RE: Village of Penland Development
Impervious Surface Area Calculations
Dear Ms. Karoly:

As you know, the 401 Certification for the Village of Penland Development (the Project)
requires Communities of Penland, LLC (COP), to obtain DWQ approval of a stormwater
management plan (i) for the entire Project if the impervious area of the entire, built out Project will be
30% or more of the total project area, or (ii) for any concentrated areas of development within the
Project with impervious area greater than 30%. In connection with this requirement, please fmd
enclosed a current site plan for the Project with impervious surface area calculations. As you will
see, the projected impervious surface area for the entire project will be 11.65% of the total Project
area. There are, however, three concentrated areas of development in the village center around
Diamond Lake that individually and collectively have impervious surface areas of approximately
60%. The impervious area of the remainder of the Project, excluding these areas of concentrated
development is approximately 11%.
In light of the foregoing, COP will prepare a detailed stormwater management plan for the
areas of concentrated development that complies with the requirements of the 401 certification and
will obtain DWQ's approval of that plan before commencing any construction work in those areas.
Please be advised that, as with all large developments, it is possible that modifications to the
development plan for the Project will be made over time. While it is inconceivable that the
impervious surface for the entire Project will ever approach 30%, should additional areas of
concentrated development be planned in the future, COP will develop, and obtain DWQ's approval
of, stormwater management plans for such areas.
