This places upon you the responsibility of taking necessary steps to provide a properly certified operator to operate your -facility in order to remain in compliance with the provisions of Article 3, Chapter 90A of the General Statutes of North Carolina. Please be reminded that it was your responsibility to encourage your Operator in Responsible Charge to make every effort to become permanently certified by examination during the Temporary Certification period.. If your operator has achieved permanent certification, please advise this office accordingly. If not, please advise of reasons for failing to.comply with this requirement. You should be advised that the Certification Commission expects every facility owner to have their Operator in Responsible Charge properly trained and certified by examination and hold a certificate grade equal.to that of the plant classification or higher. The Certification Commission will be extremely reluctant to renew a Temporary Certificate, if the above efforts have not been made. In addition, the Commission will only consider issuance of Temporary Certification when the supply of permanently certified operators is inadequate within the area of the facility or in cases of extreme extenuating circumstances. Persons being issued Temporary Certification must possess the required experience and education to be eligible to take examination for the grade equivalent to the plant classification. Considering the retention time (40"days),.I believe that the only solids which will be deposited in the basin will be an ash=.vr=the inert portion of.the biological organisms which will buildup very slowly. Ire the event that solids do build up unexpectedly, these.solids could be pumped out by the same method used to pump out septic tanks. No storm water may be allowed to enter the system.through the cattle holding pens, concrete pad or other source or over the pond dikes. The ponds should be protected from the 100-year flood. Please confirm that erosion protection has been considered. Iudicate'the pond liners or compaction specifications. We'recommend an impermeable liner for the aerated lagoon. 2. Any entrance of salt into the system must be eliminated. 3. Cleaning hoses for the cattle pen and other areas.,requiring hand cleaning.must.be equipped with automatic shut -offs. Rex Gleason DIP SUBJECT: Bringle's Abattoir,, Salisbury Rowan County This Office has contacted Mr. E. B. Stafford, consulting engineer, concerning comments made by the Engineering Section on the proposed extended aeration system to serve Bringle's Abattoir. Mr. Don Jacobs indicated the following items needed to be clarified.before issuance of a permit for this sytem: (1) A minimum freeboard of 2 feet must be maintained. (2) What provisions will be made for removal of solids from the lagoon. (3) Considering the geometry of the lagoon and the proposed treatment process, it'appears that the mixing:requirements should be the governing factor in computing the amount of air required in the, aeration area. Mr. Stafford has explained that two feet of freeboard can be maintained by minor construction modifications. Concerning the second comment listed above, Mr. Stafford explained that the rate of sludge production should not be so great as to cause a;sludge removal problem. Since the lagoon has a volume of approxim- ately 20 days retention time at a design flow of 9,000 gallons per day. However, the present and the foreseeable future flow is 4,500 gallons per day. Therefore, it is the writer's belief that most solids will be oxidized in the aeration basin. If solids do build up, Mr. Stafford has explained that they could be pumped out on demand since the lagoon has a concrete bottom (by portable pump). -It is not rec- ommended that permanent sludge handling equipment be required. Mr. Bringle does own property suitable for the wasting of sludge from the lagoon. The final comment concerning the system is related to mtxing requirements in the lagoon. Attached is a proposal by the manufacturer of the "Helixors" which. specifies five "Helixors" as suitable for the mixing of the 180,000 gallon. lagoon. The dimensions of the lagoon have also been recommended by the manufacturer (see attachment). Mr. Stafford.has changed the design slightly by doubling the expected flow and BOD and providing three additional Helixors to provide for this additional 02 demand. 1 V W. E. Long, Jr. Page Two August 19, 1976 Since only five "Helixors" were recommended by the manufacturer for mixing of the basin, eight should be more than adequate. Copies of the engineering proposal submitted by the manufacturer are attached for your information. Also, there is -a copy of the manufacturers brochure which shows a cross-section of the "Helixor" and explains how 0 transfer and mixing are accomplished. Also attached is the engineering proposal_iubmitted by fir. E. B. Stafford. It should also be noted that five smaller "Helixors" have been provided for sludge return from the clarification basin as per the manufacturer's recommendations. These additional. "Helixors" would also tend to provide mixing., --and_ 02 transfer -above calculated requirements. With the review of the material provided, it is the writer's recommendations that the proposed system be approved as submitted, provided two feet'of freeboard is maintained in the basin.
