8. PROJECT SUMMARY: The applicant proposes to complete Phase III of the existing Southern
Shores condominium project (12 new units).

The Southern Shores Condominiums are located adjacent to the Atlantic Ocean, on the east side of S.E.
58th Street, in Long Beach, Brunswick County, North Carolina. This development was originally
permitted in 1984 under State Permit #136-84. The applicant constructed two (2) of the proposed three
(3) condominium buildings, swimming pool, gazebo and beach access walkway, as well as, installed the
concrete piling and girder system for the third building. Due to economic conditions and slow sales of
the constructed units, the project was suspended at that time. The applicant now wishes to complete the
development.
Although the Phase III building site is listed as .93 acres, the entire project is approximately 3.6 acres
in size. Additional area for the wastewater disposal field is located approximately 400 feet to the north
of the property and is also associated with the condominium complex. The site is near level and averages
seven (7) feet above sea level. The proposed building area is grassed, intermixed with Sea Oats, Salt
Meadow Hay, Smilax, Yucca, other dune grasses. There is a slight rise in elevation toward the oceanfront
(south side), but there is no significant frontal dune system along this area of Long Beach. The natural
vegetation appears as a straight line across the property, a remnant erosion escarpment from previous
storms.
The waters of Atlantic Ocean are classified SB, by the N.C. Division of Water Quality, and are OPEN
to the harvest of shellfish. The project site is within the Ocean Erodible Area of the Ocean Hazard Area
of Environmental Concern, as designated by the North Carolina Coastal Resources Commission. The
Long Term Average Annual Shoreline Change Rate is 2 ft./yr. in the project area. The oceanfront setback
for the proposed large structure would be 120 feet waterward from the first line of stable, natural
vegetation.
The applicant proposes to construct a large, two-story building, consisting of twelve (12) condominium
units. The building would be 168 feet long and 66 feet wide. Due to erosion rate and shoreline changes
since the original permit, the southern -most set of concrete pilings and girders do not meet current setback
requirements and cannot be utilized in conjunction with the principal building. The applicant plans to use
that section of pilings to support an open deck at the southern end of the building. The deck would be 45
feet long and 10 feet wide. The units would be accessed from the existing entrance off of S.E. 58th
Street, by an asphalt parking area on the west side of the building. The new parking area would be
approximately 220 feet long and 25 feet wide.
The project as proposed would disturb approximately 17,038 square feet of highground area. Without
significant protection from a natural dune system, there is a high degree of probability that this area will
experience frequent storm overwash.
