Effluents from the Grant Creek treatment train and Town Creek treatment trains are disinfected at each train then combined and dechlorinated at the Yadkin Effluent treatment train, which is located downstream of Grant Creek treatment train before being discharged at Outfall 001 into the Yadkin River. Chlorine is primary disinfection followed by dechlorination. Design flow of the Grant Creek Treatment Train is 7.5 MGD, Town Creek Treatment Train is 5.0 MGD and the City of Salisbury WWTP is permitted at 12.5 MGD. The Headworks Analyses for Grant Creek and Town Creek Treatment Trains were approved on February 22, 2018. The Industrial Waste Survey for both treatment trains was conducted in 2019 and approved by PERCS on December 10, 2019. The Long Term Monitoring plan was approved by PERCS on May 29, 2018. The Sewer Use Ordinance was approved by PERCS on January 10, 2013 and adopted by City Council on August 20, 2013. PERCS approved the Enforcement Response Plan on June 17, 2013 and adopted by City Council on August 20, 2013. DWR Central Office Contact ssan DWR Regional Contact IWes Bell No 1-1-147atz.‘c,- L- s J- l City of Salisbury City of Salisbury WWTP NPDES NC0023884 Long Term Monitoring Plan Revised May 1, 2018 PERCS Approved May 29, 2018 Sampling Points and Frequencies: Salisbury has a unique situation in that we have two Treatment Trains at two separate physical locations that the SIU's discharge into.The chlorinated effluent from the Town Creek Treatment Train(TE)is combined with the Grant Creek Treatment Train chlorinated effluent(GE).The combined chlorinated effluents(YE)join together on the Grant Creek property are dechlorinated,then flow through cascade aeration,and then discharge into the Yadkin River.Although not permitted as separate WWTPs,Town Creek and Grant Creek Treatment Trains will be treated as separate WWTPs in the LTMP with data from both sites used to determine pollutant removal efficiencies and plant inhibition thresholds. All SIUs and Locals are monitored per IU Permit requirements and all POC's once per year.The City uses a Yearly Monitoring Plan. The Plan is followed as closely as possible weather permitting.If an SIU is not monitored in the month indicated, it is monitored as soon as possible. Uncontrollables are composite and grab samples at point in collection system that serves residential, commercial(including dentists and other medical),and any unpermitted non-SIUs. Uncontrollable sampling,though not required,will be monitored annually. Salisbury will use the actual sludge that is disposed of as our sludge sampling requirement per our sludge disposal permit(WQ0001956)and EPA 503 regs. This was a concurrent violation and a monetary penalty was assessed. Penalties Jan-June: One Monetary penalty of $5,521.41 assessed for the concurrent NOV incident that occurred February 6, 2020. Penalties Collected July- Dec: One ($2,813.39) An Authorization to Construct request was received June 15, 2015 for installation of two 7,000 gallon reactors and twelve 20,000 gallon raw materials and waste tanks. The final plans and specifications were reviewed and approved. Authorization was granted for installation July 14, 2015. 2016 update, One of the (two) 7,000 gallons reactors was brought on-line, and seven of the (twelve) 20,000 gallon raw materials and waste tanks were installed and in place--- with four of those in-service. 2017 update: Both 7,000 gallon reactors are now on-line, and seven of the (twelve) 20,000 gallon raw materials and waste tanks are installed in place---with five of those in service. 2018 update: Of the (twelve) 20,000 gallon raw material tanks, IPC currently have 6 tanks in service, one installed and not yet in service, and 2 additional ones that have been awaiting commissioning. Total of 9 tanks. 2019 update: 8 of the 12 raw material tanks are in service. 2020 update: There are currently 9 (nine) tanks all in service. Note: While the original design was for 12 tanks, IPC actually only has spots for 2 (two) more tanks for a total of 11(eleven) tanks. IPC had to install a pipe rack in the same area and no longer had room to install a 12th (twelfth) tank. Authorization to Construct 2020: Two 1) IPC requested approval to temporarily install a Diffused Air Flotation (DAF) unit for a trial study on April 17, 2019. City approval granted April 18, 2019. If trial study proved successful, IPC will request an Authorization to Construct to permanently install the DAF unit adding to their current pretreatment wastewater system. 2020 Update: After trial of the Diffused Air Flotation unit proved successful, an Authorization to Construct was received on January 24, 2020 for the permanent installation of the DAF unit and approved by the City of Salisbury on January 24, 2020. Note: The DAF Unit is now in permanent operation. 2 2) IPC requested an Authorization to Construct (A to C) on March 31, 2020 for an Expansion Plan Project. The request included the installation of the following equipment: Three new reactors; a new Flaker Unit and Flaker feed tank; a new vacuum system; a distillate recovery process: and a Dissolved Air Flotation unit turbidity effluent meter. Also included in the A to C request is a new rail spur and a 20,000 square foot Research and Development facility. Initial A to C approval for the entire project was granted by the City of Salisbury on April 21, 2020. An additional amended A to C request was received by IPC on December 7, 2020 concerning the, Research and Development facility and the City of Salisbury finalized the A to C approval on January 8, 2021. The construct of this project is currently on-going. The IUP was modified on October 1, 2020 for BOD and COD seasonal adjustment limits and increase self-montoring frequency for BOD, COD , and TSS form 2/6 to 3/6. After further research and review of submitted Compliance report returns, the Dental facility list was revised to 30 total Dental facilities. This was due to retired dentist, closed/vacant/re-located facilities. A total of 30 compliance reports were submitted to this office equating to a 100% response rate. The City of Salisbury will continue to monitor any new dental facilities in our service area. In addition to internet searches and utilizing phone calls, the City of Salisbury has a one-stop permitting office that works with new businesses. The Pretreatment office is contacted when industrial/commercial businesses are opening or making changes to their facilities.
