I have attached the data for both first and second quarter of 2020. Since our previous report the USGS has assigned the
CFS flow rates to our gages and have updated the historical data, so the report shows flow rate back to January of this
year. The discharge represents our troubles well with maximum discharges of 173 CFS down to 0.84 CFS in June. From
June 7t" thru June 13t" we had a very dry period and the 12t" and 13t" of June we were below the required minimum rate
of discharge set by permit at 1.26 CFS. We then had rain and have been well above since that time.
In response the those low flow days, we made an operational shift at our water treatment facility. We drastically slowed
the flow into the plant which is normally 750 GPM, and began treatment setup to operate at a 450 GPM flow from the
raw water intake. We extended our operational shift from an average 8 hour run time to an average 16 hour run time
daily to allow for less impact on the withdrawal from the lake and still maintain our current production needs. It should
be noted that during this time we maintained flow across our spill way at all times. We believe that the change in
operation made significant positive impact on the discharge flow rate, and we continue to maintain that operational
standard today.
We have also continued forward on securing additional water supply source for the town. We have received
authorization to proceed on three test well across our township in hopes of finding viable well source water to
supplement our system and relieve pressure on the lake withdrawal. McGill Associates are currently preparing the bid
documents to allow for drilling in August of this year. Should we find a viable site we will prepare for well development
directly to our distribution system. We also continue in our efforts to construct the Watauga River Intake site. We still
do not have approval from Watauga County.
I am concerned that on such a historical period of rainfall this year, that we already had difficulty maintaining the
required discharge rate. I expect that we will have much more difficulty in late fall if we do not continue to have the
amazing amounts of rainfall we have been experiencing. We will continue to develop source water as we can, and we
continue to replace water mains and services across the mountain in efforts to reduce unaccounted for water in our
system.
