Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* PNG is planning to replace a segment of the Line 5 natural gas transmission pipeline where anomalies were detected. The old pipe will be replaced with new pipe that will be installed by horizontal directional drill (HDD). This segment of Line 5 is located beneath Little Marsh Swamp, north of NC Highway 20 and south of McGougan Road in Robeson County, NC. Approximately 1,270 linear feet of the existing pipe is proposed for replacement by HDD. The project area consists primarily of the existing Line 5 easement that is abutted to the north and south by open land and residential property. Proposed areas of temporary workspace that are located southeast and northwest of the open areas consist of wooded forests and Little Marsh Swamp. 4b. Explain the purpose of the proposed project:* Purpose of the project is to replace a segment of natural gas transmission pipeline where corrosion has rendered the existing pipe a safety concern. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* To install the new pipe, an HDD rig will be staged on the south side of the Little Marsh Swamp. Temporary workspace will be established in higher ground to accommodate the rig and stage the pipe. Ground disturbance from minor grading, leveling of workspace and establishment of staging and stockpile areas should be limited to higher ground in this area. The HDD rig will begin drilling a pilot hole north within the existing easement area. Different drill heads will then be used to widen the pilot hole to a diameter sufficient to accommodate the new pipe. Specialized fluid will be pumped into and circulated through the hole in order to prevent its collapse prior to pipe insertion. The pipe that will be used for the new line will be staged and strung in the existing easement in the northern portion of the project area. The pipe segments will be welded together and inspected for structural integrity, and then will be pulled through the hole drilled by the HDD rig. Once the pipe is pulled through, both ends will be welded to the existing pipe, and the old segment of pipe will be retired. An Inadvertent Return (IR) contingency Plan will be prepared for the project. Vegetation removal within forested wetlands will not be required. Mechanized equipment will use the existing easement for travel purposes only, and will traverse on 16-foot wide equipment mats. Additional temporary workspaces to be cleared have been sited in high ground. Appropriate erosion and sediment control practices outlined in the most recent version of the "North Carolina Erosion and Sediment Control Planning and Design Manual" and approved by the local governing authority will be installed to help prevent sedimentation of jurisdictional features as a result of the work. Project -wide, approximately 0.08 acre of herbaceous wetlands located within the existing easement will be potentially impacted on a temporary basis by placement of the timber mats. None of the impacts will result from clearing of forested wetlands. Impacts to Little Marsh Swamp Will be avoided by use of the HDD. Following construction, temporarily disturbed wetlands within the easement will be restored to their original grades and contours and seeded with a native wetland seed mix. There should be no loss of waters or conversion of forested wetlands. 4j. By definition, these devices are designed to provide filtration and it isintuitive that a properly functioning filter will eventually need to be replaced. This is thecase with the water, oil and air filters that we all use on a daily basis.The first maintenance activity for FFTs is to inspect the installation every two weeks and/orafter each significant precipitation event (typically > ½” of rainfall) as mandated by the USEPA NPDES regulations. When sediment accumulations reach ½ of the FFT height thesediment should be removed to insure storage capacity for the next event. This may beaccomplished using hand labor or a small bucket loader. Care must be taken to preventdamage to the FFTs. Replace all FFTs that display torn netting and/or excessivedeformation.Unlike many sediment retention devices that simply act as barriers to slow water flowvelocities, FFTs are also designed to capture sediment within their 3-D matrix. As filteredmaterial accumulates the matrix will eventually begin to blind or clog resulting in reducedflow rates and increased turbidity of water exiting the FFT. The functional longevity of anFFT is dependent upon a variety of site specific environmental conditions includingduration of installation, sediment composition, the presence/type of a flocculant andamount of water that has passed through the device. The functional longevity of an FFTmust be determined by regularly scheduled field inspections and on site experience willlead to predictive results in a given environment.Fiber Filtration Tubes are designed to photo-biodegrade within two years. Depending uponapplication and long term land use the devices may be left in place or removed. FFTs willsupport long term plant growth in areas conducive to establishment of dense vegetation. Ifan FFT is removed there are at least three options for disposal and re-use.1.The FFT may be re-used for additional sediment retention or storm water treatmentapplications if there is not excessive sediment loading.2.The FFT may be cut open and the matrix may be rolled out to be used as a blanket ifthere is not excessive sediment loading.3.The FFT may be hauled to a landfill if there are potentially undesirable constituentstrapped within the matrix.To replace, carefully pull out the anchoring staples and stakes. Signature Submittal Date Piedmont Natural Gas needs to replace a damaged segment of 12-inch diameter Line 5 natural gas pipeline with a new segment that will be installed by horizontal directional drill (HDD) within their existing 50-foot wide easement. This site is located north of NC Highway 20 and south of McGougan Road in Robeson County. Approximately 1,270 linear feet of the existing pipe is proposed for replacement by HDD. This segment of Line 5 is located beneath Little Marsh Swamp and its adjacent riparian wetlands.
