The proposed tower will be situated within a 10,000- square foot lease area (Figure 2). A new approximately 800-foot long by 30-foot wide access road and utility easement will also be constructed (Figure 3). Phase I Archaeological Survey Irerracon Red Bridge — South Central Oil ■ Stanly County, North Carolina January 26, 2021 ■ Terracon Project No. 49207B70A 3.0 RECORDS REVIEW Prior to fieldwork, a records review was conducted on January 25, 2021, by Courtney Page at the Office of State Archaeology (OSA) in Raleigh. Based on this research, no archaeological sites have been recorded within 0.5 mile of the proposed project. 4.0 ENVIRONMENTAL CONTEXT The project area is situated in the Piedmont physiographic province and falls within the Rocky River portion of the Pee Dee River drainage basin. The closest natural water source is an unnamed tributary of Bill Branch located approximately 110 meters south of the project area (Figure 1). Topography across the project area is moderately sloping, with elevations ranging from around 620 to 630 feet above mean sea level (AMSL). Vegetation in the project area consists of mixed pines and hardwoods. At the time of the archaeological survey, surface visibility was negligible in the proposed lease area and along the proposed access road. A pedestrian survey was not possible except to look for above -ground remains such as chimney falls or earthworks (Figures 2 and 3). Soils in the project area are composed of well drained Badin channery silt loam formed from residuum weathered from metavolcanics or argillite (NRCS Web Soil Survey). 5.0 SURVEY METHODS AND RESULTS An archaeological survey of the direct APE was performed on January 21, 2021, by Archaeologist Lauren Bagwell, M.A. Five shovel tests were excavated in the proposed lease area (one in each corner and one in the center) and another nine shovel tests were excavated at 30-meter intervals along the proposed access road (Figure 4). Because of the minimal surface visibility, no formal pedestrian survey was conducted except to search for above -ground remains such as chimney falls or earthworks. Each shovel test was at least 30 cm in diameter and excavated to 80 cm below surface (cmbs) or until culturally sterile subsoil, the water table, bedrock, or an impenetrable obstacle was encountered. Soil from the shovel tests was screened through 1/4-inch wire mesh and artifacts, if encountered, were placed in plastic bags containing the appropriate project and provenience information. Information for each shovel test regarding artifact content, shovel test depth, soil texture and color (using the Munsell soil color chart), and other relevant environmental factors were kept in a field journal. A total of 14 shovel tests, ranging from 27-40 cm deep, was excavated. A typical soil profile consisted of approximately 15 cm of very dark yellowish brown (10YR 4/4) silty clayey loam, followed by 5 cm (15-20 cmbs) of strong brown (7.5YR 5/6) clayey loam, overlying 17+ cm (20- 37+ cmbs) of yellowish red (5YR 5/6) and red (2.5YR 4/6) mottled loamy clay and saprolitel (Figure 5). Assessed physical changes that have occurred since the original construction of the resource. 2. Performed detailed photographic documentation to record potential adverse effects on the previously determined NRHP-eligible historic properties within the visual effects APE. This work included digital photography according to National Park Service (NPS) standards as defined in National Register Bulletin 23 and subsequent Photograph Policy Expansion in 2005 and Photograph Policy Update in 2008 and 2013. Digital photograph files were saved in JPEG format and meet minimum NPS resolution standards. A photo log was maintained for each recorded resource noting direction camera is facing for each photograph. a. A minimum of two photographs of the previously -identified historic -age resources, incorporating the primary facade and side elevations, were taken. b. For parcels with more than one resource on the site, multiple photographs illustrate buildings and structures and their overall relationship to each other. c. Photographs of views to the tower site from the historic -age resource and from the tower site to the historic -age resource were also undertaken. According to the National Register Bulletin 15: How to Apply the National Register Criteria for Evaluation, a property is eligible for listing if the following criteria are met (NPS 1997). The quality of significance in American history, architecture, archeology, engineering, and culture is present in districts, sites, buildings, structures, and objects that possess integrity of location, design, setting, materials, workmanship, feeling, and association, and: A. That are associated with events that have made a significant contribution to the broad patterns of our history; or B. That are associated with the lives of persons significant in our past; or C. That embody the distinctive characteristics of a type, period, or method of construction, or that represent the work of a master, or that possess high artistic values, or that represent a significant and distinguishable entity whose components may lack individual distinction; or D. That have yielded or may be likely to yield, information important in prehistory or history. The physical integrity and associative qualities of the subject properties were evaluated according to the seven aspects of integrity. Integrity of historic properties is defined in National Register Bulletin 15 as: The ability of a property to convey its significance. To be listed in the NRHP, a property must not only be shown to be significant under the National Register criteria, but it must also have integrity.
