Sheet L-4 of the plans. has a 42-inch ductile iron sewer between stations 7+14.30 and 8+54.99. This section of pipe has a diameter of 60 inches on allother sheets. Provide a corrected sheet L-4. Refer to the subject permit application number when providing the requested information. Please submit three copies of all information to my attention at the address below. Also, please note that failure to provide: this additional information on or before January 30, 1995 will subject your application to being returned as incomplete, in accordance with 15A NCAC 2H .0208 (e). CHANGE ORDER UPDATE None 1. The Following Work Was Observed to Be Completed a. Force Main- 30-inch: Cleared and grubbed from station 0+00. to -approximately 154+00. The contractor is using mulch from the wood chipper to stabilize the soils. All of the silt fence has been installed. Pipe has been installed from approximately stations 3+00 to 110+30 and 114+63 to 150+68. Some rock was encountered at approximately station 103+00, so the rock was bypassed and pipe installation was continued. Six Nffls/air release valves have also been installed in the second segment of pipe installed. The delivery of lined pipe and fittings to the contractor had been delayed but is all now along the force main route. All five of the bores have been completed. The boring at station 2+90-was completed after additional augering and some tunneling were performed. The force main from -4- 3+00 to 101+00 has been backfilled, grassed and mulched. Some asphalt patching has been completed. The wooden piles starting at'approximately station 155+50 have been driven into the soil. All of the concrete supports and cradles have been completed and the pipe has.been installed. b. Gravity Sewer: Clearing and mulching have been completed between stations 146+00 to approximately 167+00. Pipe from approximately 137+44 to 167+00 and all the corresponding manholes have been installed and tested. The tunnel under Bringle Ferry Road has been completed.and the pipe installed. The tie-in for the tunnel appears incomplete. The Cannon Mills outfall extension has been installed and tested. The Florial Drive outfall extension has been completed. Both 42" interceptor sections (stations 75+00 to 117+74 and 192+50 to 221+91) along Town Creek have been installed, tested, mulched and seeded with only some site landscaping and clean-up needed. Trailers have been moved from the right- of-way within the trailer park. Seeding and mulching have been started in areas where pipe testing has been completed. The pipe line easements for much of the project needsto be cleaned for debris and construction material.. There is a possibility that the 200-foot bore in the Tar Branch section may now be open cut. C. Pump Station: Site layout and stakeouthave been completed. Sediment trap and silt fence have been completed. The excavation has been completed with rock being encountered at approximately 1/3 the distance to grade. Some of the rock had to be blasted. The engineer and city have agreed to remove one vertical joint so that the contractor can do a more continual concrete pour, which should help the contractor's, overall schedule. The base slab and top slab have been competed. The forms for the top slab have been removed. The outside. walls have been completed. The inside walls and decking have been .completed up to the top slab. The 30 DIP has begun to be installed within the pump station. Pipe cores in the outside walls have been 'completed. The 42" piping from the wetwell to the existing flow control box has been installed and tied -in. The 24" piping has been installed from the pump station to the contact chamber. The outside and inside walls have begun to be patched and. grinded. Some electrical work has also been completed. The site, has been backfilled up to the second lift of the outside walls. d. Electrical for Pump Station: The work over at the Grant, Creek WWTP has been completed. The conduit work for the Town Creek Pump Station has been installed through the top slab and the valve vault side wall. The MCC, VFDs, transfer switches, transformer, etc has been delivered and is now being stored within one of the buildings at the site. C. General: The contractors' office trailers have been set up. The power has been established to the trailers. All the clearing and grubbing have been performed. All erosion control measures have been installed. The general contractors were on site during this inspection. The electrical contractor has mobilized and started some work at the site. -5- 2. Work Schedule for Next Month Contract Al - Continue installation of the force mains and'complete the creek crossing. Contract B 1 - Continue installation of the gravity sewer and the Tar Branch section.' Contract B2 - Start generator pad and the work for the motor control building. Maintenance of all erosion and sediment control devices (silt fence, inlet protection, check damn, silt traps, etc.) should be conducted by all contractors after significant rainfall events. 2. The issue concerning the NTP dates appears to be resolved. A letter from the engineer to this office explained the NTP dates. 3. There appears to be some discussion on not installing a 200-foot bore along the Tar Branch section, but to open cut it. This would appear to be of significant savings to the City of Salisbury. Please provide a preliminary change order, with supporting, documentation as soon as possible for this office to review. 4. The next project meetings are scheduled for April 20, 2000 at 1:00 p.m. and 2:00 p.m. V. Additional clearing has been completed through station 154+00. The contractor is using mulch from the wood chipper to stabilize the soils. Most of the silt fence has been installed. Pipe has been installed from approximately stations 3+00 to 85+00. The delivery of lined pipe and fittings to the contractor had been delayed but is all now along the force main route. Four bores have been completed with only the bore at RT. 29 and Rt. 70 still left to be completed. Possible change orders for restraint piping needed are being discussed. The boring at station 2+90 encountered rock, and additional site augers were requested in order to get a better cross section of the area. This boring was completed after additional augering and some tunneling were performed. The wooden piles starting at approximately station 155+50 have been driven into the soil. The first concrete support area has been excavated and the concrete cradle form work has been completed. There is some concern on the positioning of the piles for the first concrete cradle. b. Gravity Sewer: Clearing and mulching have been completed between stations 146+00 to approximately 167+00. Four manholes have been installed. Pipe from approximately 146+00 to 167+00 has been installed. Most of the 42" pipe has been delivered and is now being stored in the right-of-way. Trailers have been moved from the right-of-way within the trailer park. The encroachment and right- of-way issue that arose with Duke Power has been resolved with an extra manhole -4- added in the area. The Bringle Ferry ROW issue with NCDOT has been resolved. Some of the erosion and sediment control around station 'l58+00 needs to be repaired. C. Pump Station: Site layout and stakeout have been completed. Sediment trap and silt fence have been completed. The excavation has been completed with rock being encountered at approximately 1/3 the distance to grade. Some of the rock had to be blasted. Because of the rock encountered, the contractor is somewhat behind schedule. The engineer and city have agreed to. remove one vertical joint so that the contractor can do a more continual concrete pour, which should help the contractor's overall schedule. The base slab has been completed. The outside walls have completed up to first lift for all the outside walls. The site has been backfilled up to the first lift of the outside walls. Additionally, most of the formwork for the second lift of the outside wall has been completed. The concrete for east wall of the second lift of the outside wall was being completed at the time of the inspection. The reinforcement and form work of the first lift of the inside walls appears to be complete. d. Electrical for Pump Station: The work over at the Grant Creek WWTP has been completed. CHANGE ORDER UPDATE None 1. The Following Work Was Observed to Be Completed a. Force Main- 30-inch: Cleared and grubbed from station 0+00 to approximately 98+00. Additional clearing has been completed through station 154+00. The contractor is using mulch from the wood chipper to stabilize the soils. Most of the silt fence has been installed. Pipe has been installed from approximately stations 3+00 to 7+00 and 40+50 to 52+00. The delivery of lined pipe and fittings to the contractor has been delayed due to overall industry demand. The bore at Long Street was being started at the time of the inspection.. Possible change orders for restraint piping needed are being discussed. The. boring at station 2+90 encountered rock and additional site augers were requested in order to get a better cross section of the area. b. Gravity Sewer: Clearing and mulching have been completed between stations 146+00 to approximately 167+00. Four manholes have been installed. Pipe from approximately .146+00 to 150+00 and 152+00 to 158+00 has been installed.. Some of the 42" pipe has been delivered and is now being stored in the right -of - way. Duke Power has been observed moving power poles out of the way of the right-of-way. Blasting was being done between stations 137+00 and 139+00, and the pit was being prepared for the tunneling of Bringle Ferry Road. Trailers have been moved from the right-of-way within the trailer park. Some encroachment and right of -way issues have arisen with Duke Power including the manhole at station 151+11. -4- c. Pump Station: Site layout and stakeout have been completed. Sediment trap and silt fence have been completed. The excavation has been started with rock being encountered at approximately 1/3 the distance to grade. Approximately 25% of the excavation to grade has'been completed. Some of the rock had to be blasted. Because of the rock encountered, the contractor is somewhat behind schedule. The engineer and City have agreed to remove one vertical joint so that the contractor can do a more continual concrete pour which should help the contractor's overall schedule. d. Electrical for Pump Station: No work has been completed at this time. j. General: The contractors' office trailers have been set up. Some have had power established to the trailers. Most clearing and grubbing have been performed. Most erosion control measures have been installed. The general contractors were on site during this inspection. The electrical contractor has yet to mobilize and start work at the site. 2. Work Schedule for Next Month Contract Al - Continue clearing and installation of the force mains. Complete the borings. Contract B I - Continue clearing and installation of the gravity sewer. Contract B2 - Continue excavation of pump station and complete base slab. This Permit shall be effective from the date of issuance until rescinded, and shall be subject to the following conditions and limitations: 1. This Permit shall become voidable unless the facilities are constructed in accordance with the approved plans, specifications and other supporting data. 2. This Permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. The facilities _shall be properly maintained and operated at all times. 4. The sewage and wastewater collected by this system shall be adequately treated in the Town Creek Wastewater Treatment Plant prior to being discharged into a receiving stream. 5. Diversion or bypassing of the untreated wastewater from the treatment facilities is prohibited. 6. The facilities shall be constructed in accordance with the requirements of the North Carolina Sedimentation Pollution Control Act. 7. Any abandoning of the existing facilities must be done in accordance with the requirements of the Division of Water Quality's Mooresville Regional Office. 8. During the construction of the proposed additions/modifications, the Permittee shall . continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the respective NPDES Permit. 9. Construction of the sewers, pump station(s) and force main shall be scheduled so as not to interrupt service by the existing utilities nor result in an overflow or bypass discharge of wastewater to the surface waters of the State. 10. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with this permit and the approved plans and specifications.' Mail the certification to the Non -Discharge Branch, P. O. Box 29535, Raleigh, N.C. 27626-0535. 11. A copy of the approved plans and specifications shall be maintained on file by the Owner for the life of the project. 12. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6. 13. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by, other government agencies (local, state, and federal) which have jurisdiction. 14. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Water Quality accompanied by an application fee, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. 15. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater collection facilities. 16. NONCOMPLIANCE NOTIFICATION: The Permittee shall report by telephone to the Mooresville _Regional Office, telephone No. 704-663-1699 as soon as possible, but in no case more than 24 hours or on the next working day following the occurrence or first knowledge of the occurrence of either of the following: a. Any process unit failure, due to known or unknown reasons, that render the facility incapable of adequate wastewater transport such as mechanical or electrical failures of pumps, line blockage or breakage, etc. b. Any failure of a pumping station or sewer line resulting in a by-pass directly to receiving waters without treatment of all or any portion of the influent to such station or facility. Persons reporting such occurrences by telephone shall also file a written report in letter form within 15 days following first knowledge of the occurrence. Non Eligible Approximately 944 L.F. of 8-inch collection lines in the Bringle Ferry area of the Town Creek Interceptor. Contingency of $5,000 in the electrical contract portion of the Regional Pump Station No. 1. All requests for reimbursement for sewer service lines must be accompanied by a certification that they are within the right-of-way. Sewer service lines outside the right-of- way are not eligible for funding. All requests for additional concrete, i reinforcing steel, stone stabilization, and rip -rap must be accompanied by as -built drawings certified by a N.C. Professional Engineer that show where the extra material was needed to be eligible for reimbursement. Funding for this project is limited to the proposed loan amount of $9,200,000 established and approved by the Environmental Management Commission. In the event that received bids exceed this' established amount and local funds are not adequate to award contract(s), it will be necessary to consider all alternatives including redesign, re -advertising, and rebidding. Neither the State or Federal Government, nor any of its departments, agencies or employees is or will be a party to the invitation to bids, addenda, any resulting contracts or contract negotiations/changes. If the Recipient does not maintain the court sanctioned schedules which extended the compliance date for complying with the final effluent limits established in the NPDES Permit, then project costs incurred will not be eligible for Revolving Loan payments. Your project is.subject to the one-year performance certification requirements. By this, you are required on the date one year after the completion of construction and initial operation of the subject treatment facilities, to certify, based on your consultant engineer's advisement, whether or not such treatment works meet the designperformance, specifications and the permit conditions and effluent limitations. In accordance with the Federal Regulations, the Recipient is required to assure compliance with the OSHA safety regulations on the subject project. In complying with this regulatory responsibility, the Recipient should, by letter, invite the Safety Standards Officer, Standards PF Analysis and Publications Unit, North Carolina OSHA Division, 4 W. Edenton Street, Raleigh, North Carolina 27601 (telephone 919/807-2882), to participate in the Preconstruction Conference to assure that proper emphasis is given on understanding and adhering to the OSHA regulations. It is the responsibility of the Recipient and the Consultant Engineer to insure that the project plan documents are in compliance with Amended N. C. G. S. 133-3 (ratified July 13, 1993). The administrative review and approval of these plans and specifications, and any subsequent addenda or change order; does not imply approval of a restrictive specification for bidding purposes; nor is it an authorization for noncompetitive procurement actions. Any addenda to be issued for subject project plans and specifications must be submitted by the Recipient such that adequate time is allowed for review/approval action by the State, and for subsequent bidder action prior to receipt of bids. It is mandatory for project facilities to be constructed in accordance with the North Carolina Sedimentation Pollution Control Act, and, when applicable, the North Carolina Dam Safety Act. In addition, the specifications must.clearly state what the contractors' responsibilities shall be in complying with these Acts. Prior to entering into any contract(s) for construction, the recipient must have obtained all applicable project Permits from the State, including an Authorization to Construct and/or Non - Discharge Permit. While rejection of all bids is possible, such action may be taken only'with prior State concurrence, and only for good cause. Positive efforts shall be made by Recipients and Consultants to utilize small business, minority -owned business, and women -owned business sources of supplies and services. Such efforts should allow these sources the maximum feasible opportunity to compete for sub - agreements and contracts, to be performed utilizing Federal loan funds. The Recipient shall comply with the provisions of 40 CFR, Part 7, Subpart C - Discrimination Prohibited on the Basis of Handicap. . Attached is one (1) copy of the Project Review and Cost Summary (Approval to Award) Which is to be completed within 21 days after bids have been received, and submitted to the State for review. It must be accompanied by documents including a detailed cost breakdown showing units, unit cost, and value of the eligible work. Upon review and approval of this information, the State will authorize the Recipient to make the proposed award. Do not proceed with construction until the Authorization -to -Award package and the EEO and MBE documentation/certification have been reviewed, and you are in receipt of our approval, if a Federal loan is desired for project construction. PF Two (2) copies of any change order must be promptly submitted by the Recipient to the State. If additional information is requested by the State, a response is required within two (2) weeks, or the change order will be returned without further or final action. One (1) set of the final approved plans and specifications will be forwarded to you. One (1) set of plans and specifications identical to the approved set must be available at the project site at all times. Upon completion of the project construction, the Recipient shall submit a letter confirming that the project has been constructed in accordance with the plans and specifications approved by the State. "As -built" plans will need to be submitted with any changes color -coded on the plans if the above confirmation cannot be made.. Authorization is hereby granted for the construction and operation of the Town Creek Regional Pump Station No.1 to include four 3,000 gpm pumps with variable frequency drives, the Town Creek Force Main to include 19,152 L.F. of 30-inch Ductile Iron Force Main; 11 sewage air valve assemblies; 1 flow monitoring manhole; 4 blow - off assemblies; all clearing, grading, and appurtenances; to convey treated. wastewater effluent from the City of Salisbury's Town Creek Wastewater.Treatment Plant to the Yadkin River Disinfection Facility. The maximum pumping capacity of the Town Creek Regional Pump Station with one pump out of service is 12.0 mgd. Based on a peaking factor of 2.0, the pump station is capable of average daily flows up to 6.0. mgd. When the Pump Station begins receiving average daily flows that reach 80% of this average daily flow capacity (4.8 mgd) plans and specifications must be submitted to. the North Carolina Division of Water Quality for upgrading the Pump Station. The new larger pumps should be in place and on line before the currently proposed pumps are receiving 90% of their average daily flow capacity (5.4 mgd). Do not proceed with construction until the Authorization -to -Award package and EEO and MBE documentation/certification have been reviewed, and you are in receipt of our approval, if funding is desired for project construction. Such operator must hold a valid State Certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50% complete. The Authorization -to -Construct is issued in accordance with Part III, Paragraph A of NPDES Permit No. NCO023892, issued January 23, 1995, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the approved plans, specifications, and supporting documents; and are in compliance with the conditions and limitations specified in Permit No. NC0023892. The Permittee shall have an acceptable sludge analysis and a sludge toxicity analysis which have been approved by the Division of Water Quality prior to the disposal of any sludge from the new wastewater treatment plant. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of Water Quality's Mooresville Regional Office. The disposing, selling or free distribution of wet, dried, composted sludge or sludge -like materials from wastewater facilities without prior review and approval by this Division is illegal. During the construction of the proposed additions/modifications, the permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the NPDES Permit. You are reminded that it is mandatory for the project to be constructed in accordance with the North Carolina Sedimentation Pollution Control Act, and, when applicable, the North Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractor's responsibilities shall be in complying with these Acts. One (1) set of final approved plans and specification is to be forwarded to you for your files. The copy of the approved plans and specifications shall be maintained on file by the Owner for the life of the project. This office will require a copy of the final (revised) letter prior to our approval of the plans and specifications 4. * Applicable portions of the SRF checklist must be completed and submitted to this office. 5. * Detailed design calculations must be submitted to this office. These calculations should show all gravity sewers half -full at peak flow. Plans Review General Provide the basis for providing concrete encasement of DIP in each instance where it is used. If flotation is the justification, please provide buoyancy calculations for each location. 2. * This office strongly recommends re-routing the Tar Branch Outfall to follow the road right-of-ways. This would eliminate having to run the sewer lines in such proximity to houses, garages, and outbuildings, as well as Tar Branch itself. 3. * Permanent and construction easements should be shown on every plan sheet. 4. Confirm the benchmarks shown on the plans are adequate for construction. 5. The exact meaning of note 18 is unclear to this office. Please provide an explanation and show on the plans where it applies. 6. * Sheet 15 through Sheet 17 should include a requirement for a screen on the vents. 7. * Sheet 15 through Sheet 20 should include a requirement for the screen to be welded on to the vent prior to coating of the vent due to safety and durability concerns. 8. * Plan and profile view of all the connecting lines between existing manholes and proposed manholes need to be included. Examples of where profile views are missing are on sheet 2, sheet 5, sheet 6, sheet 7 (two locations), sheet 10, and sheet 11 (two locations). 9. Advise why DIP is required for sewer connections on sheet 2, sheet 5, sheet 6, sheet 7 (two locations), sheet 10, and sheet 11 (two locations). 10. * Costs for sewer connections should be broken out in the bids as 8" DIP sewer connections. Presently such costs are required to be included in the cost of manholes, cost of 42" interceptor, etc. which is unacceptable. 11. It is recommended that all plugs of existing lines be labeled, as well as shown, on the plan sheets. 12. * Typically this office expects a drop manhole to be provided when the difference between inverts exceeds two feet. With large diameter sewers, this office expects the branch sewers to be introduced into the manhole so that the crown of the branch sewer matches the crown of the outgoing sewer. A drop connection is expected when the difference in crown elevations exceeds two feet. Advise if drop manholes are needed at the following locations: a) The west side of the manhole at station 4+76.04 on sheet 2 b) The manhole at station 141+28.16 on sheet 5 c) The manhole at station 168+49.37 on sheet 6 d) The west side of the manhole at station 0+00.00 on sheet 10 e) The west side of the manhole at station 15+03.96 on sheet 11 f) The west side of the manhole at station 19+78.59 on sheet 11 Sheet 1 * The fact that sewer service connections are to be included in the price of pipe needs to be included in note 22 on the plans and specifications. 2. * Tar Branch should be shown on the Vicinity Map. 3. * Advise if borrow and/or fill areas are available on the project site(s). 4. * Indicate on the plans where temporary fencing will be required to prevent the escape of livestock. 5. The first two of the station numbers given for location of the anti -seepage collars do not match what is on plan sheet 3. 6. - It is recommended that the numbers of all manholes to be abandoned be given in note 21. Sheet 2 1. * Clearly indicate how construction is to take place around the existing 12" sewer line in the Arlington Street Sewer Detail. This line passes directly through the proposed line and manhole in the plan view, but it is not shown in the profile view. Generally, this office would the line would remain in service until the end of the project when it will be abandoned, but that seems impossible here. 2. * The tie-in of the proposed 15" PVC sewer should be shown and labeled in the plan and profile views of the Arlington Street Sewer Detail for clarity. 3. Advise if the work shown in the Town Creek Interceptor Detail on this sheet from station 75+00 to station 82+00 is part of this contract. If so, more detail should be given. If not the plan view and profile view should show the work beginning at station 82+00. It is not clear if the crossing of McCanless Road is existing or proposed. If it is existing, station 75+00 to station 82+00 should be taken out of the plans. If it is proposed, advise how McCanless Road will be crossed. The plans seem to indicate it will be a bore and jack. However, the specifications do not confirm this. 4. Advise why DIP is required for the Arlington Street Sewer. 5. * Provide the 100-year flood elevation for the manholes on the Arlington Street sewer. 6. Since the City can clean 500 feet in between manholes, advise if the manhole at station 2+40.00 of the Arlington Sewer can be eliminated. 7. * Advise what the requirements are regarding the existing (?) manhole northwest of the proposed manhole at station 82+13.14. Are these manholes to be tied together, or is the line an existing one that needs to be plugged? If a new 24-inch sewer is required then a profile view must be provided. 8. Confirm construction can take place at the manhole at station 4+76.04 as there is a power line running directly over the proposed manhole. 9. * Clearly indicate the contractor's responsibility regarding demolition of any of the existing 12-inch sewer line. 10. Consideration should be given to numbering the proposed manholes for clarity. Sheet 3 Consideration should be given to showing anti -seepage collars on plan views as well as profile views on this and other sheets. 2. * Provide the engineering basis for location and frequency of the anti -seepage collars shown on sheet 3 and sheet 4. 3. Clearly identify all mitigative requirements for working in wetland areas. Sheet 5 1. Provide a profile detail for the gate connecting the two 6-foot chain length fences. 2. * Confirm 42-inch sanitary sewer can reasonably be constructed at station 150+65 without damage to the adjacent structure. Clearly indicate in the plans and specifications how the contractor is to construct the line with such limited easements. 3. Advise why the 42-inch interceptor could not be offset by 25 feet to the south to reduce tree clearing between station 151+89.67 and station 161+00.00 and to reduce conflict with the housing project at station 160+50. 4. * Clearly identify any necessary erosion control measures in the vicinity of station 146+23.18. 5. * Indicate in the plans and specifications where trailer park residents will be allowed to park their cars since only walking access will be provided to their homes. 6. Station numbers for the anti -seepage collars on this sheet are not given. 7. * A note on the top left of this sheet says that the existing 24-inch line is to remain in service. However, manholes along this line are to be abandoned and lines to the 42" interceptor are to be plugged. Please clarify. 8. The proposed manhole at 148+20.68 seems to be mislabeled as 147+20.68 in a note referencing the connection between it and existing manhole 33. Sheet 7 1. The profile views of the proposed manhole at station 201+16.00 and the proposed manhole at station 206+03.51 do not show the proposed 8-inch branch sewers. 2 The plan view of the proposed 8" line between the existing manhole and the proposed manhole at station 201+16.00 should show the necessary easements. 3. The plan view of the proposed 8" line between the existing manhole and the proposed manhole at station 206+03.51 should show the necessary easements. 4. Advise if a plug is needed in the existing 18" sewer line adjacent to where it dumps into existing manhole 199+14.62. 5. * Confirm the City can clean the 638 feet of line between proposed manhole 206+03.51 and proposed manhole 212+41.40 Sheet 8 Advise if additional security measures will be required around the playground shown on this sheet. 2. * Provide a detailed construction sequence for demolition of the existing pipeline and construction of the proposed pipeline from station 220+00 to station 221+80.92. Sewer service must be maintained during construction. 3. * Advise how flows from the existing 15-inch sewer line will be handled as it appears to Sheet 9 have flows entering it at one point, but both ends of the pipe are blocked. Confirm the Canon Mills Outfall cannot be moved to avoid the existing houses it must skirt, and the extreme close proximity to Tar Branch. 2. Advise if the chain link fences shown on this sheet contain livestock, dogs, or are necessary for security reasons. Confirm construction in these areas will not be problematic. Confirm no anti -seepage collars are required at the locations shown on this sheet. 4. Advise if the creek crossing at approximate station 3+00 can be re -configured. The pipeline should be perpendicular to the creek to minimize impact. 5. * Provide a detailed construction sequence for demolition of the existing pipeline and construction of the proposed pipeline around the existing manhole at station 15+00. Sewer service must be maintained during construction. 6. * The creek should be shown in the profile at station 6+50. 7. Advise if the pipeline around station 0+50 can be re -configured to avoid crossing the creek twice. 8. * Confirm the construction easement passes through a house at station 9+75. 9. The pipe crossing the proposed pipeline at approximate station 7+60 is labeled as CMP in the plan view and RCP in the profile view. 10. Advise if the creek curves back into the proposed sewer line at approximate station 11+00 as the vicinity plan on sheet 1 indicates. If so, it should be shown on this sheet. 11. * It would appear that the encasement running along the bottom of Town Creek from station 1+60 to station 2+10 will obstruct flow. Confirm this is not the case. 12. * It would appear that the encasement running along the bottom of the smaller creek from station 0+35 to 0+65 will obstruct flow. Confirm this is not the case. 13. * The manhole at station 3+83.37 on the Floral (Florial?) Advise if the chain link fences shown on this sheet contain livestock, dogs, or are necessary for security reasons. Confirm construction in these areas will not be problematic. 2. Advise how the pipe will be laid under the outbuilding shown on this sheet. The plans should state if the outbuilding must be moved or demolished. The pipe should be rerouted around the existing garage to avoid the need for boring and jacking underneath it. The garage should be shown in the profile view. As shown, construction in this area seems excessively difficult and costly. 4. Advise how the manhole at station 6+98.06 will be constructed in such proximity to the outbuilding adjacent to it. The plans should state if the outbuilding must be moved or demolished. 5. * Confirm the sanitary sewer can reasonably be constructed at station 7+80 and station 9+30 without damage to the adjacent structure. Clearly indicate in the plans and specifications how the contractor is to construct the line with limited easements and clearly show all easements in this location. 6. * Confirm the retaining wall and stone headwall shown at station 4+25 are existing and will not be damaged during construction. 7. * Confirm the sanitary sewer can reasonably be constructed at station 4+35 without damage to the adjacent house. Clearly indicate in the plans and specifications how the contractor is to construct the line with limited easements and clearly show all easements in this location. Confirm the permanent easement goes through this house. 8. Confirm that no portion of the woods from station 10+00 to 11+95 need to be protected. 9. * Since the proposed line crosses the existing line and they also run together in very close proximity, advise if portions of the existing 12-inch sanitary sewer will have to be demolished. If the contractor will be responsible for any demolition of this line, the contract documents should clearly show and state what the requirements are. 10. Confirm no anti -seepage collars are required at the locations shown on this sheet. 11. Confirm the construction easement runs through the house at the corner of Boundary Street and east Council Street. Sheet 11 1. Since the City can clean 500 feet in between manholes, confirm the manhole at station 17+41.27 is necessary. 2. Confirm no anti -seepage collars are required at any locations shown on this sheet. 3. Confirm the manhole at station 15+03.96 can reasonably be constructed with a power line running directly overhead. 4. * Confirm a minimum horizontal separation of 12 inches is provided between the 24" RCP at station 14+80 and the proposed 15" sewer. 5. Advise if the sewer between the manholes at station 15+03.96 and station 19+78.59 could be moved several feet to the east to avoid passing through the creek. 6. Provide the engineering justification for reducing the pipe diameter from the existing 18- inches to the proposed 8-inches. Sheet 13 * Advise where the Sewer Service Connection Detail and the Sewer Service Clean -Out Detail shown on this sheet apply. Note that this office only pays for individual connections within the right-of-way. 2. * Confirm all backfill will be compacted to 95% Standard Proctor density as called for in the Trench, Bedding, and Backfill Detail and the Backfill Detail for SDR-35 PVC Pipe. Also confirm that such compaction is necessary. Proposal, Section 700 * Provide the basis for fiberglass and ductile iron pipe alternates (pages 700-8 through 700- 14). Participation will be limited to the least cost. 2. * Confirm NCDOT has approved details for tunneling under Bringle Ferry Road (page 700- 12). Advise our office under what conditions tunneling would be used in lieu of boring and j acking. * The length of Item 9 (a) should be changed from 50 feet to 54 feet to agree with the plans. Page 100-1 should be adjusted accordingly. 4. * Liquidated damages should not be used to decrease the contract amount at the end of the job (page 700-35) because it reduces the amount of the eligible project cost. This office recommends an exchange of checks at the end of the project. The owner's check covers the retainage, and the contractor's check covers liquidated damages. 5. * The bore and jack called for in Item 9 (b) is for 18" sewer pipe, but sheet 10 of the plans indicates 15" sewer pipe. 6. The "total price bid" requested on this page should be for items in Section 5, not Section 3. 7. Confirm $500 per day is a reasonable amount for liquidated damages on this project. Excessive charges for liquidated damages can result in .inflated bid prices. 8. Invoices for stone stabilization, rip -rap, concrete, and steel reinforcement must be accompanied by record drawings that show where these items were used to be eligible for SRF funding. 9. * Per page 1C41-1, line items for number 67 stone and number 467 stone should be included the proposal. Contract, Section 1100 1. Confirm all the information contained in the "And whereas..." paragraph is applicable to this contract. Section 1800 The contractor should be required to have insurance for himself and the subcontractors but not for the engineer or owner (page 1800-2). Insurance of the owner and engineer is not eligible and must be removed from the contract or broken out in the bids. Also, the contractor should not be required to indemnify the owner and engineers for acts of negligence on their part. 2. Advise if there should be a page 1800-3. The Table of Contents lists it, but it is not contained in the specifications. Page 1C43-3 1. As currently specified, change orders for sheeting and for sheeting left in place will not be eligible for funding. 2. Paragraph 1 C43.4B states that if the engineer gives direction to leave sheeting in place then the contractor will be not be paid for that sheeting left in place. This will likely result in inflated bid prices. Instead, the bids should include a unit price and realistic estimated quantity for sheeting left in place. Reimbursement for this item will only be eligible when supported with drawings showing where sheeting remains in place. Page 1C43-5 1. * Paragraph D. should also require the pipe to be ferrous and comply with public water supply design standards. Town of Salisbury Town Creek Pump Station and Force Main Review Comments General Review 1. * A letter requesting an Authorization to Construct should be submitted to this office along with a check for the $200 processing fee. 2. A completed non -discharge application with a check for the processing fee needs to be submitted to this office when the force main is switched over to pumping raw wastewater rather than effluent. 3. * The attached SRF checklist must be completed and submitted to this office. 4. Advise when work on the outfall, ultraviolet disinfection unit, and diffuser is expected to be complete. 5. * Advise how the FNSI conditions, including any required mitigative measures, have been incorporated into the plans and specifications. 6. * Provide a copy of the approval letter from the Land Quality section for the sedimentation and erosion control plan. 7. * Provide a copy of the U.S. Army Corps of Engineers permit for working in any wetland areas, or a letter from them stating that one is not required. 8. * Provide a copy of detailed designed calculations for the pump station and force main. Town of Salisbury Town Creek Pump Station Review Comments Plans Review General Review 1. Confirm all benchmarks and control points which the engineers are to provide are shown in the drawings. 2. Advise if fill and borrow sites are available. If so, they should be clearly shown and labeled on the plans, along with any necessary sedimentation and erosion control measures around these areas. 3. * Profile views of all yard piping, including the 42-inch DIP gravity line and the force main from the pump station to the proposed manhole (by others), should be included. 4. Advise if potential cost savings could be realized by combining the wetwell and controls into a single pump station. 5. Advise if grit in the wastewater has been taken into account in pump and piping design to avoid operational problems from grit accumulation. 6. Confirm influent screening will be provided when the pump station begins pumping raw wastewater. 7. * The type and quantity of gravel under each structure should be shown in the plans. 8. * If moisture barriers are to be required under any structures, they should be shown in the plans. 9. * See attached our policy regarding NCGS 133-3. Examples of where additional manufacturers need to be included are on sheet D-3. Cover Sheet 1. * The SRF project number, CS370408-08, should be on the cover sheet. Sheet D-1 1. Advise if the contractor will have any staging areas in addition to that shown on this sheet. Sheet D-2, Grading Plan 1. It is not clear what the existing elevations are. Sheet D-2, Piping Plan 1. Of the four (4) lines that the proposed 42-inch DIP line must cross, only one is labeled. 2. * Any water lines, including those to the control building, generator pad, and/or wetwell should be shown. 3. Advise where manhole details can be found in the plans. Sheet D-3 1. Advise where the drawing referencing Section A -A and Section B-B can be found. 2. * Confirm the check valves are accessible from floor level and are accessible for maintenance. 3. * Hydrants should be provided to allow the hosing down of the wetwell. The hydrants should be large enough to provide volume and pressure. Washwater hose connections at pumps should also be provided. Sheet D-4 1. * Confirm only four (4) rungs on the ladder shown in the check valve vault will allow safe access to this area. 2. Advise how air is bled from the pumps in the event of an air -lock. 3. * Confirm that the pumps are totally submerged during a portion of each pumping cycle. 4. * Advise of the method to detect shaft seal failure or potential seal failure. 5. * Confirm future peak flows can be handled with one pump out of service. 6. * Pump data, on/off elevations, and the alarm elevation should be included in the plans. 7. * Confirm the low-level/pump-off elevation in the wet well is above the volute of the pump, and above the motor housing of the pump if so designed. 8. Confirm with calculations that the total cycle time will not exceed 30 minutes and that the pump run time will not be less than 2 minutes. Provide cycle time and pump run time calculations to justify on -off elevations. Sheet D-5 1. * Confirm measures have been taken to protect against any buoyancy problems due to high groundwater. Town of Salisbury Town Creek Force Main Review Comments General Review 1. * Confirm all construction and permanent easements have been acquired, including those from DOT, Norfolk Southern, and Duke Power. 2. * Provide a copy of the approval letter(s) from DOT for all road crossings. 3. * Provide a copy of the U.S. Army Corps of Engineers permit for crossing all wetland areas. 4. The specifications should state that if any blasting becomes necessary, prior notice must be given to the Mooresville Regional Office by the contractor. Plans Review General Review 1. Confirm all benchmarks and control points which the engineers are to provide are shown in the drawings. 2. Advise if fill and borrow sites are available. If so, they should be clearly shown and labeled on the plans, along with any necessary sedimentation and erosion control measures around these areas. 3. Specify the type of road to be replaced, the paving thickness, and all other pertinent information for roads that must be cut. 4. Significant cost savings could be realized by running the force main adjacent to streets, rather than underneath them. 5. * Confirm no wells are located within 100 feet of the proposed force main. 6. * Show any mailboxes that will have to be temporarily relocated or taken out of service. Advise how postal service will be maintained during construction. 7. * Confirm traffic and pedestrian access to all businesses and residences will be maintained during construction. 8. * Advise in the contract documents who replaces/pays for any damage to water meters. 9. * It appears that some water service lines which the force main must cross are not shown in the plan and/or profile views. 10. * Construction and permanent easements should be shown in their entirety on each plan sheet. Any abandoning of the existing facilities must be done in accordance with the requirements of the Division of Water Quality's Mooresville Regional Office. 9. During the construction of the proposed additions/modifications, the Permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the respective NPDES Permit. 10. Construction of the sewers, pump station(s) and force. main shall be scheduled so as not to interrupt service by the existing utilities nor result in an overflow or bypass discharge of wastewater to the surface waters of the State. 11. Provide an updated project schedule and cost estimate for this phase as well as for the force main portion of the project. 2. A current signed Corps permit must be provided before this office can approve the plans and specifications. 3. The Land Quality approval letter was not included in the responses to our comments. Note that this office will require a copy of the final,(revised) letter prior to our approval of the plans and specifications. 4. Provide a detail in the plans for how parking lots are to be repaired. Sheet 1 1. The fact that sewer service connections are to be included in the price of pipe needs to be included in note 22 on the plans and specifications. 2. Note number 28 identifies stations 63+75, 94+25, and 94+75 which do not show up on the review copy of the plans. 3. Confirm an anti -seepage collar is required for station 182+00. It does not appear to be in a wet area while station 179+00 to 179+75 does appear to be in a wet area. Sheet 2 Provide the easement map for the Bowen property showing the proximity of the interceptor to Town Creek. 2. Provide plan details for the gate connecting the two 6-foot chain length fences. 3. Confirm 42 inch sanitary sewer can reasonably be constructed at station 150+66 without damage to the adjacent structure. Clearly indicate in the plans and specifications how the contractor is to construct the line with limited easement and clearly show the easement in this location. 4. Since Salisbury can clean 600 feet of 42 inch diameter sanitary sewer, please eliminate the manhole at station 157+75.43 or provide the engineering basis for why it should remain. 5. Advise why the 42 inch diameter line could not be offset by 25 feet to the south to reduce tree clearing between station 151+89.67 and station 161+00.00 and to reduce conflict with the housing project at station 160+50. 6. The pipe slope into the manhole at station 161+00.00 on sheet 2 has been changed to 0.052%, but this still conflicts with the pipe slope out of the manhole at station 163+26.97 on sheet 3 which is given as 0.50%. 7. Confirm the placement of the manhole in Lafayette Street, and the placement of four manholes in Arlington Street between stations 184+44.36 and 191+63.70, will not infringe on NCDOT's requirements regarding placement of manholes. 8. Clearly identify any necessary erosion control measures in the vicinity of station 146+23.18. Sheets 3 and 4 1. Plans should provide details of anti -seepage collars and show specifically where they must be installed. Sheet 5 1. Indicate in the plans and specifications where trailer park residents will be allowed to park their cars since only walking access will be provided to their homes. Sheet 6 1. The 8-inch collection line to serve the proposed buildings is not eligible for funding. Sheets 10 and 11 1. Show on the plans how the inside drop is to be fastened to the manhole wall. Sheet 12 1. Advise if 10 foot diameter, inside drop manholes are applicable for this project. If so, include a detail and show on the plans how the inside drop is to be fastened to the manhole wall. Specifications Review General 1. Clarify how street repair is to be paid for in the contract documents. 2. All the easements for the project must be acquired prior to approval of the plans and specifications. 3. Confirm how the conditions of the original FNSI covering this project, including any required mitigative measures, have been incorporated into the plans and specifications. 4. It was stated that an SRF application has been completed and submitted to this office. This application -has not been received. 5. The actual amount of 42 inch sewer pipe still varies at different places in the specifications. The summary on page 100-1 states 4,736 feet, the bid summary on page 700-1 states 4,736 feet, and the total of the bid quantities is 4,837 feet. These need to agree and should also match a take -off from the. plan sheets. Information for Bidders Section 1. Typically we recommend that unresolvable claims be settled in a NC Court of Law, in lieu of arbitration. If this is your intention, please advise the contractors in the information for bidders. Section 400 1. The contractor will be working within the 100 year floodplain and should be required to carry flood protection insurance. 2. The contractor should not be required to insure the owner or engineer (page 400-14). These costs are not eligible. If they remain in the contract they must be broken out in the bids. Section 500 1. Remove Section 40.0 on page 500-24 related to Patent Rights since it does not apply to this project. 2. Deducting from the contract price reduces the eligible loan amount. We encourage an exchange of checks at the end of the job. Examples of where this needs to be changed are on -pages 500-24 and 500-34. Section 700 Provide the basis for fiberglass and concrete pipe alternates (pages 700-7 and 700-8). Participation will be limited to the least cost. 2. Confirm NCDOT has approved details for tunneling under East Innes Street (page 700- 12). Advise our office under what conditions tunneling would be used in lieu of boring and jacking. 3. Liquidated damages should not be used to decrease the contract amount at the end of the job (page 700-19) because it reduces the amount of the eligible project cost. This office recommends an exchange of checks at the end of the project. The owner's check covers the retainage, and the contractor's check covers liquidated damages. Section 1800 The contractor should be required to have insurance for himself and the subcontractors but not for the engineer or owner (page 1800-2). Insurance of the owner and engineer is not eligible and must be removed from the contract or broken out in the bids. Page 1C43-3 As currently specified, change orders for sheeting and for sheeting left in place will not be eligible for funding. 2. Paragraph 1 C43 AC implies that if the engineer gives direction to leave sheeting in place then the contractor will be paid for that sheeting left in place. The bids should include a unit price and realistic estimated quantity for sheeting left in place. Reimbursement for this item will only be eligible when supported with drawings showing where sheeting remains in place. 3. The last sentence of paragraph C implies the contractor would not be due an increase for changed conditions beyond his control. The contractor does not know how to plan for this in his bid and must inflate other costs just to cover the potential of additional costs. Such changes should be based on the unit prices in the bid. Page 1C44-1 1. We expect the desired degree of compaction to be carried to the top of the trench and not just to eighteen inches above the pipe (paragraph Q. Pages 1051-1 1. There are only two manufacturers of the manhole frames and covers specified on page 1051-1. Confirm if there are no other acceptable manufacturers or identify at least one more in the specifications. Page 1 C52-3 1. There are only two manufacturers of the boot connectors specified on page 1 C52-3. . Confirm if there are no other acceptable manufacturers or identify at least one more in the specifications. Section 02200 Section 02200-11, Paragraph 1.12 appears to conflict with Section 1 C44-1 for all pipeline work. Please advise where page 02200-11 applies. If it does not apply it should be removed from the specifications. Special Details Section So that there will be some uniformity in size and resemblance in cost for all projects, the sign size/dimensions are not to be greater than 4'x8' sheet of plywood, with materials readily available from local supply stores; and with lettering to identify Recipient, brief project description, consultant engineer, contractor(s), and the SRF project number, and with the separate statements "Financed in Part by State and Federal Funds" and Equal Opportunity Project". The sign should be placed in a prominent location on the project site. Special Requirements Section l . Confirm that NCDOT has reviewed and approved the new route since it was revised to avoid the petroleum contaminated soils. 2. Wetland areas must be delineated on the plans. 3. In accordance with the expired Corps Permit, the construction easement must be limited to 40 feet in wetland areas. This should be indicated on the plans. 4. The stationing addressed in the 401 Water Quality Certification does not appear to match the current plans. A 401 Certification should be obtained for the actual areas that you intend to cross. SRF Checklist Review 1. Provide a cost estimate broken down according to the line items in the bid proposal. 2. A copy of the current Corps permit and the current 401 Water Quality permit will be required before this office can approve the plans and specifications. 3. Advise in the specifications how manholes will be tested for leakage. M CITY OF SALISBURY TOWN CREEK INTERCEPTOR RELOCATION SRF PROJECT NO. CS370408-08 BIDDABILITY AND CONSTRUCTIBILITY REVIEW COMMENTS PLAN REVIEW COMMENTS GENERAL COMMENTS 1. The plans appear to be inconsistent throughout the plans and specifications. Please perform a quality control review and clarify all discrepancies. 2. Change Orders as a result of unresolved B/C comments may not be deemed eligible by this office. SHEET 1 1. Please correct all spelling and capitalization errors in the notes located on this sheet. 2. According to note 28 an anti -seepage collar is required for station 182+00. Please confirm this location. 3. The drawing number of sheet 5 appears to be incorrect either on the sheet or in the TOC. Please verify and correct. SHEET 2 1. Please verify that the 8" pipe invert by others at the manhole located at station 141+28.16 is 375.81 feet. 2. Please clarify note 6. I A site reconnaissance has been done for this project. Please indicate that the manhole at station 157+75.43 is within a wooded area. SHEET 3 1. The storm sewer at approximately 175+25 appears to show contradictory information between the plan and profile view. Please clarify. 2. Please indicate the location or vicinity of Town Creek to the interceptor between 169+00 and 178+00 on this sheet. Since the mall and asphalt has been demolished indicate where any additional erosion and sediment control measures should be used. Because of demolition, during field reconnaissance the drains elevations were 6" higher than the surrounding area. Confirm that at the time of anticipated construction this will not be the case. Clearly indicate if any additional sealed manholes are required to be vented. It appears that the MH at station 168+49.37 should be vented as seen in the profile. Please confirm. SHEET 4 1. Please identify and label all line crossings in the profile. 2. Please verify that for the stream crossing that a 6" cover over the steel casing is sufficient. 3. The notes in the profile at stations 178+50 to 180+00 are difficult to read due to being cluttered. Please clarify. 4. Please show the businesses surrounding the sewer line on Arlington Street. Clarify why a monitoring well is located in this area. Are the monitoring well's results relevant to this project? Please indicate any additional monitoring wells in the area. 5. Please indicate from the plan view where the telephone lines, fiber optic and toll line are located in the profile. SHEET 5 1. Please show the same details in the plan detail on this sheet as shown on sheet 2. 2. Please verify that the 8" pipe invert in at the manhole located at station 3+16.63 (148+28.16) is 375.81 feet. 3. The rim elevations, invert elevations, etc. do not match between the plan and profile views for SS #2 MH 4+78.72/ SS #1 MH 3+36.63. Please correct or clarify. SHEET 6 1. Please confirm that the existing 18" VC shown on this sheet is not a 15" DIP as shown on sheet 3. SHEET 7 1. Please confirm that 9467 stone will be used with the SDR 35 pipe. 2. Please change the note for the steel liner plate to 60". 3. Please provide more details and information paved invert and and concrete support for the tunneling to be done. SHEET 8 THROUGH SHEET 12 1. Please note that the ductile iron manhole cover specification was deleted. Please correct or clarify why the notes on sheet 7 through 12 still call for this. 2. Please verify that No. 67 washed stone should be used as shown in section A -A sheet 10 and 11 and not 95 through all depths. Please clarify/correct drawing. 3. It appears that the 8' diameter manhole heights given in sections A -A (2') is incorrect. Please verify. SPECIFICATION REVIEW COMMENTS GENERAL COMMENTS 1. There are numerous spelling and typographical errors throughout the specifications. A thorough quality control review should be performed. 2. Change Orders as a result of unresolved B/C comments may not be deemed eligible by this office. PROPOSAL -AGREEMENT SECTION 1. Please correct the TOC for page numbers. 2. Page 400-11 paragraph 23.0 please fill in the blank or clarify. 3. Page 500-26 please include a minimum of two signs with the signs including the SRF # and funding information. 4. Page 500-38 section 70 is not site specific. Please clarify. 5. Page 600-1 Please include the SRF conditions in the TOC. 6. Page 600-4 & 5 correct typographical errors. 7. Page 700-1 please confirm the linear feet of sewer shown, these quantities do not sum up to the line items. 8. Page 700-6 (1) and 700-10 (1) it appears that this should read 36". 9. Page 700-7 please clarify why quantities for Alt #1 are not the same as the base bid. 10. Page 700-8 it appears this is Alternate #2. Please clarify. Please clarify why quantities for Alt #2 are not the same as the base bid or Alt 91. 11. Page 700-12 &13 (b) line item specifies 125' and the plans specify 75' (sheet 4). Please clarify. 12. Page 700-13 through 18 Please confirm all quantities of manholes. There is not a line item for 4' manholes, there appears to be two 10' manholes in the plans, etc. Please correct and clarify. 13. Page 700-17 (h) it appears that this should read 16'-18'. Please clarify. 14. Page 700-19 please verify the quantities for items 14 and 15. 15. Page 700-20 please include a quantity estimate for line item 16. 16. Page 700-12 please note that line items 18, 19, 22 and 23 are not SRF eligible. 17. Page 700-25 please verify that item 23 should not be included in the second summation of costs. OWNER'S CERTIFICATES AND AGREEMENT FORMS 1. Page 1000- 4 and 5 confirm the contract time and include an area for a town official to sign the NTA and the NTP. 2. Please include a section about the Preconstruction Conference to be held for this project. DETAIL SPECIFICATIONS 1. All references to manufacturers should include three or more or none at all. 2. Page 1 C 26-3 it appears that the section reference for trench construction is incorrect. Confirm 18" depth cover over top of pipe. 3. Page 1C41-2 please clarify paragraphs F and H found on this page. 4. Page 1 C44-1 confirm and clarify backfilling requirements.. Confirm 18" compaction only for deep trenches. 5. Page 1061-1 section needs to be site specific. Please delete reference to railroad unless it does apply. 6. Page 1C70-1 please clarify what is considered "clean water" that the Contractor can use to test the piping. Should the contractor include the price for clean water in the line bid for pipe? 7. 1 C70 confirm how often all the testing required in this section will take place. The Low Pressure Air Test specification appears to have been deleted for the specifications. Delete reference or clarify. 8. Page 02102-1 it appears that protection devices are not indicated on the drawings of items to remain. Please indicate devices and trees designated to remain or remove or clarify specification. 9. 02200 Responses to comments indicated this section was to be removed. It is still included in the specifications and should be included. Please make the section site specific. 10. Page 02200-4 1.5.11 clarify where sheet piling is indicated on the drawings as stated in this paragraph. 11. Page 02200-6 1.6 please confirm that this section is needed for this project. If this is needed please indicate where lump sum price is to be given for the excavation of material. 12. Page 02200-6 1.7 please confirm that this section is needed for this project. If this is needed please indicate where borrow and spoil areas will be on the drawings. 13. Page 02200-8 confirm that horizontal layers (lifts) should be 8" and not 6" as stated in the drawings. 14.
