On behalf of the City of Durham, Hazen and Sawyer is submitting the enclosed application for authorization
to construct (ATC) for the South Durham Water Reclamation Facility (SDWRF) Process Improvements
Project — Phase 2. The City of Durham owns and operates the SDWRF in accordance with NDPES Permit
number NC0047597.The SDWRF is a 20 million gallons per day (mgd) advanced treatment facility. The
plant discharges its effluent into an unnamed tributary to New Hope Creek in the Cape Fear River Basin.
This project includes odor control improvements, modifications to existing solids handling facilities, and all
associated piping, valves, and electrical and instrumentation work.
The construction timeline for the implementation of this project is summarized below:
February 17, 2021 — Construction is advertised for Bid
March 2, 2021 — Pre -Bid conference
March 30, 2021 — Bid opening for South Durham Phase 2 Construction
August 1, 2021 — Anticipated date for Notice to Proceed
August 1, 2024 — Anticipated project final completion
