FACILITY OVERVIEW:
This facility is 100% domestic waste. The application notes that the residential area has 75 homes and
estimates serving 225 people. The design capacity of the treatment system as built is 0.025 MGD and consists
of the following wastewater treatment components:
• 13, 000 gallon equalization basin with manual bar screen and lift pumps (old plant)
• 25,000 gallon extended aeration basin with dual blowers
• Dual rectangular hopper clarifiers
• Four tube tablet chlorinator
• Chlorine contact chamber
• Dual tablet dechlorinator unit
• Aerobic sludge digester
No modifications were noted or proposed in the current application.
Most recent inspection (4/19/2018) noted a few maintenance issues including need to clean the chlorine
contact chamber with next system pump out; sludge blanket level noted as being high and need to maintain the
right of way to the outlet. Inspection also indicated that there were no instream issues observed.
COMPLIANCE:
During the permit cycle this facility did not have any enforcement actions and only had a few minor issues that
lead to notices. This included an NOV for a fecal exceedance (2016); an NOV for BOD frequency violation (2019)
and an NOD for a late DMR (2019).

FILE HISTEORY REVIEW SUMMARY
• Waste Load Allocation (WLA) in 1985 for 0.025 MGD discharging to Pond Creek (not to a UT).
Authorization to Construct (ATC) issued in 1985 for construction of 13,000 GPD facility.
• 1991 WLA establishes the discharge as to a zero flow unnamed tributary to Pond Creek. Limits
modified to reflect this change with Fecal dropping from 1000 to 200. Chronic Toxicity limits are added
to the permit as it is noted that the facility cannot meet NH3-N limits.
• 1995 WLA - no changes. Permittee requested review of flow but USGS verifies zero flow. No changes to
allocations. New ATC issued in 1995 for construction of 25,000GPD treatment system.
• 1998 - At permittee's request, the Division approves modification of the permit to replace toxicity
testing requirements with NH3-N limits set at 2mg/L in summer and 4 mg/L in winter (monthly
average)
• 2000 Permit Renewal - no changes from 1998 modification.
• 2005 Permit Renewal -NH3-N daily max limits are added - 10 and 20 mg/L (summer & winter).
Reissued permit also adds TRC limit at 17 µg/L.
• 2011 Permit Renewal - the treatment system components list is updated to clarify the system. Outfall
latitude and longitude are also updated.
• 2016 Permit Update - includes regulatory citation updates.

MHP wastewater discharge permit (NC0075680). I hope to have the draft available for public
notice soon. I wanted to try and get in touch with Mr. Kevin Hamlin about the renewal process.
The Division of Water Resources is currently transitioning towards electronic correspondence in
order to provide more convenience, control, and security to our permittees and assist them in
processing their transactions. This will hopefully provide more efficient service to our permittees
and other partners and will allow us to more effectively process and track documents. With this,
we would like to ask you for your approval of the transmittal of documents related to your
permitting and related activities with the Division in an electronic format. Documents will be
emailed to the appropriate contact person(s) in your organization in a PDF format.
Please respond to me through email with verification that transmittal of your documents in an
electronic manner is acceptable to you. If you have any questions, please feel free to contact me.
At this time contact through email is best since most of our staff are working out of the office. If

The permit application lists Mr. Hamlin as the Responsible Party for the permit but did not give an

No further comments on Wedgefield.
They are still using the EQ and the flows will now be reported accurately as they have in the past. They changed operator and she was likely not using
well records. They have not added anymore trailers yet but still plan to in the future. The permit says continuous which I am ok with especially with
them wanting to add more trailers.

Here is the 2016 permit.
I'll take care of the issue with the DOSA file in the wrong folder. I think I got it in the wrong place so I can fix that.
One other place to look for file in the NPDES Permitting Sharepoint Site. When we created that we gave access to lots of people in the
regional office and I'm sure you have access (If you don't I can give you access). We pulled a bunch of stuff from the old S:Drive there. For
example, all the NPDES Permit folders from the S:drive are there. I can help you get to it if you want to use that.

I have a call in regarding the EQ and flow Ws. Will let you know once I confirm.
I don't like laserfiche for several reason. But I went to the subject folder in LF looking for the previous permit and cannot find it. I always want to
compare the old with the draft, so could you please send me the old (current) permit please. Also when I went to Wedgefield in LF I saw a DOSA doc and
did not know what that was, so I opened it and it was in the wrong folder. Go look, it is the Delegation of Signature Authority for Rosewood. Do you
want me to let Bev know of this error or do you want to?

Sorry, me again. Realized you had some other comments I didn't respond to. The old plant used as EQ basin - this has been in the permit
since 2011. 1 think they may have got that from the 1995 ATC that says the construction of the new treatment system will include an
aerated equalization basin constructed from the old plant. But it didn't show up in the system components that way until 2011. in their
current application that include the same language under the system components?
I don't much additional info about any added trailers, but the renewal application shows 75 home which is up from 62 in the 2016
application.

I'll correct the County in the Fact Sheet. Thanks for catching that. For the flow numbers, yes, 2020 data all has the same value but for the
prior years it wasn't that way? The Fact Sheet averages, etc. are based on data from the whole permit cycle.

The Fact Sheet has Transylvania listed as the county, that is incorrect it is in Buncombe county. The fact sheet shows very different flow numbers, I only
looked at 202 and they are all 0.002 and I believe he uses his water meter for the flows. So that struck me as odd in the fact sheet.
