The Division of Water Quality issued a Coastal Stormwater Management Permit, Number SW8991244 to Sneads Ferry
Main Post Office for a High Density Project on February 24, 2000. This permit expires on February 24, 2010. Section
.1003(h) of 15 A NCAC 2H .1000 (the stormwater rules) requires that applications for permit renewals shall be submitted
180 days prior to the expiration of a permit and must be accompanied by a processing fee, which is currently set at
$505.00. If this is still an active project please complete and submit the enclosed renewal application in a timely manner. If
this project has not been constructed and a permit is no longer needed, please submit a request to have the permit
rescinded. If you have sold the project, or are no longer the permittee, please provide the name, mailing address and
phone number of the person or entity that is now responsible for this permit Enclosed is a form for change of ownership,
which should be completed and submitted if the property has changed hands.
Your permit requires that upon completion of construction and prior to operation of the permitted treatment units a
certification of completion be submitted to the Division from an appropriate designer for the system installed. This is to
certify that the permitted facility has been installed In accordance with the permit, the approved plans, specifications and
supporting documentation. Please include a copy of the certification with your permit renewal request and processing fee.
Enclosed is a copy of a sample certification. Also enclosed is a new Operation and Maintenance agmement that should
be completed and submitted along with your renewal application.
You should be aware that failure to provide the Designer's Certification and the operation of a sormwater treatment
facifity without a valid permit, are violations of NC General Statute 143-215.1 and may result in appropriate enforcement
action including the assessment of civil penalties of up to $10,000 per day.

above referenced project as shown below;

Carolina, having.been authorized to periodically observe the construction of the Sneads Ferry Main
Post Office, Stornwater System, Permit No. SW8 991244, hereby state that due care and diligence
was used in the'observation`of the project construction such that the: construction was observed to
have been built within substantial compliance and intent of approved plans and specifications.
The attached Stormwater System Construction Certification Checklist is included as part of
the certification.
The following list are noted deviations from the plans:

Subject: REQUEST FOR ENGINEER'S CERTIFICATION

Dear Mr. Walsh:
On February 24, 2000, the Division of Water Quality issued a Stormwater Management Permit for Sneads Ferry
Main Post Office. Per the terms and conditions of the permit, and Stormwater Regulation 15A NCAC 2H.10080), which
stipulates the following:
"Upon completion of construction, the designer for the type of Stormwater system installed must certify
that the system was inspected during construction, was constructed in substantial conformity with plans
and specifications approved by the Division and complies with the requirements of this Section prior to
issuance of the certificate of occupancy."
As of this date, our records indicate the required designer's certification has not been received. Operation of the
stormwater system prior to submission of the required certification is a violation of NCAC 2H.10080) in accordance with
NCGS 143-215.6. Construction is considered complete at the time the project is occupied by an owner or tenant for its
intended use. Please submit the required certification by October 18, 2000. Failure to submit the certification is considered
a violation of the permit, and is subject to enforcement action, per NCGS 143-215.6A.

Dear Ms. Lewis:
This letter is in response to the comments in your letter dated January 31, 2000 concerning the
above referenced project.
Please find enclosed a copy of Sheet C1.2 showing the areas draining to the pond delineated
in "red".
2. The existing gravel drive within the existing access easement between the post office and the
pond is maintained by the adjacent property owner, and will be relocated to keep it in the
easement and out of the northwest corner of the post office site. None of the area between the
post office parking lot and the pond is accounted for in the pond calculations as none of it will
flow to the pond. I have now designed a slight Swale on the north side of the drive to handle
any runoff that may flow to that side of the drive.
The Berm Note has been revised and the berm is now shown on the "Stormwater Detention
Pond Cross -Section Detail" on Sheet C1.3.
Please find enclosed two (2) copies of revised Sheets C1.2 and C1.3 and a copy of Sheet C1.2
showing areas delineated in "red".

The Wilmington Regional Office received a Stormwater Management Permit Application for Sneads
Ferry Main Post Office on December 23, 2000. A preliminary review of that information has determined that
the application is not complete. The following information is needed to continue the stormwater review:

Please delineate the 1.19 acre drainage area.
2. Have you accounted for the existing gravel drive in the access easement, and/or future
pavement? No existing grades are shown to indicate how the gravel drive will drain. It appears
that some relocation of the gravel drive will be needed in order to grade the swale at the
northwest corner of the site, which will route offsite runoff around the site.
3. Please show the proposed V berm that will direct offsite runoff around the pond in the pond
section detail.

Please note that this request for additional information is in response to a preliminary review. The
requested information should be received by this Office prior to March 1, 2000, or the application will be
returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the
application fee.
If you need additional time to submit the information, please mail or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. The request must indicate
the date by which you expect to submit the required information. The Division is allowed 90 days from
the receipt of a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an approved
Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action
pursuant to NCGS 143-215.6A.
Please reference the State assigned project number on all correspondence. Any original documents that
need to be revised have been sent to the engineer or agent. All original documents must be returned or new
originals must be provided. Copies are not acceptable. If you have any questions concerning this matter please

SNEADS FERRY MAIN POST OFFICE
Stomiwater Narrative
The New Sneads Ferry Main Post Office is being developed by W. Keith Walsh, LLC for the United
States Postal Service. The project consists of one proposed building. The asphalt drives and parking
areas will be constructed with curb inlet catch basins to collect stormwater and route it to the
stormwater detention pond prior to releasing the stormwater runoff to the existing roadside ditch.
The project drains into an unnamed tributary which flows into Everett Creek which is classified as
SA waters. To determine if the unnamed tributary is SA waters, a stream sample was collected by
Beachams Laboratory, at a point one-half mile downstream from the proposed pond. (See the
attached lab report and vicinity map). The chloride content in the sample was 198 ppm which is
below the limit of 500 ppm for SA waters. Therefore, the unnamed tributary is not SA waters,
therefor a stormwater detention pond is allowed.
