Treatment Facility History — The former Textron facility in Gastonia is a GW-REM system designed to
remove volatile organic compounds pumped from groundwater via an array of recovery wells. In 2011, DWR
calculated the discharge IWC at 39.24 %. This 0.300 MGD treatment system originally consisted of two (2)
air -stripping units with a third unit available as backup. In 2011 the Permittee reduced flow to 0.100 MGD
utilizing a single four -tray air stripper. The current renewal application (March 03, 2020) states that the
system includes no chemical additives, produces no solids or bio-sludge, and proposes no increase in flow
since last renewal.

Basin Plan and Instream Data Review — Since 2011 the entire 0.4-mile UT stream segment (from its source
to Crowders Creek) is listed as Impaired by undefined causes. More recently [303d list 2018], DWR notes
poor instream habitat, possible toxicity, and evidence of nutrient enrichment.
Instream Monitoring — This facility does not perform in -stream monitoring — based on the above record, no
changes recommended.
Whole Effluent Toxicity (WET) Testing - Compliance Review - Based on BIMS records, the Division has
issued no limit or monitoring violations to this facility since March of 2006. WET -test history (Jan2016 to
Apr202O) shows seventeen (17) Quarterly chronic tests [TG3PB) indicating "pass." No changes
recommended.
Effluent Data Review - Reasonable Potential Analysis (RPA) — Discharge Monitoring Reports (DMRs)
appear regular and complete (Jan2016-Jun2020). The Permittee supplied annual analytical results for EPA Test
Method 601 indicating regular, but trace detections only, of total chlorinated compounds (EPA 601) above
method -detection levels (MDLs). Traces include 1,1 DCA, 1,1,2-DCE, cis-1,1,2 DCA, and TCA. These data
suggest no reasonable potential to exceed respective surface water -quality standards [see Application
Summary of Recent Analytical Results — NPDES Discharge 001].
Renewal Changes — Based on trace detections of multiple compounds, renewal will continue to require
Quarterly monitoring of Test Method EPA 601 to facilitate future compliance evaluation [see permit
section A. (1.)].

Dear Ms. Thedford,
On behalf of Textron, Inc. (Textron), AECOM Technical Services of North Carolina, Inc. (AECOM) is
requesting renewal of National Pollutant Discharge Elimination System (NPDES Permit)
NCO084662 for the groundwater treatment system located at the former Homelite/former John
Deere Consumer Products facility in Gastonia, Gaston County, North Carolina.
Textron relocated the NPDES outfall as specified in the Request for Minor Permit Modification
submitted to NPDES Complex Permitting Unit on June 6, 2014. As specified in this letter, and
approved by e-mail on June 9, 2014, the outfall was moved to a new location approximately 50 feet
downstream of the previous NPDES outfall. The outfall relocation was completed during the week
of June 15, 2015. The current NPDES outfall location is shown on the attached Figure 1, and the
former and current outfall locations are shown on the attached Figure 2.
No solids or sludges are generated by the treatment process. Therefore, no special handling or
disposal of generated solids/sludges is required.
Attached is the electronic signature agreement including the delegation of signature authority dated
May 23, 2019 and July 12, 2019, respectively. Textron has delegated signature authority for
NPDES correspondence to the AECOM Project Managers (Nick Shore and Erin Stewart). Also
attached are the required application and documentation necessary for renewal of the permit.

Electronic Signature Agreement
Federal regulations require that electronic documents must have valid electronic signatures if Title 40 of
the Code of Federal Regulations requires handwritten signatures on the paper documents they replace.
Valid electronic signature refers to an electronic signature on an electronic document that has been
created with an electronic signature credential.
This Electronic Signature Agreement, when finalized and approved, will allow the individuals with
electronic signature credentials to sign electronically a variety of required permit documents in lieu of the
submittal of signed paper copies. The submittal of Electronic Discharge Monitoring Reports (eDMR)
will be available once your electronic signature credentials are in place. Some agreements for document
submittals or acceptance, as noted in the Agreement Conditions (Section B.), are not currently available
electronically but are included here to have the agreements in place and to avoid the need to complete
future submittal of agreement forms when these systems are initiated.

B. Agreement Conditions
To receive and accept the required electronic signature credential, consisting of a user name and
password, issued by the North Carolina Division of Water Resources (NCDWR) in order to sign
electronic documents submitted to NCDWR's Electronic Document Systems and to receive electronic
documents from NCDWR's systems;
The Responsible Official and Submitter (if applicable) named in this form do herby:
1. Understand that this Electronic Signature Agreement requires me to submit electronic documents to
NCDWR's approved eDMR system under the authorized program in lieu of paper submissions.
2. Understand that this Electronic Signature Agreement requires me to accept electronic transmissions,
in lieu of paper transmissions of all permits, permit modifications, authorizations to construct, and
any other correspondence related to reviewing and processing permits from NCDWR. This
authorization will not become effective until NCDWR establishes a system for processing electronic
documents; I am notified in writing from NCDWR that use of the electronic systems has officially
been initiated; and North Carolina rules and statutes are changed to allow the implementation of
electronic submittal and acceptance of documents.

Understand that this Electronic Signature Agreement requires me to submit electronic all necessary
information for processing of NPDES application including information for renewal of existing
permits, modification to existing permits, and applications for new discharge permits. The submittals
may include all necessary applications and supporting documentation to NCDWR's approved system
for electronic submittals in lieu of paper submissions. This authorization will not become effective
until NCDWR establishes a system for processing electronic documents; I am notified in writing from
NCDWR that use of the electronic systems has officially been initiated; and North Carolina rules and
statutes are changed to allow the implementation of electronic submittal and acceptance of
documents.
4. Understand that this Electronic Signature Agreement requires me to accept electronic submissions, in
lieu of paper submissions, of all Notices of Deficiency, Notices of violations, Civil Penalty
Assessments, and any other correspondence related to compliance with federal and state water quality
laws and regulations that might be sent by NCDWR. This authorization will not become effective
until NCDWR establishes a system for processing electronic documents; I am notified in writing from
NCDWR that use of the electronic systems has officially been initiated; and North Carolina rules and
statutes are changed to allow the implementation of electronic submittal and acceptance of
documents.
Agree to protect both the electronic signature credential, consisting of my user name and password,
and security questions and answers, from compromise and from use by anyone except me.
Specifically, I agree to maintain the secrecy of my electronic signature credential and security
questions and answers; I will not divulge or delegate my credential or security questions and answers
to any other individual; I will not store my credential or security questions and answers in an
unprotected location; and I will not allow my electronic signature credential or security questions and
answers to be written into computer scripts to achieve automated log -in.
6. Understand and agree that I will be held as legally bound, obligated, and responsible for the use of my
electronic signature as I would be using my hand-written signature.
Understand that I will be informed through my registered email address whenever my user name or
password has been modified.
8. Understand that eDMR reports the last date my user name and password were used immediately after
successfully logging into eDMR.
9. Agree to contact the NCDWR eDMR Administrator via email at eDMRadmin@ncdenr.gov as soon
as possible, but no later than 24 hours, after suspecting or determining that my user name and/or
password have become lost, stolen or otherwise compromised.
10. Agree that I will review the contents of all electronic submissions prior to submission.
11. Understand that I will automatically receive an email receipt at my registered email address from the
NCDWR's eDMR system for any submission that contains a valid electronic signature, identifying
the document received, the signatory, and the date and time of receipt.
12. Agree to contact the NCDWR eDMR Administrator via email at eDMRadmin@ncdenr.gov if I do not
receive an email receipt as specified above within five (5) business days for any electronically signed
submission using my credentials.
13. Agree that if I received an email notification for an activity that I do not believe that I performed, I
will notify the NCDWR eDMR Administrator via email at eDMRadmin@ncdenr.gov as soon as
possible, but no later than 24 hours, after receipt.

14. Agree to report, within 24 hours of discovery, any evidence of discrepancy between any electronic
document I have signed and submitted and what the NCDWR eDMR has received from me by
contacting the NCDWR eDMR Administrator via email at eDMRadmin@ncdenr.gov.
15. Understand that the NCDWR eDMR's system will automatically reject any electronic document
submitted without a valid electronic signature if such signature is required.
16. Agree to contact the NCDWR eDMR Administrator via email at eDMRadmin@llcdeiu.gov within
ten working days if my duties change and I no longer need to interact with eDMR on behalf of my
organization.
17. Agree to notify the NCDWR eDMR Administrator via email at eDMRadmin@ncdei-ir.gov if I cease
to represent the regulated entity specified above as signatory of that organization's electronic
submissions as soon as this change in relationship occurs.
18. Understand that the NCDWR may contact the Organization's Responsible Official, who signs below
to authorize me as a signatory for the Owner/Organization, in order to verify my identity.
19. Agree to retain a copy of this signed agreement as long as I continue to represent the regulated entity
specified above as signatory of the Organization's electronic submissions.

October 17, 2018, inspection. Enclosed you will find the report for the compliance inspection. The treatment and
disposal system appears to be performing within the permit requirements.
During the site visit, mention was made regarding the potential of rebound studies being conducted at older release
sites. As stipulated in the permit in Part 3 Other Requirements, Section D. Facility Closure Requirements, please
notify the DWR regional office if you plan system shut -down activity.

A Compliance Inspection was performed on October 17, 2018, for the Textron facility under permit
NC0084662. The facility appears to be in good condition and operating within the specifications of the
permit. The outfall area was reviewed. No foam, color or solids were observed in the outfall.
Prior to the site visit, a file review was performed of the eDMR records for the period of January 2018
through August 2018. Laboratory analytical data was reviewed for the period of 10/2017 through
9/2018. No violations were observed in the review. The records are up to date. Laboratory analytical
data indicates the system is performing well and the effluent water meets 2B surface water standards.
The inspector requested to be notified if Textron is contacted regarding the implementation of a
rebound study for this facility.
Mr. Wakeman was gracious enough to forward a copy of the 2018 Annual Report that he supplies to
DWM, IHSB group.
The recovery well located inside the chainlink fenced was reviewed. Moisture was observed to be
present in the gallery, but there was no standing water.

Comment: The pump & treat system was reviewed during the site visit. The system appeared to be
operating within the specifications of the permit. O&M records for the past 12 months were
reviewed during the site visit and the records are current. There have been no issues with
Chronic Toxicity testing. The facility typically recieves passing results.
The effluent flow meter has current calibration records. According to the O&M records, flow
to the system through the recovery wells is on average 90 GPM.

A. (2). CHRONIC TOXICITY PERMIT LIMIT (QRTRLY)
The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to
Ceriodaphnia dubia at an effluent concentration of 66%.
The permit holder shall perform at a minimum, quarterly monitoring using test procedures outlined in the "North Carolina
Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North Carolina
Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The tests will
be performed during the months of January, April, July and October. Effluent sampling for this testing shall be performed
at the NPDES permitted final effluent discharge below all treatment processes.
If the test procedure performed as the first test of any single quarter results in a failure or ChV below the permit limit, then
multiple -concentration testing shall be performed at a minimum, in each of the two following months as described in
"North Carolina Phase 11 Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent
versions.
The chronic value for multiple concentration tests will be determined using the geometric mean of the highest concentration
having no detectable impairment of reproduction or survival and the lowest concentration that does have a detectable
impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure regimes,
and further statistical methods are specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test
Procedure" (Revised -February 1998) or subsequent versions.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring
Form (MR-1) for the months in which tests were performed, using the parameter code TGP313 for the pass/fail results and
THP313 for the Chronic Value. Additionally, DWQ Form AT-3 (original) is to be sent to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no later than 30 days after
the end of the reporting period for which the report is made.
Test data shall be complete, accurate, include all supporting chemical/physical measurements and all
concentration/response data, and be certified by laboratory supervisor and ORC or approved designate signature. Total
residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of
the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the
permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name,
permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area
of the form. The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the
permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required during the
following month.
Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality
indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate
monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism
survival, minimum control organism reproduction, and appropriate environmental controls, shall constitute an
invalid test and will require immediate follow-up testing to be completed no later than the last day of the month
following the month of the initial monitoring.
