Salisbury Street Suite 105 Raleigh, NC 27604 Wake Forest, NC 27587 Re: Liberty Stations (Formerly Wildcat Branch Subdivision) Response to Comments SAW-2017-01248 / NCDWR #20-0140 Sage Project #2017.34 Please find attached response to USACE comments submitted via email on September 22, 2020, and December 21, 2020. Both sets of comments have been combined under the respective Site Impact Areas. 1. The PCN states that the permanent stream loss from the installation of the culvert will result in 129 linear feet of loss; however, the impact map for impact area 1 states that the culvert installation will result in 149 linear feet of loss (see attached Impact Area 1). Please update the PCN or the impact exhibit with the correct linear footage. a. The total permanent stream loss from installation of the culvert is 129 LF. The total permanent no loss stream impact from a rip rap dissipater pad is 70 LF. These impacts were added incorrectly on the impact maps on the previous submittal. The updated impact maps have been revised to reflect the correct impact totals. The revised PCN tables are included. Please note that the riprap below the culvert outlet will be keyed into the existing soil surface so that the elevation of the riprap post construction is that of the current elevation. 2. Does the proposed project impact stream SD (see attached Impact Area 3)? Please depict all jurisdictional features on the impact exhibits (SA, SB, SC, SD). Please update the PCN and impact exhibits if impacts occur. a. No impacts to Stream SD are proposed. The impact maps have been updated to reflect all jurisdictional features on the Site. 3. In order to verify compliance with Regional Condition 3.6.1 please provide a profile view of the road crossing/culvert installation/riprap dissipator. a. Please describe the installation methods of the sewer crossing including and dewatering activities. a. The proposed sewerline installation will be constructed using open cut and will utilize coffer dams and a pump around so work will be performed in the dry. 5. Can you provide a quick description of the habitat for USFWS within the project area (at the two crossings), so that we can determine the potential for suitable habitat for Michaux’s sumac? Sumac survives best in areas where some form of disturbance has provided an open area. For example, is the canopy dense; not allowing for sufficient sunlight for sumac growth? Do you recall surveying for sumac species during the delineation? a. An approximately 80-foot section where the sewer crossing is located provides marginal sunlight but lacks soils with suitable pH for Michaux’s sumac. The soils in the field matched the mapped soils for the area (Cecil series). The crossing area also exhibited dense herbaceous cover and very few shrubs. The NCNHP database report does not list any known occurrences of Michaux’s sumac within 1.0 mile of the Site. Additionally, please note that Initially the BMP outfall impact at Site 4 was thought to be discharging to an existing conveyance; however, it was found that this was not the case. Therefore, the outfall was extended to discharge into Zone 1. This results in 670 sf of impact. This revision is reflected on the attached Impact Map and the attached PCN Impact Table.
