This law impacts any development approval issued by the Division of Water Quality under Article 21 of Chapter 143 of the General Statutes, which is current and valid at any point between January 1, 2008, and December 31, 2010. The law extends the effective period of any stormwater permit that is set to expire during this time frame to three (3) years from its current expiration date. On August 2, 2010, the Governor signed Session Law 2010- 177 which grants an extra year for a total.of four (4) years extension. Accordingly, Stormwater Permit # SW8 991224 which has already expired on March 31, 2010, is now in Effect until March 31, 2014. Please resubmit the renewal application and fee at least 180 days prior to March 31, 2014, which would be September 30, 2013. The inspection was performed to determine the status of compliance with Stormwater Permit Number SW8 991224, issued to you on March 31, 2000. The project has been found in violation of Stormwater Permit Number SW8 991224, issued pursuant to the requirements of 15A NCAC 2H.1000. The violations found are: Failure to certify the stormwater_ system. A file review revealed that this office has not received a Designers Certificate. Permit condition states that upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. This Office requests that you respond to this letter in writing within 30 calendar days of receipt of this Notice. Your response should be sent to this office at the letterhead address. (PSI) has performed a supplemental soil test boring in the area of the proposed detention pond at the above referenced project site. The purpose of the supplemental boring was to facilitate examination of the soils for features indicating the Seasonal High Water Table (SHWT) depthleievation. The supplemental boring was performed to a depth of 12 feet. Continuous split -spoon sampling of the soils was performed in the boring. Each soil sample retrieved was examined for features indicating groundwater influence, such as a mottled or gleyed appearance. Our examination of the soils revealed that the soils to a depth of approximately 6% feet consisted of clean, fine sand having a tan to brown color. Beginning at a depth of 6112 feet and extending to the boring termination depth of 12 feet, the soils consisted of clean, fine to medium grained sand having alight gray color. No groundwater was encountered in the boring, but the soils were judged to be damp below a depth of approximately 8 feet. Based on the relatively abrupt change to a gray color of the soils, indicating a water induced deoxidizing environment, we interpret the SHWT elevation to be at a depth of 6Y2 feet below the existing ground surface. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: I. Delineate all wetlands on site, or note on the plans that none exist. 2. Groundwater is not the same as the Seasonal High Water Table. The SHWT elevation is determined by the mottling and mineral leaching seen in the soil. Please have the geotechnical engineer make a recommendation as to the approximate SHWT elevation. The 50 year, 24 hour storm event will dump about 9 inches of rain around here, but the supplement indicates that the design storm is only 2.65". According to the calculations, the 10 year, 6 hour storm will result in 2.65" of runoff. I think the justification for not providing the bypass based on treating the runoff from a 50 year storm needs to be revised to a 10 year storm. The SCS method is not recommended for use by the State since it generally results in lower volumes. Please see the enclosed volume calculation method used by the State, which is shown in the BMP document as well. 4. For small numbers Iike these, please report them in square feet on the application. 5. The proposed amounts of BUA do not match up on the application. The upper boxes of Section III, Part 6 lists the total proposed BUA as .85 acres, but the lower portion total is 1.2 acres. Please clarify. The total BUA from the lower boxes is transferred to the upper boxes. Built -upon area does not include grassed landscaped areas, but it will include the turfstone parking area. 6. The application indicates that there are .06 acres of existing impervious. What and where is this existing impervious area? Please show on the plans. Is RTMSC Coastal Region a Corporation, Partnership, LLC, etc.? The plans submitted indicate that a portion of the access road to this project will not be collected and treated in the basin. All impervious surfaces associated with the project, onsite and offsite, must be treated. Even though a portion of the access drive is not located on your property, it is part of the project and must be collected and treated in the basin. Since this area has not been accounted for, please revise the application and calculations. -/' 9. NCAC 2H.1003 (e) provides the rules on who can sign a permit application. Only the president or vice president of the company (Arby's) can sign it. If someone other than the aforementioned persons signs the application, a signed letter of authorization from one of the aforementioned persons must accompany the application. 10. Based on the survey map provided, the runoff from the existing pavement south of the proposed turfstone parking area appears to drain toward this new project. Since this site is using a Swale to collect runoff from the proposed pavement, and direct it into the infiltration area, I have to ask where the runoff from the existing pavement is going. If it enters the new Swale and cannot be routed around the proposed basin, the application will need to be revised to address this area. If this runoff cannot be routed around, and is indeed entering the proposed basin, please provide a delineation of the entire offsite drainage area that contributes runoff, and account for it in the blank in Section III, Part 6 of the application labelled "Offsite" area. If the runoff is to be routed around the basin, please show on the plans how this will be accomplished. If the runoff from the existing parking area does not enter this system, please show any existing drainage structures on the plans. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior tq February 28, 2000, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter. The request trust indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. This information will indicate that subsurface water was encountered at an elevation at least 9 feet below existing conditions. This corresponds to a subsurface water elevation of 51.0'. Arbys site will utilize some fill to establish desired grades and elevations for the building and associated parking lot The exception being the excavation for the proposed onsite pond. The bottom elevation of this pond is designed at an elevation of 54.0' placing the subsurface water elevation at least 3 feet below the bottom of the pond. Likewise, the boring logs and report narrative do not mention or make reference to soil mottling. Boring B-7 indicates this portion of the lot has possibly received fill previously in the amount of approximately 1.5 feet. Linda, you have already stated that you have no concerns about the SHWT becoming an issue for this project. We have made our best efforts to satisfy this comment. Information regarding groundwater encountered in our test borings performed at the site was previously provided in our Geotechnical Engineering Services Report dated April 9, 1999. In our report we noted that groundwater was encountered at a depth ,of 9 feet in 2 of the 9 borings, which were drilled in late March of 1999. In response to your recent request, we have subsequently reviewed the Soil Survey for New Hanover County, North Carolina for information regarding the Seasonal High Water Table (SHWT). We are attaching a copy of the Soil Survey map sheet encompassing the project site with this letter. Based on our interpretation of the soil maps, the site is located in a unit area identified as Urban Land (Ur). According to the Soil Survey, "Urban land consists of areas where the original soil has been cut, filled, graded, or paved so that most soil properties have been altered to the extent that a soil series is not recognized". Such areas are typically developed with buildings. pavements, etc. so that the ground surface is principally covered up. As a result, the Soil Survey does not provide any information regarding the SHWT in this area. Two soil series adjoin the Urban Land unit: 1) Baymeade (Be) and 2) Wakulle (Wa). Since the line differentiating these two soil series does not cross the Urban Land unit, we can not discern which soil series was likely to be representative for the site area prior to its development. The Baymeade series is reported to have a SHWT at a depth of 4 to 5 feet during the months of December to April. (PSI) is pleased to submit this geotechnical engineering services report for the above referenced project. Included in this report are the results of the exploration and our recommendations concerning general site development and the design and construction of foundations, floor slabs, and pavements. EXECUTIVE SUMMARY The planned development consists of a one-story, wood -frame building having a footprint area of about 3,200 square feet. The building will be supported on a monolithic "turn -down" slab foundation. Structural loads on the building consist of 3-kip column loads and 840 pound per lineal foot maximum wall loads. Traffic loads for the project include an AASHTO design load of 5 18- kip ESALs per day, with a service life of 20 years. The site for the proposed development was grassed with sparse mature pine trees at the time of our field operations. The site was bounded by existing roads to the north and east and by development to the west and south. Ground surface topography at the site was nearly level, with site grades varying less than 2 vertical feet. The borings performed during this exploration encountered topsoil, possible fill (about 1'/z feet) in boring B-7, and native soils beneath. The possible fill and native soils consisted of poorly graded sands having SPT resistances on the order of 3 to 14 blows per foot., Groundwater was encountered ,,in borings B-1 and B-2 at a depth of 9 feet below the ground surface. Based on the results of the subsurface exploration and the information in the Architectural and Civil Engineering Drawings provided to us, we recommend supporting the proposed buildings using Professional Service Industries, Inc. • 112 Shorecrest Road • Columbia. The site should be proof -compacted prior to beginning foundation and pavement construction to consolidate the upper loose soils at the site. Foundations may be designed for an allowable bearing capacity of 2,000 pounds per square foot. Minimum lateral foundation dimensions should be 24 inches and 12 inches for column and wall foundations, respectively, with a minimum bearing depth of 18 inches. On -grade slabs for the building may be designed using a subgrade-modulus of 50 pei, and should be underlain by a minimum 4 inches of "clean" granular materials. All flexible pavement sections for this project should consist of 1 inch asphalt wearing course, 2 inches asphalt binder course, and 6 inches of Aggregate Base Course. Rigid pavements should consist of 6 inches of reinforced concrete over 4 inches ABC. PSI cannot be responsible for the interpretation or implementation of this report by others. PSI should be retained to perform services sufficient to assure that the recommendations presented in this report have been properly interpreted and implemented. PROJECT INFORMATION Project Authorization Our services have been performed in accordance with PSI Proposal 451-9010 dated March 17, 1999. Authorization to perform our services was provided by issuance of RTM's Purchase Order #NF100 dated March 18, 1999, which referenced our proposal. Project Location and Description The project site is located on the south side of Shipyard Boulevard, between 17"' Avenue and New Kirk Boulevard in Wilmington, New Hanover County, North Carolina. The site is bounded to the north by Shipyard Boulevard, to the east by New Kirk Boulevard, to the west by an existing Wendy's restaurant, and to the south by the Shipyard retail shopping center. Information concerning the proposed development was provided on a set of Architectural Drawings for the project by Mr. Jackson, and on information from Charles McCann & Associates, the project structural engineer. The proposed development will consist of a new one-story restaurant facility having a total area of approximately '3,200 square feet. The proposed building will consist of a wood -framed structure, supported on a concrete floor slab. This slab will have thickened areas at the edges and at column locations, and is commonly referred to as a "turn -down" slab. The Architectural Drawings provided to us indicate a asphalt pavement section consisting of 1 inch asphalt surface course, 2 inches asphalt binder, and 6 inches of crushed stone materials. Rigid pavement -is proposed to consist of 6 inches of concrete with welded wire mesh, underlain by 6 inches of crushed stone materials. Traffic loading information for this project site was not available at the time of this report. For the purposes of providing pavement section recommendations, we have assumed a 18-kip Equivalent Single Axle Load (ESAL) of 5 per day (AASHTQ minimum loading) and a design life of 20 years. This minimum traffic loading corresponds to about 1,500 vehicles per day (4 kips gross weight), one delivery truck per day (24 kips gross weight), and 2 tandem -axle garbage trucks per week (60 kips gross weight). Based on the existing site grades and our understanding of the proposed development, less than 1 foot of mass excavation and/or structural fill placement will be required to achieve finished subgrade elevations at the site. The site plan provided with this report was reproduced from a plan provided by Mr. Jackson. The recommendations provided in this report are based on this building location. If any of the noted information or assumptions are incorrect or have changed, please inform PSI so that we may amend the recommendations presented in this report, if appropriate or necessary. Purpose and Scope of Services The purpose of this exploration was to evaluate subsurface conditions at the site and to provide recommendations regarding foundation design, floor slab design, pavement design, and general site development for the proposed construction. The scope of the exploration and analysis included the following: • We performed a site reconnaissance. • We contacted appropriate authorities to identify underground utilities at the site. • We performed 2 soil test borings in the proposed building area and 7 soil test borings in proposed pavement areas, and prepared Boring Records for each boring describing the types of soil encountered and other pertinent information. • We conducted a geotechnical engineering evaluation of the available data to provide recommendations regarding foundation type, including allowable foundation bearing pressure and estimated settlements, floor slab design, flexible and rigid pavement design, and construction considerations such as subgrade preparation, excavation characteristics and fill placement at the site. • We prepared an engineering report presenting data, soil boring records, observations and recommendations. Discussion of the field and laboratory procedures utilized in this exploration is presented in Appendix C of this report. 4 RTM-Atlantic Coast Region PS[ Project 458-95015 April 9, 1999 Page 4 of 10 The scope of services did not include an environmental assessment for determining the presence or absence of wetlands or hazardous or toxic materials in the soil, bedrock, surface water, groundwater, or air, on or -below or around this.site. Any.statements in this report or on the boring _ logs regarding odors, colors, unusual or suspicious items or conditions are strictly for the information of the client. It is recommended that such an assessment -be performed prior to development. SITE AND SUBSURFACE CONDITIONS Site Conditions At the time of our field operations, the site was vegetated with grass and sgveral mature pine trees. Ground surface topography at the site was nearly level, with vertical relief at the site visually judged to be on the order of 2 feet. No paint markings were observed in the building or pavement areas of the site, which would indicate the presence of underground utility lines at the site. Subsurface Conditions Subsurface conditions were evaluated by drilling five soil test borings at the site using a Mobile B-56 truck -mounted drill rig at the locations indicated on the Boring Location Plan presented in Appendix A. The borings were located in the field by PSI representatives by measuring distances and approximating angles from known site reference points. The following subsurface description is of a generalized nature, provided to highlight the major soil strata encountered. The Boring Records should be reviewed for specific information as to individual boring locations. The stratifications shown on the Boring Records represent the conditions only at the actual boring locations. Variations may occur and should be expected between boring locations. The stratifications represent the approximate boundary between subsurface materials and the transition may be gradual. Topsoil was encountered in all of the test borings to depths of about 2 to 3 inches. Below the topsoil in boring B-7, soils judged to be possible fill materials were encountered to a depth of about 1'/2 feet below the existing ground surface. The possible fill materials were classified as a fine sand containing traces of gravel,' having a Standard .Penetration Test (SPT) resistance on the order of 7 blows per foot (bpo. Below the possible fill in boring B-7, and beneath the topsoil in the remaining borings, undisturbed natural soils native to the Coastal Plain Geophysical Province were encountered. The native soils generally consisted of very loose to medium dense poorly graded sands, having SPT resistances ranging from 3 to 14 bpf. ��a . RTM-Allantic Coast Region PSI Project 458-95015 April9, 1999 Page 5of10 Groundwater Information Groundwater was encountered in borings B-1 and B-2 at a depth of abo feet below the exisitng, ground surface at the time of drilling. For safety reasons, the borings were backfilled immediately after drilling. Normal groundwater levels will fluctuate with seasonal variations. We recommend that the Contractor determine the actual groundwater levels at the time of construction to determine groundwater impact on the construction procedures. EVALUATION AND RECOMMENDATIONS Based on the results of our field exploration, analysis, and our understanding of the proposed development, we believe that the proposed restaurant may be supported on conventional shallow soil -bearing foundations after appropriate site preparation, as described in this report. The following sections address the specifics of our recommendations. Site Preparation Initial site preparation procedures should include removal of all existing trees, grass, topsoil, and any other unsuitable materials from within the construction area. Although not encountered at this site, any debris- or organic -laden soils encountered during sitework need to be completely removed- within the building footprint, regardless of their apparent quality or consistency. These unsuitable soils likewise should be removed from the upper 3 feet of pavement subgrades. As stated earlier in this report, no underground utility lines were identified which could impact construction of this project. However, private service lines or unidentified utility lines may be encountered during site grading and/or new utility line construction. If encountered, removal ,or relocation of existing underground utilities should be completed prior to commencement of construction. If not removed, any underground utility pipes greater than 4 inches in diameter should be filled with flowable concrete grout, while the ends of utility pipes less than 4 inches in diameter may be plugged with concrete to prevent the inadvertent introduction of fluids into the construction area. All utility excavations should be backfilied with controlled, compacted fill as outlined in this report. .The test borings indicated the presence of very loose sands at the ground -surface which extend to depths of about 3 ,feet below the existing ground surface. For this reason, we recommend that the site be proof -compacted with a vibratory smooth -drum compactor before new fill placement and after mass excavation to achieve subgrade elevations. The proof -compaction should be performed until a density of at least 98 percent of the standard Proctor maximum dry density (ASTM D-698) is achieved in the upper 3 feet of subgrade soils. RTM-Atlantic Coast Region PSI Project 458-95015 April9, 1999 Page 6 of 10 A representative of PSI should be present during proof -compaction to document that the specified compaction levels are being achieved. Soils observed to pump or deflect will require removal and replacement prior to construction. Recommendations for removal should be determined by a representative of the Geotechnical Engineer at the time of construction. During site preparation, burn pits, trash pits or other isolated areas of disposal may be encountered. It is not uncommon for such buried material to occur outside the boring locations. Any such material encountered during sitework should be excavated and removed from_the site. Fill Placement and Compaction Materials selected for use as structural fill should not contain more than five (5) percent byV1 weight of organic matter, or any waste construction debris and other deleterious materials. Fill materials should meet the following characteristics: •Liquid Limit <50 *Plasticity Index<30 f *Maximum Dry Density (ASTM D-698)>100 •Maximum Particle Size of 3 inches or less ./ We recommend that proposed fill material be evaluated prior to beginning carthwork to assess whether or not it meets the above criteria. Based on the visual classification of the soils found -in the borings, the native soils should be suitable for reuse as fill. Routine adjustment of the moisture content will generally be necessary to allow compaction in accordance with project specifications. The moisture content of fill soils at the time of placement and compaction should generally be i within two (2) percentage points of their optimum moisture content, as determined by the standard Proctor test (ASTM D-698). Soils having higher natural moisture contents than that of the standard Proctor optimum moisture content will need drying prior to compaction. Fill material in "mass" fill areas should be placed in individual lifts of 8 inches or less loos measurement. Compaction should be accomplished using sheepsfoot-type equipment for fine- grained (silt or clay) soils, or using smooth -drum rollers for sands. Within small excavations such as in utility trenches, around manholes, or behind retaining walls, we recommend the use of smaller, hand or remote -guided equipment. A loose lift thickness of 4 inches is recommended when using such equipment. / Density.testing should be performed on each lift of fill. A minimum of 3 tests per lift of fill / should be performed by an experienced engineering technician under the direction of a geoteclinical engineer. We recommend that all structural fill be compacted to a minimum of 98 percent of the standard Proctor maximum dry density. RTM-Atlantic Coast Region PSI Project 458-95015 April9, 1999 Page 7 of 10 Federal Excavation Regulations In Federal Register Volume 54, No. 209 (October, 1989), the United States Department of Labor, Occupational Safety and Health Administration (OSHA) amended its "Construction Standards for Excavations, 29 CFR, Part 1926, Subpart P." This document was issued to better insure the safety of workmen entering trenches or excavations. It is mandated by this federal regulation that all excavations, whether they be utility trenches, basement excavations, or -footing excavations, be constructed in accordance with the revised OSHA guidelines. It 'is our understanding that these regulations are being strictly enforced and if they are not closely followed, the.owner and the contractor could be liable for substantial penalties. The contractor is solely responsible for designing and constructing stable„ temporary excavations and should shore, slope, or bench the sides of the excavations as required to maintain stability of both the excavation sides and bottom. The contractor's responsible person, as defined in 29 CFR Part 1926, should evaluate the soil exposed in the excavations as part of the contractor's safety procedures. In no case should slope height, slope inclination, or excavation depth, including utility trench excavation depth, exceed those specified in local, state, and federal safety regulations. We are providing this information solely as a service to our client. PSI is not assuming responsibility for construction site safety or the contractor's activities; such responsibility is not being implied and should not be inferred. Foundation Recommendations After appropriate site preparation and new fill placement, the proposed structure may be supported on the proposed turn -down, monolithic slab foundation. We recommend that the foundations be deisgned for a maximum allowable bearing capacity of 2,000 pounds per square foot. Individual column footings (i.e., thickened section) should have a minimum lateral dimension of 24 inches, and continuous wall foundations should have a minimum dimension of 12 inches. Based on review of Figure 1804.1 of the 1994 Standard Building Code (Revised 1996), the average annual frost depth for South Carolina is 2 inches. However, we recommend a minimum embedment depth of 18 inches to reduce the potential for developing localized shear failure under the footings. The recommended soil bearing capacity given includes a factor of safety of at least 3.0 against shear failure. We estimate maximum total foundation settlements will be less than one inch. Furthermore, differential settlements are expected to be approximately '/2 inch or less over 30 feet. Evaluation of the footing bearing surfaces needs to be performed so that the expected bearing soils are present at and immediately below the bearing surface. Evaluations should include the RTAf Atlantic Coast Region PSI Project 458-95015 April9, 1999 Page 8 of 10 use of hand auger borings, dynamic cone penetrometer (ASTM STP-399), and/or probing. Evaluations should be performed prior to placement of reinforcement and concrete. Footing excavations should be free of loose soils, ponded water, and debris at the time of excavation and concrete placement. If loose soils are encountered at footing or bearing strata depth, PSI will need to be notified immediately to review the recommendations presented herein. After opening, foundation bearing surface evaluations should be performed and concrete placed as quickly as possible to avoid exposure of the footing bottoms to changes in moisture content. If it is required that foundation excavations be left open for more than one day, they should be protdcted to reduce evaporation or entry of moisture. Floor Slab Recommendations On -grade floor slabs, underlain by granular materials and supported by properly compacted fill, may be used for this structure. We recommend that a subgrade modulus of 50 pei be used in floor slab design calculations. A minimum 4-inch thick layer of granular materials, such as No. 57 stone or "clean" sand, should be placed beneath the floor slab to provide an all-weather working surface. The floor slab should be jointed in accordance with ACI specifications to reduce cracking resulting from any differential movement and shrinkage. Due to the lack of shallow groundwater at this site, an impermeable vapor barrier will not be required for geotechnical purposes. The final decision to use a vapor barrier, however, is left to the owner and designers. Ifincluded, we recommend that 10-mil thick polyethylene sheeting, Moistop; or Visqueen be placed between the soil subgrade and granular materials as a vapor barrier. The soil subgrade in the area of concrete slab -on -grade support is often disturbed during foundation and superstructure construction. We recommend that floor slab subgrades be evaluated by a representative of PSI immediately prior to placing the under slab materials for floor slab construction. If low consistency soils are encountered which cannot be adequately densified in place, such soils should be removed and replaced with well -compacted fill material or with well -compacted granular materials. Pavement Design Recommendations Our recommendations pertaining to flexible and rigid pavement sections have been based on the traffic loading conditions presented in the Project Information section of this report. We have also assumed a California Bearing Ratio (CBR) value of 6.0 for the soils encountered during this exploration. Based on the provided design parameters, the AASI-1TO flexible and rigid pavement design methods, and a design life of 20 years, we recommend the following minimum flexible pavement section for all areas of this site: AMN RTM-Atlantic Coast Region April 9, 1999 P51 Project 458-95015 Page 9 of 10 Material- Thickness AC Surface Type I-1 1 inch AC Binder Type I-1 2 inches Aggregate Base Course (ABC) 6 inches Rigid pavement sections. merit consideration for areas to receive relatively highly concentrated - sustained•loads such as dumpster pads, loading areas and storage bins. The rigid pavement section should be sized to hold the full length and width of the garbage tnick as well as the dumpster. A corresponding value of 50 pci has been used for the modulus of subgrade reaction in the rigid pavement design. We recommend a concrete pavement thickness of 6 inches, reinforced with welded wire mesh, and underlain by 4 inches of ABC stone. The concrete used for rigid pavement should have a minimum 28 day flexural strength of 650 psi (corresponding to a compressive strength on the order of 4,000 psi), a maximum slump of 4 inches and air entrainment of 5 percent ± I percent. The ABC under all pavements should be compacted to at least 100 percent of the standard Proctor maximum dry density (ASTM D-1557). The soil subbase should consist of a near uniform soil of equivalent moisture coy n ns�iiy: All pavements should be sloped a minimum of one percent to provide rapid surface drainage. Water allowed to pond on or adjacent to the pavement could saturate the subgrade and contribute to premature pavement deterioration. We recommend that the pavement subgrade be evaluated by a representative of PSI immediately prior to placing ABC. If low consistency. soils are encountered which cannot be adequately densified in place, such soils should be removed and replaced with well -compacted soil fill or crushed stone materials. All pavement materials, joints, reinforcing, and construction procedures should conform to North Carolina Department of Transportation (NCDOT) "Standard Specifications for Roads and Structures" (1990 Edition), American Concrete Institute (ACI) guidelines, and/or appropriate city or county requirements. REPORT LIMITATIONS The recommendations submitted are based on the available soil information obtained by PSI and design details furnished by RTM and Charles McCann & Associates for the proposed project. If there are any revisions to the plans for this project or if deviations from the subsurface conditions noted in this report are encountered during construction, PSI should be notified immediately to determine if changes in the foundation or other recommendations are required. APPENDIX C Test Procedures MET FIELD TEST PROCEDURES The general field procedures employed by Professional Service Industries, Inc. (PSI), are summarized in the American Society for Testing and Materials (ASTM) Standard D-420 which is entitled "Investigating and Sampling Soil and Rock". This recommended practice lists recognized methods for determining soil and rock distribution and groundwater conditions. These methods include geophysical and in -situ methods as well as borings. Standard Drilling Techniques General: To obtain subsurface samples, borings are drilled using one of several alternate techniques depending upon the subsurface conditions. These techniques are: In Soils: a) Continuous hollow stem augers. , b) Rotary borings using roller cone bits or drag bits, and water or drilling mud to flush the hole. c) "Hand" augers. In Rock: a) Core drilling with diamond -faced, double or triple tube core barrels. b) Core boring with roller cone bits. Hollow Stem Auger: A hollow stem augers consists of a hollow steel tube with a continuous exterior spiral flange termed a flight. The auger is turned into the ground, returning the cuttings along the flights. The hollow center permits a variety of sampling and testing tools to be used without removing the auger. Rotary Borings: Rotary drilling involves the use of roller cone or drag type drill bits attached to the end of drill rods. A flushing medium, normally water or bentonite slurry, is pumped through the rods to clear the cuttings from the bit face and Bush them to the surface. Casing is sometimes set behind the advancing bit to prevent the hole from collapsing and to restrict the penetration of the drilling fluid into the surrounding soils. Cuttings returned to the surface by the drilling fluid are typically collected in a settling tank, to allow the fluid to be recirculated. I -land Auger Boring: Hand auger borings are advanced by manually twisting a 4" diameter steel bucket auger into the ground and withdrawing it when filled to observe the sample collected. Post hole diggers are sometimes used in lieu of augers to dbtain shallow soil samples. Occasionally these hand auger borings are used for driving 3 inch diameter steel tubes to obtain intact soil samples. Core Drilling: Soil drilling methods are not normally capable of penetrating through hard cemented soil, weathered rock, coarse gravel or boulders, thin rock seams, or the upper surface of sound, continuous rock. Material which cannot be penetrated by auger or rotary soil -drilling methods at a reasonable rate, is designated as "refusal material". Core drilling procedures are required to penetrate and sample refusal materials. Prior to coring, casing may be set in the drilled hole through the overburden soils, to keep the hole from caving and to prevent excessive water loss. The refusal materials are then cored according to ASTM D- 2113 using a diamond -studded bit fastened to the end of a hollow, double or triple tube core barrel. This device is rotated at high speeds, and the cuttings are brought to the surface by circulating water. Core samples of the material penetrated are protected and retained in the swivel -mounted inner tube. Upon completion of each driil run, the core barrel is brought to the surface, the core recovery is measured, and the core is placed, in sequence, in boxes for storage and transported to our laboratory, Sampling and Testing in Boreholes General: -Several techniques are used to obtain samples and data in soils, however the. most common methods in this area are: a) Standard Penetrating Testing b) Undisturbed Sampling c) Dynamic Cone Penetrometer Testing d) Water Level Readings These procedures are presented below. Any additional testing technique$ employed during this exploration are contained in other sections of the Appendix. Standard Penetration Testing: At regular intervals, the drilling tools are removed and soil samples obtained with a standard 2 inch diameter split tube sampler connected to an A or N-size rod. The sampler is first seated 6 inches to penetrate any loose cuttings, then driven an additional 12 inches with blows of a 140 pound safety hammer falling 30 inches. Generally, the number of hammer blows required to drive the sampler the final 12 inches is designated the "penetration resistance" or "N" value, in blows per foot (bpo. The split barrel sampler is designed to retain the soil penetrated, so that it may be returned to the surface for observation. Representative portions of the soil samples obtained from each split barrel sample are placed in jars, sealed and transported to our laboratory. The standard penetration test, when properly evaluated, provides an indication of the soil strength and compressibility. The tests are conducted according to ASTM Standard D-1586. The depths and N- values of standard penetration tests are shown on the Boring Records. Split barrel samples are suitable for visual observation and classification tests but are not sufficiently intact for quantitative laboratory testing. Undisturbed Sampling: Relatively undisturbed samples are obtained by pushing 3 inch OD 30" long steel tubes, with hydraulic pressure supplied by the drill rig into the soil at the desired sampling levels (ASTM Standard D1587). Each tube, together with the encased soil, is removed from the ground, sealed with wax, and transported to our laboratory. Locations and depths of undisturbed samples are shown on the Boring Records. D ny amic Cone Penetrometer: The dynamic cone is a hand -operated penetrometer used in band auger borings and observation pits, as referenced in ASTM STP-399. This test is intended to provide data that can be correlated to the standard penetration test. A 1 `/z-inch OD cone is seated to penetrate any loose cuttings, then driven three, 13/,-inch increments with blows from a 15-pound weight falling 20 inches. Tile average mrmber of blows required to drive the cone three increments is an index to soil strength and compressibility. Water Level Readings: Water table readings are normally taken in the borings and are recorded on the Boring Records. In sandy soils, these readings indicate the approximate location of the hydrostatic water table at the time of our field exploration. In clayey soils, the rate of water seepage into the borings is low and it is generally not possible to establish the location of the hydrostatic water table through short-term fi I'm9. water level readings. Also, fluctuation in the water table should be expected with variations in precipitation, surface run-off, evaporation, and other factors. For long-term monitoring of water levels, it is necessary to install piezometers. The water levels reported on .the Boring Records are determined by field crews immediately after the drilling tools are removed, and several hours after the borings are completed, if possible. The time lag is intended to permit stabilization of the groundwater table, which may have been disrupted by the drilling operation. Occasionally the borings will cave-in, preventing water level readings from being obtained or trapping drilling water above the cave-in zone. The cave-in depth is measured and recorded on the Boring Records. SOIL CLASSIFICATION Soil classifications provide a general guide to the engineering properties of various soil types and enable the engineer to apply his past experience to current problems. In our explorations, samples obtained during drilling operations are examined in our laboratory and visually classified by an engineer in accordance with ASTM D-2488 (Visual -Manual Procedure for Description of Soils). The soils are classified according to consistency (based on number of blows from standard penetration tests), color, and texture. These classification descriptions are included on our Boring Records. The classification system discussed above is primarily qualitative, and for detailed soil classification two laboratory tests are sometimes necessary: grain size tests and plasticity tests. Mechanical Grain Size Analysis Tests are performed in accordance with ASTM D-421, prepared using the Wet Preparation Method (ASTM D-2217), and Atterberg Limits 'Pests (Liquid Limit and Plastic Limit only) are performed in accordance with ASTM D-4318 Method A. Using these test results the soil can be classified according to the AASHTO or Unified Classification Systems (ASTM D-2487, "Classification of Soils for Engineering Purposes"). Each of these classification systems and the in -place physical soil properties provides an index for estimating the soil's behavior. The soil classification and physical properties are presented in this report. The table on the following page presents criteria typically utilized in the classification and description of soil and rock samples for preparation of the Boring Records. The record contains information concerning the boring method, samples attempted and recovered, indications of the presence of coarse gravel, cobbles, etc., and observations of ground water. It also contains the driller's interpretation of the soil conditions between samples. Therefore, these boring records contain both factual and interpretive information. The field boring records are kept on file in our office. After the drilling is completed, a geotechnical professional classifies the soil samples and prepares the final Boring Records, which are the basis for all evaluations and recommendations.
