This letter report(two copies) is the 2012 summary of Best Management Practices (BMP)daily
monitoring for the Canton Mill. The report is required on or before March 31 st of each year by
Special Condition A.(6.)Best Management Practices, Section EA and Section F.1, of the mill's
NPDES Permit No.NC0000272.
The BMP action levels established in accordance with permit requirements and in effect for 2012
are as follows:

Daily records of total influent color are maintained at the mill. These daily color data are
compared to BMP action levels every morning. Total influent color exceeded BMP action levels
on the dates outlined in the following table. A brief summary of information for these dates are
included as required by permit Condition A.(6.), Section EA. The permit-required BMP
investigation reports are maintained at the mill. None of the BMP action level days resulted in
disruption to the wastewater treatment plant. The Canton Mill met all NPDES annual average
effluent limits during 2012.

Cause and Corrective Action(s)—BMP event. Elevated
influent color was associated with the scheduled outage of
the#11 Recovery Furnace and the#2 Pine Fiberline. As
the mill went down for the outage, spill material was
directed to the Brown Spill tank for later processing. After
an extended period of time, the material was believed to be
too dilute for processing through the Recovery process and
was released to the sewer.
During this same period, cyclone washes were completed
on the#11 Recovery Furnace but on closer inspection
some residual materials remained that needed to be
cleaned from inside the cyclone umbrellas. This material
was washed from the umbrellas and determined that it was
also too dilute for processing and was allowed to enter the
mill sewer system. No corrective action(s)taken.

was elevated from activities associated with an
unscheduled outage of the #10 Recovery Furnace and the
#2 Pine Fiberline. During the outage, to minimize color
loading to the WWTP, materials were held in the mill sewer
u-drains until it could be recovered and processed through
the system. During this time, a small amount of the material
leaked by to the WWTP. The material was treated with
polyamine:

80,690 Ibs/day planned semi-annual outage a tube leaked developed in
the Swenson Evaporator set (the only running evaporator
set during the outage) or
in a total lower end
shutdown.
Prior to the semi-annual outage,weak black liquor was
stored in East Camp Branch. Both the Boil Out and Wash
Water tanks were also in use processing weak material
through the Swenson evaporators. When the lower end
shutdown occurred there were limited resources for the
storage of elevated color materials. The initial loss from the
Swensons was captured in the spare clarifier at the WWTP.
The remaining material was caught in containments, sewer
u-drains and portable storage vessels brought onsite.
The West GB evaporator set was brought back online on
5/16 to help process these dilute materials. Once the
Swensons were available for restart, the West set was
taken back down for maintenance. Processing of the color
material continued until a sufficient amount of space was
made available to allow the restart of the fiberlines.
The WWTP treated the influent with polymer, additional
acid and CO2 were utilized for pH control and the effluent
oxygen cascade increased for additional BOD treatment.

Cause and Corrective Action(s)— BMP event. During the
#11 Recovery Furnace cyclone wash an upset resulted in
an overflow of black liquor from the CRP slurry tank.
Operators were notified and the elevated color material was
captured in the spare clarifier. The material was then batch
treated with polyamine and released at a non-disruptive
rate back into the treatment system.
As a corrective action, the overflow temperature probe on
the CRP slurry tank was entered into the operator's DCS
system as an alarm.
11 Jul 2012 109,794 Ibs/day 1-day UAL—Immediate corrective action
Cause and Corrective Actions— Non-BMP event. The West
GB evaporator set was boiled out as a general
maintenance activity performed on a periodic basis. During
the boil out, the condensates stayed over range keeping
them in the Boil Out tank for approximately six hours. This
material was very dilute and could pose a potential startup
issue to the evaporator set.
The material was released to the sewer to allow space in
the spill collection tanks. The evaporator set was then
brought back online preventing stronger color material from
reaching the sewer system.

Cause and Corrective Actions— BMP event. Startup of the
West GB evaporators began the afternoon of 9/5 after a
scheduled outage. During startup, a check valve failed and
the 40' effect was flooded. To clear the effect, black liquor
was transferred to the Boil Out tank and then East Camp
Branch for storage. The transfer rate from the evaporators
to the Boil Out tank overwhelmed the pumping rate from
the Boil Out tank to East Camp Branch resulting in a brief
overflow from the Boil Out tank.
As part of normal startup procedure, the Product Liquor
tank was released to the South Evaporator sump with the
intention that it would be picked up for processing. The
South Evaporator sump lost prime during this transfer and
some of the material was lost to the sewer. The pump was
reset and regained prime.
On the morning of 9/6, the soft starter for the electric feed
water pump to the boilers faulted to ground tripping out
several power boilers and requiring an emergency
shutdown of the recovery furnaces and paper machines.
The pulp mill and recovery liquor cycle started an orderly
shutdown. Upon startup, filtrate imbalance associated with
restart of both fiberlines as well as excess weak wash in
recovery resulted in both losses of dilute color materials
and sewer generated color in the wastewater plant.
1 Nov 2012 91,416 Ibs/day 1-day— Immediate corrective action
Cause and Corrective Actions—BMP event. The outage of
the#10 Recovery Furnace was moved up because of the
need to wash the cyclones early. Through the process of
washing the cyclones there was a sump pump failure.
Elevated color material then reached the mill sewer system.
WWTP operators were notified and the material was
captured in the spare clarifier. The material was then
treated with polyamine and released back into the
treatment process at a non-disruptive rate.

Cause and Corrective Actions— BMP event. The West GB
Evaporator set 6`' effect experienced an intermittent
electrical fault causing its pump to trip out. The result was
that weak black liquor backed up into the vessel and
entered the surface condenser. From there the material
traveled to the contaminated condensate tank. The
condensate tank eventually overflowed to the#4 sewer and
the wastewater treatment plant.
Operators at the WWTP were notified by Recovery
personnel to capture the material. The material was then
treated with polyamine and released back into the
treatment process at a non-disruptive rate.
A hot shutdown of the West GB Evaporator set occurred
11/8 to repair the pump wiring.

Cause and Corrective Action(s)—No BMP event. The Pine
Fiberline's Mineral Removal Process (MRP)was down for
maintenance and repair. Prior to this outage, the pine D1
washer began losing fiber to this system. The process was
taken down and repaired and then brought back online.
8 & 9 Mar 56,843 Ibs/day 2-day UAL/ 1-day UAL—Investigation and documented

Cause and Corrective Action(s)— BMP event. Influent color
was related to the Swenson Evaporator set being taken
down to repair the 1s` Effect Recirculation Pump. Upon
start-up of the set, vacuum control issues caused the
evaporator hot well system to overflow to the mill sewer.
Wastewater Treatment Plant operators were notified and
color material was captured in the#1 clarifier. The material
was treated with polyamine and released back into the
treatment process at a non-disruptive rate.
Vacuum on the evaporators was restored to normal as part
of corrective action.

associated with this period was result of an extended
outage of the Pine Fiberline Mineral Removal Process
(MRP) requires to repair media filters that protect the MRP
resin softners. Root cause failure analysis determined that
laterals in the media filters failed due to a manufacturer's
change in design. New laterals with the original design
were obtained and put into service.
8 & 9 Apr 2011 59,906 Ibs/day 2-day UAL—Investigation and documented corrective

Cause and Corrective Action(s)— No BMP event. Influent
colors were the result of the sewer generated color(SGC)
phenomenon. A small hole and minor leak were discovered
in the#10 Recovery Furnace smelt dissolving tank. The
hole allowed green liquor to reach the mill sewer where it
reacted to produce the elevated color numbers.
Work orders were entered to repair the smelt dissolving
tank as soon as operationally feasible. Until the repair was
made, the level in the dissolving tank was maintained
below the level of the leak.

Cause and Corrective Actions — No BMP event. Influent
- color was elevated from restart of full process operations
following the extended Pine Fiberline outage for rebuild of
the#11 Recovery Furnace. Colors returned to normal
when steady, full production pulp mill operation was
resumed.

Cause and Corrective Actions—BMP event. During this
period, the Hardwood Fiberline brownstock washing had
become dirty sealing over the washers and causing color
materials to carry over into the bleach plant. The post 02
filtrate tank was purged by overflow to clean the system in
the shortest time possible. Color returned to normal when
brownstock washer operation returned to normal.

Cause and Corrective Actions—BMP events associated
with an unscheduled outage resulted in elevated influent
color to the wastewater plant. The #11 Recovery Furnace
was taken down for an unscheduled maintenance outage.
The Hardwood Fiberline was also taken down during this
time to balance liquor inventory. During the outage, an
automatic valve on the West GB Evaporator set was
removed for repair and replaced with a temporary spool
piece and manual valve.
Because of a communications error during startup of the
West GB Evaporator set, weak black liquor reached the mill
sewer system through the temporary repair above. The mill
sump system captured the elevated color material.
However, some material in excess of spill sump capacity
reached the Wastewater Treatment Plant. This material
was captured in the#1 spare clarifier. It was then treated
with polyamine and fed back into the treatment process at a
non-disruptive rate over a period of several days.
After the restart of the #11 Recovery Furnace and
Hardwood Fiberline, the #10 Recovery Furnace went down
for repairs. The Pine Fiberline was also taken down to
balance liquor inventories.
Upon restart of the Pine Fiberline, the level transmitter on
the Secondary Screen Feed Pump Tank failed and the tank
overflowed. Process sumps and u-drains in the pine
fiberline building were used to contain the color material
from the Screen Tank until the material could be processed
through the Pine Brown Spill Tank. Because spill sumps
and tanks were full from other outage activities, some dilute
color material had to be sewered to the wastewater
treatment plant.
The corrective actions were:
• replace the spool piece installed during the outage with
a new automatic valve, which was completed on 6 Dec.
• complete Pine Fiberline startup and resume normal mill
operations.

Cause and Corrective Actions — BMP event. Elevat1colorwas observed in the low lift at the Wastewater Treat
Plant. Operations personnel were notified. After
investigation, it was determined that the material was lost
from the#17 digester liquor heater. The digester was
isolated and taken out of service so that repairs could be
made.
Material that entered the mill sewer system was captured in
the#1 spare clarifier. It was then treated with polyamine
and fed back into the treatment process at a non-disruptive
rate.

disruption to the wastewater treatment plant. The Canton Mill met all NPDES effluent limits
during 2007.

unplanned outage of pine fiberline (secondary knotters
plugged and overflowed). The instantaneous volume of
spill material was greater than in-process collection
capacity. Excess spill material that entered mill sewer was
captured and diverted to the No. 1 clarifier. The captured
high color material was treated with polyamine and
processed through wastewater plant at non-disruptive rate.

transfer pump and leak detection conductivity probe failure.
Leak was located and repaired. Bad conductivity probe

Cause and Corrective Actions — Investigation determined
that no spill or process upset events had occurred.
Elevated total influent color was associated with a
maintenance outage of the MRP filtrate recycling process.
Repairs to multi-media filters in the MRP system were
completed and MRP was put back into service.
15 Sep 2007 406,115 Ibs/day 1-day UAL— BMP procedures followed to mitigate
event
Cause and Corrective Actions— 20-minute overflow of the
CRP slurry tank to the mill sewer during recovery from
process-upset conditions that followed a control power
failure in the black liquor oxidizer area. The overflow of
high color material was immediately stopped when found,
and internal spill notifications were made. The event was
too brief to divert and capture. Polyamine was added to the
primary clarifiers to reduce color, and total color to the
secondary effluent was reduced by more than one-third.
Following this event, a new containment sump was
completed in the CRP building and provides a third tier of
spill detection and containment for the CRP slurry tank.

Cause and Corrective Actions—Scheduled 10-week outage
of pine and #10 recovery furnace. Unanticipated repairs at
the evaporators extended the outage and resulted in a
bottleneck on processing dilute color material back into the
recovery liquor cycle. Some dilute color material had to be
sewered to save spill tank capacity for concentrated high
color material. Polyamine was added to the primary
clarifiers to treat and process the dilute color material
-through wastewater plant at non-disruptive rate.
