to handle their buffer program. See you in a couple weeks.

You are correct that a PJD doesn't have to be issued to secure a permit, but in my system I first have to identify a feature
as subject to 404 before I can authorize impacts to it. All stream lengths/widths/permanence/names and wetland
areas/types/etc. need to be recorded. If an application was prepared, please send it along so I can establish my
jurisdiction to issue a permit.
It sounds like the 11t" of February is a common date — lets aim for 10am?

I am open the 11t". The delineation was straight forward with no problem areas. Therefore I didn't submit a PJD
request since its not a requirement for the application. The one main stream is the only mapped and buffered feature
that we encountered onsite. No features that we are asking for a buffer exemption on. Let me know what time and
we'll set it up.

You mention in the application that areas have been delineated but no verification has been performed. I looked
through my files but I don't see an application pending for this site. Has one been submitted (I've only had Alamance
County for about a year so it's possible I need to retrieve that from someone else)?
I'd like to set up a site visit for this if possible. At the moment I have February 5, 10, and 11 open. I have cc'd Sue
Homewood to check her availability as well. The local governments often request a staff member participate due to
their riparian buffer program (as an FYI).
