I have finalized my review of the Year 4 Monitoring Report for the Neville Farms Mitigation Bank.
My comments on the report are provided below:
1. Section 3.0 is referenced as being where implementation of the Adaptive Management Plan
is detailed. However, Section 3.0 does not provide any details on how the AMP was
implemented. Per the AMP, there should have been soil testing, amendments, replanting,
etc. However, the only thing mentioned was the application of an herbicide near Plot 7.
As indicated in the last credit release letters issued for Phase I and Phase II, "Future credit releases
will be dependent on successful implementation and completion of the approved Adaptive
Management Plan ". Since there is no evidence provided in the Monitoring Report that the AMP has
been fully implemented, DWR cannot issue a credit release at this time. Photo documentation of
supplemental plants should also be included . It is recommended that stems be flagged so that they
show up in the pictures as part of the replant.
