Page Three It is recommended, provided the Department of Human Resources also concurs with the subject proposal, that an NPDES discharge permit be issued to the applicant as requested. Because of the water classification of the Catawba River, WS-III and B, it is requested that a standby power source be provided for the subject facility. The Authorization to Construct should also reflect requirements that the effluent outfall line be extended a minimum of 150 feet into the river from low water level. Furthermore, it is recommended that a buffer zone with a minimum distance of 150 feet be provided between the proposed treatment plant and the existing/future dwellings, unless other means of buffering such as trees/shrubbery/fencing is provided, so as to reduce/prevent odors, noise, and other nuisance to the neighborhood.
