south on Highway 273 (South Point Road, S. R. 2525)
approximately 3.9 miles to the junction with Reese Wilson
Road (S. R. 2526). Turn left on S. R. 2526 and travel
east/south approximately 0.7 mile to the junction with a
gravel road on the left (east) side. The proposed site is
a wooded area, approximately 0.15 mile southeast of the
junction.

PART IV - EVALUATION AND RECOMMENDATIONS
The applicant proposes to construct a small wastewater
treatment plant with a capacity of 5,760 gpd to serve the

initial development of a sixteen (16) unit condominium project
which may later be expanded to twenty-four (24) units.
In his letter dated March 30, 1989, Mr. Dennis L. Fox, P.
E., Fox & Ritter, Inc., has requested on behalf of Mr. Buddy
Ashe, Project Developer of Ashe/Tidwell Condominiums, that the
permitted wasteflow be increased from 5,,760 to 8,000 gpd. A
Staff Report for the subject project, dated January 30, 1989,
was prepared by G. T. Chen of this Office.
It is recommended that the Permit modification request for
an increase of wasteflow be approved, provided that conditions
recommended in the aforesaid Staff Report be met by the
applicant.

It is proposed to construct approximately 20 units consisting of
2 bedrooms each or a total of 80 people @ 100 GPD/PERSON 8,000
Gallons per Day.
Domestic Sewage.
Will -use a conventional 24 hour Extended Aeration Plant with two
blowers, 24.hour aeration, secondary settling, solids return and
recirculation, aerobic digester, 30 minute detention chlorine
contact chamber, effluent rate discharge meter and/or weir, and
will pipe discharge 40 feet into the Catawba River, pointing
discharge downstream.
The topography of the site will require one sewer interceptor to
be located approximately 10 feet -parallel to the south property
line. Will drain by gravity to the proposed 8,000 Gallon Per Day
Extended Aeration Plant.
Sludge disposal to be by contract hauler as approved by the EPA
and State of North Carolina.

initial development of a sixteen (16) unit condominium project
which may later be expanded to twenty-four (24) units.

It is recommended, provided the Department of Human
Resources also concurs with the subject proposal, that an NPDES
discharge permit be issued to the applicant as requested.
Because of the water classification of the Catawba River,
WS-III and B, it is requested that a standby power source be
provided for the subject facility. The Authorization to
Construct should also reflect requirements that the effluent
outfall line be extended a minimum of 150 feet into the river
from low water level. Furthermore, it is recommended that a
buffer zone with a minimum distance of 150 feet be provided
between the proposed treatment plant and the existing/future
dwellings, unless other means of buffering such as
trees/shrubbery/fencing is provided, so as to reduce/prevent
odors, noise, and other nuisance to the neighborhood.

for Direct Dischargers to Lake Wylie
Effective immediately, the Technical Support Unit will begin
implementation of a new wasteload allocation strategy for direct
dischargers into Lake Wylie.' As detailed in the February 17 memo-
randum to the Water Quality Section Chief, we arr-� recommending
best professional judgement (BPJ) effluent limits to help curb the
impact of these point sources on water quality in Lake Wylie.
Based upon my discussion with the Water Quality Section
Chief, the following BPJ effluent limits will be routinely applied
to proposed dischargers and existing dischargers seeking expansion
that directly discharge into Lake Wylie:

Construct should also reflect requirements that the effluent
outfall line be extended.a minimum of 150 feet into the river
from low water level. Furthermore, it is recommended that a
buffer zone with a minimum distance of 150 feet be provided
between the proposed treatment plant and the existing/future
dwellings, unless other means of buffering such as
trees/shrubbery/fencing is provided, so as to reduce/prevent
odors, noise, and other nuisance to the neighborhood.
