This letter report (two copies) is the 2015 summary of Best Management Practices(BMP)daily
monitoring for the Canton Mill. The report is required on or before March 31 rt of each year by
Special Condition A.(6.)Best Management Practices, Section EA and Section F.1, of the mill's
NPDES Permit No. NC0000272.
The BMP action levels established in accordance with permit requirements and in effect for 2015
are as follows:

on the dates outlined in the following table. A brief summary of information for these dates are
included as required by permit Condition A.(6.), Section EA The permit-required BMP
investigation reports are maintained at the mill. None of the BMP action level days resulted in
disruption to the wastewater treatment plant. The Canton Mill met all NPDES annual average
effluent limits for the period July 1;2014 to June 30, 2015.

Hardwood fiberline had a scheduled outage on 2/10/15
along with the#11 Recovery Boiler. Coming back out of
the outage, on 2111/15, the fiberline had difficulty with the
3rd stage washer sealing over. During the same time, when
the#18 digester was brought back online, the washout
valve was positioned'incorrectly and color material was lost
to the sewer. Pulp mill operators contacted the WWTP
where the material was captured in the#1 spare clarifier for
batch treatment with polyamine before being released at a
non-disruptive rate.
Because of the scheduled outage on #11 RB there was an
excess of weak wash material that overflowed to the sewer.
The high alkaline material gave potential to sewer
generated color. This is reflected in the Primary Effluent
numbers observed during this time. Also, because of high
fiber losses to the Acid Sewer the entry point, where it
enters the treatment plant, was swapped from the clarifier
effluent channel to the clarifier influent channel. This low
pH stream had the opportunity to mix with the higher pH
material being overflowed creating sewer generated color.
Color material was also captured on 2/14115 at—5:45 am
from the #1 fiberline when the sump failed to keep prime
allowing the material to pass by the sump to the sewer.
Pulp mill operators contacted the WWTP where the
material was captured.in the#1 clarifier for batch treatment.
Another loss of elevated color material was observed in the
sewer when a fiberglass flange for the level cell ruptured in
the CRP system on 2/13/15. This material entered the
sewer system until it could be diverted to the sump system
and picked up for processing.

Cause and Corrective Action(s)— BMP event. A leak was
observed on the recirculation pump in the CRP building on
6/1/15. The leak was very minor and was noted that a
repair needed to be made as soon as operationally
feasible. Color investigations continued around the mill but
nothing additional was observed. After returning to the
CRP building the leak was observed to have worsened.
Plans were then made to take the process down and repair
the mechanical seal as soon as possible. After the repair
was made influent 2-hr color monitoring showed a
reduction in color concentration.
17 - 18 Jun 63,423 Ibs/day 2-day UAL— Investigation and documented corrective

Cause and Corrective Action(s)— BMP event. The#10
Recovery Boiler cyclones caved in in the afternoon and
early evening on 6/18/15. The material present inside of
the cyclones ran over and into the mill sewer system. The
material entered the sump but because of the large volume
the sump was overwhelmed and a portion of the elevated
color material was released to the wastewater treatment
plant. WWTP personnel were made aware of the release
and the material was captured in the#1 spare clarifier.
This material was then batch treated with polyamine and
released back into the system at a non-disruptive rate.
At the East Unoxidized black liquor tank a leak had
developed on the discharge side piping of the transfer
pump. Soap and elevated color material was entering the.
sewer. Although it was being picked up by the sump it was
thought that a small portion was getting by when it became
diluted with nearby tramp water. New discharge piping was
fabricated and installed and the leak was stopped.

Cause and Corrective Action(s)— Non-BMP event.
Damage occurred to the large rake structure inside of the
North Mud Washer tank. After repeated attempts to
resolve the issue it was determined that the tank would
need to be emptied to address the failure. Measures were
put into place to minimize the amount of lime solids that
would enter the mill sewer system. Although, the entire
contents of the tank were not released a large volume of
high pH material was. This material was released to
treatment plant over the course of a few days. The
heaviest of flows occurring on the first day. This elevated
pH material resulted in sewer generated color. The
process was managed by reducing the amount of material
coming to the wastewater treatment plant and also
coordinating neutralization efforts as to not upset the
treatment plant. No corrective action taken.

Stormwater Release 5-day Submittal 1/27/2016

Dear Mr. Heim:
This is the 5-day written submission for the storm water release reported to NCDWQ on January
28, 2016. On the afternoon of the 27 h at approximately 3:00 PM it was discovered there was an
oil sheen on the water flowing from outfall7 and a fuel oil odor. Upon discovery, Logan
Vaughan had been notified and immediately began to investigate the cause of the release. Oil
booms had been placed at the outfall to prevent further contamination of the river.
In order to ascertain the cause of the release, all storm drains that lead to outfall 7 were
investigated for any evidence of a spill or oil in the drains. Outfall 7 is also the location where
Camp Branch, a creek that runs underneath the mill,joins the Pigeon River. After checking all
storm drains inside the mill for evidence of leaks or a spill, the storm drains outside the mill near
outfall6 were checked. Though no evidence of a spill could be found near the storm drains
inside the mill, an odor could be detected near Outfall 6. This odor was that of fuel oil and
matched what could be smelled at Outfall 7. An oil sheen was absent at Outfall 6 however.
The following day, on January 28th, Logan Vaughan again investigated all outfalls and storm
drains for any evidence of a spill. Upon investigation of outfall 7, it was found to be free of any
odor or continuing oil sheen on the water. All storm drains that feed outfall 7 were also found to
be free of oil and no evidence of any spill was found. It is our belief that the oil sheen that was
observed at outfall 7 was caused by a spill outside the mill and into Camp Branch before it flows
into the mill. It is possible that with the melting snow, oil/fuel was flushed into a storm drain
above the mill. We were unable to estimate the total amount of oil/fuel that was released into the
Pigeon River but believe the impact to be minimal. We believe the flow of oil stopped during
fresh by design..
