Andrew Owens, EIT Purpose of Land -Disturbing Activity Zimmer Development Company plans to construct a CVS Pharmacy at the corner of NC Highway 132 (South College Road) and Waltmoor Road in Wilmington, North Carolina. The parcel is currently zoned O&I, Office and Institutional. The total parcel size is 1.54-acres. The proposed use is permitted within the O&I zoning and will not require any special use permits. Project Description The project will consist of a new 10,195 square foot CVS Pharmacy, associated parking facilities, internal and perimeter landscaping, a stormwater detention pond, potable water service, sanitary sewer service, gas service, and adjacent roadway improvements. CVS Pharmacy Store No. 4622-02 Page 1 Narrative. doc Project Location The project is located in the northeast quadrant of the intersection of NC Highway 132 and Waltmoor Road in Wilmington, North Carolina. The existing street address is 3625 South College Road. Site Description A SPEC daycare facility is currently located on the subject property. The topography of the site varies slightly with elevations ranging from approximately 45 MSL at the frontage to 40 MSL towards the rear. The predominant soil type is Rimini (Hydrologic group A) with a mean high water table depth of greater than b feet. Stormwater Control Devices The project will provide stormwater treatment by means of a detention impoundment designed to store, treat, and release (over a period of two to five days) the run-off from the one inch rainfall design storm. The pond and outlet structure were sized to limit the post -development runoff rate to the runoff rate prior to development. The design also provides an emergency outlet for the 50-year storm event. See the attached construction plans for details. The surface runoff will be collected and transported in a series of City of Wilmington standard curb and drop inlets. Roof drainage from the proposed CVS facility will be conveyed via PVC piping into these inlets. Erosion Control Devices The total drainage area of the development is 1.54-acres. The disturbed area of the property will be 2.41-acres. The erosion control devices have been designed and located to retain sediment on site. Silt fencing will be installed around the lower side of the property. This will prevent sediment from exiting the property and entering the adjacent roadway. Silt fence type inlet protection devices will be installed around the proposed catch basins within the property boundary. Temporary gravel construction entrance pads will be installed at each entrance. A class B stone outlet pad will be provided at the end of the culvert entering the forebay (see attached grading and erosion control plan). Obtain Stormwater and Erosion Control Plan approval from NCDENR (Division of Water Quality) and New Hanover County Engineering. 2. Obtain other applicable permits. 3. Schedule a preconstruction conference on -site. 4. Install temporary gravel construction entrances (2). 5. Install silt fencing and inlet protection around existing inlets as indicated on construction plans. 6. Clear and rough grade site. 7. Construct/install detention impoundment, drainage basins, culverts, and inlet protection. 8. Install rip -rap and flared end sections where indicated. 9. Stabilize denuded areas. 10. Remove erosion control measures after all construction is complete. Maintenance Plan 1. The general contractor will check for stability and operation following every runoff -producing rainfall but in no case all erosion and sedimentation control devices less than once every week. Any needed repairs will be made immediately to maintain all devices as designed. 2. Sediment will be removed from behind the silt fencing when it becomes 6 inches deep at the fence. The fencing will be repaired as necessary to maintain a sufficient barrier. 3. All seeded areas will be fertilized, re -seeded as necessary, and mulched according to the plans and specifications to maintain a vigorous, dense vegetative cover. 4.
