The Asheville Regional Office of the North Carolina Division of Water Quality (DWQ) is in receipt of your submitted, revised, master site plan and density calculations with respect to development density and stormwater management. After review of these documents, the DWQ offers the following: • Based on the plans dated 02-28-2006, with an indicated impervious calculation of less than 30% for each of the development areas in Phase 1 (excluding the Village Center immediately adjacent to Diamond Lake). Stormwater must be managed on-site, but does not require treatment due to the proposed impervious surface calculations. All stormwater management practices, as well as drainage patterns, must be maintained in perpetuity. No changes to the structural stormwater practices shall be made without prior written approval from the DWQ. Stormwater easements shall be recorded far a distance of 10 feet on wither side of all stormwater conveyances on all lots containing these structures including future access for maintenance. The stormwater easements shall allow for the ability to maintain the structures, perform the corrective actions as described above and shall provide protection of the structures from potential alterations by future property owners.
