Please review the new permit to'familiarize yourself with the changes in the reissued permit. The general permit authorizes discharges of stormwater and some types of wastewater. You must meet the provisions of the permit for the types of discharges present at your facility. This permit is reissued, pursuant to the requirements of North Carolina General Statute'143-215.1 and the Memorandum of Agreement between the state.of North Carolina.and the U.S. Environmental Protection Agency, dated December 6,' 1983. The -following information is included with your permit package: • A new Certificate of Coverage • A copy of General Stormwater Permit NCG020000 • A copy of a Technical'Bulletin for the general permit • Five copies of Discharge Monitoring Report (DMR) Forms - wastewater and stormwater. • Five copies of Qualitative Monitoring Report Form Your coverage under this general permit is not transferable except after notice to DWQ..The Division may require modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal requirements to obtain other permits which. may be required by DEN or relieve the permittee from responsibility for compliance with any other applicable, federal, state, or local law, rule, standard, ordinance, order, judgment, or decree. The Division has reviewed a request submitted by you on behalf of Martin Marietta Aggregates which in reference to the disposal of approximately five tons of material per year that is generated from the equipment repair shop at the Salisbury steam cleaning station. Your request consisted of the Division allowing the blending of this material with the crushed stone production at the quarry and subsequently, crushed at the Woodleaf quarry with the shot rock, 13 miles away. This crushed material would then be utilized as a base material on road construction projects. The sludge, as you have explained, is generated as a result of the steam cleaning of equipment which is brought in for repairs at the shop. The material is settled out in a catch basin which is a component of an ultrasorb wastewater treatment unit. You have indicated that the majority of this material consists of mud, oil and grease that will be removed from the equipment being brought in. Results of analysis of this material that was submitted indicate that the sludge is non -hazardous and non -toxic. These results certainly would indicate that this type of disposal would not cause any kind of adverse effect, especially with regard to the volume of material it is being blended with prior to any disposal or use of the material. The Division does have some minor concerns regarding the control of materials that may be classified as hazardous or toxic accidently entering the wastewater treatment system. When the equipment is brought in for repairs, it is possible to have used oil and antifreeze at this site including solvents, degreasers and other cleaning agents that could potentially discharge to the ultrasorb unit. These materials are not allowed to be utilized in a program for the application of this material even in the situation that you describe. If it is possible that a material which could be classified as a hazardous or toxic waste to enter the system, the residuals could possibly be regulated by the Division of Solid Waste Management. The Land Quality Section of NCDENR identified the discharge during a recent inspection on this same date. Though we normally do not discharge from this closed -loop system, the plant was in error by raising the pond elevation to allow a discharge to occur. On March 12, 2001, a discharge sample was taken to officially document the discharge during the first quarter of 2001. The normal reporting procedure will be followed to indicate the laboratory analysis results for this discharge. On -site personnel have been instructed to maintain a water level such that no additional discharge will occur from this fresh water pond. Care will be taken to replenish the fresh water pond as needed, with stormwater runoff accumulation within the pit. If no additional water is needed in the fresh water pond, a normal discharge of this pit water will be conducted along with the required laboratory analysis and reporting.
