FOB at G-5 Range Shipping Container Storage Area High Density Commercial Wet Pond Project OnslowCounty Dear Mr. Baker: Dee Freeman Secretary The Wilmington Regional Office received a complete, modified State Stormwater Management Permit Application for FOB at G-5 Range Shipping Container Storage Area on September 22, 2011. Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Session Law 2006-246 and Title 15A NCAC 2H.1000. We are forwarding modified Permit No. SW8 080931, dated September 212011, for the construction, operation and maintenance of the BMP's and built -upon areas associated with this project. The modifications covered by this permit include: 1. Added 7,508 square feet of new built -upon area and 23,199 square feet of new drainage area for the construction of an Entry Control Point. 2. Corrected the expiration date to October 9, 2018. 3. Corrected the receiving stream name to Browns Creek WOK01 19-41-8, Class SA (SR) waters. 4. The pond does not have to be enlarged to accommodate the expansion therefore it is a minor modification under the 2008 rules and is subject to the NPDES Phase 11 post -construction rules. 5. Added the new OAH required language for adjudication procedures., This permit shall be effective from the date of issuance until October 9, 2018, and shall be subject to the conditions and limitations as specified therein. Please pay special attention to the requirements for Operation and Maintenance, permit renewal and permit transfer in this permit. Failure to establish an adequate system for operation and maintenance of the stormwater management system, or to renew the permit or to follow the procedures for transferring the permit will result in future compliance problems. If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an adjudicatory healing by filing a petition with the Office of Administrative bearings (OAH). The petition must conform to Chapter 150B of the North Carolina General Statutes, and must be filed with the OAH within thirty (30) days of receipt of this permit, A petition is considered filed when it is received in the Office of Administrative Hearings during normal office hours. The OAH accepts filings Monday through Friday between the hours of 8:00 a.m, and 5:00 p.m., except for official state holidays. The petition may be filed by facsimile (fax) or electronic mail by an attached fil le (with restrictions) - provided the signed original, one (1) copy and a filing fee (if a filing fee is required by NCGS §15013-232) is received in the OAH within seven (7) business days following the faxed or electronic transmission. Unless such demands are made this permit shall be final and binding. You should contact the OAH with all questions regarding the filing fee and/or the details of the filing process. This permit shall be effective from the date of issuance until October 9, 2018, and shall be subject to the following specified conditions and limitations: I. DESIGN STANDARDS 1. This permit is effective only with respect to the nature and volume of stormwater described in the application and other supporting data. 2. This stormwater system has been approved for the management of stormwater runoff as described in Section 1.7 of this permit. The stormwater control has been designed to handle the runoff from 115,040 square feet of impervious area. 3. The tract will be limited to the amount of built -upon area indicated in Section 1.7 of this permit, and per approved plans. 4. All stormwater collection and treatment systems must be located in either dedicated common areas or recorded easements. The final plats for the project will be recorded showing all such required easements, in accordance with the approved plans. 5. The runoff from all built -upon area within the permitted drainage area of this project must be directed into the permitted stormwater control system. 6. The built -upon areas associated with this project shall be located at least 30 feet landward of all perennial and intermittent surface waters. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 3. The permittee shall at all time provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and re -vegetation of slopes and the vegetated filter strip. d. Immediate repair of eroded areas. e. Maintenance of all slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of outlet structure, orifice device, level spreader, filter strip, catch basins and piping. g. Access to the outlet structure must be available at all times. 4. Records of maintenance activities must be kept for each permitted BMP. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. The permittee shall submit to the Division of Water Quality an annual summary report of the maintenance inspection records for each BMP. The report shall summarize the inspection dates, results of the inspections, and the maintenance work performed at each inspection. 6. Clear and unobstructed access to the stormwater facilities shall be maintained at all times. Page 4 of 8 State Stormwater Management Systems Permit No. SW8 080931 7. The facilities shall be constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data as attached and on file with the Division. 8. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. A modification may be required for those deviations. 9. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 10. The permittee shall submit to the Director and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to any item shown on the approved plans, including the stormwater management measures, built -upon area, details, etc. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area or to the drainage area. e. Further subdivision, acquisition, lease or sale of all or part of the project area shown on the plans. f. Alteration of any aspect of the approved stormwater management drainage and runoff collection system. g. Any development within any future area shown on the approved plans, prior to construction. 11. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet the minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. 12. A copy of the approved plans and specifications shall be maintained on file by the Permittee at all times. III. GENERAL CONDITIONS This permit is not transferable except after notice to and approval by the Director. At least 30 days prior to a change of ownership, or a name change of the permittee or of the project, or a mailing address change, the permittee must submit a completed and signed Name/Ownership Change form to the Division of Water Quality and accompanied by supporting documentation as listed on the form. The project must be in good standing with the Division. The approval of this request will be considered on its merits and may or may not be approved. 2. The permittee is responsible for compliance with all permit conditions until such time as the Division approves the transfer request. 3. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances, which may be imposed by other government agencies (local, state, -and federal) having jurisdiction. 5. In the event that the facilities fail to perform satisfactorily the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 6. The permittee grants DENR Staff permission to enter the property during normal business hours for the purpose of inspecting all components of the permitted stormwater management facility. 7. The permit issued shall continue in force and effect until revoked or terminated. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and re -issuance or termination does not stay any permit condition. 8. Unless specified elsewhere, permanent seeding requirements for the stormwater control must follow the guidelines established in the North Carolina Erosion and Sediment Control Planning and Design Manual. 9. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of the permit. 10. The issuance of this permit does not prohibit the Director from reopening and modifying the permit, revoking and reissuing the permit, or terminating the permit as allowed by the laws, rules and regulations contained in Session Law 2006-246, Title 15A NCAC 2H.1000, and NCGS 143-215.1 et.al. 11. The permittee shall submit a permit renewal application at least 180 days prior to the expiration date of this permit. The renewal request must include the appropriate documentation and the processing fee. Permit modified and reissued this the 27th day of September 2011. Only a revised supplement form has been submitted. Please reflect the increase in drainage area and built -upon area by submitting a revised SWU-101 application form. The average design depth reported on the supplement form is 4.96 feet, which is rounded to 5 feet. The calculations I gave you a copy of used 7.5'. Apparently, the original reviewer did not catch this error, and neither did I in our meeting. I apologize for this oversight. The average depth should be 5.0 feet to determine the SA/DA ratio. There is plenty of available surface area, even if you use the 5' average depth. Please submit the required information by Friday, September 23, 2011. SWB 080937 s,etr nne EXISTING CONDITIONS The MTA CBC FOB is located at the Marine Corps Base, Camp Lejeune (no street address provided), in North Carolina's Onslow County, The United States Marine Corps owns this tract of land which has a total property area of 4.79 acres. This site originally encompassed 4.52 acres of land and is covered by an existing SWPPP (Permit No. SW8 080931, Approved: 10/09/08) but due to training requirements the site is being increased by 0.27 acres to incorporate an Entry -Control Point that meets the current Marine Corp training requirements. The site currently has working BMPs consisting of a Wet Detention Pond and a Level Spreader/Filter Strip which were designed and approved under the existing permit. There are no wetlands located within the existing or revised boundaries of the site as delineated for the previous permit. There are no surface waters onsite and the site is self-contained. A Subsurface Geotechnical Investigation was conducted and a report compiled. The project is classified as high density due to the size of the property area versus proposed impervious area. The project is located in Onslow County and is classified as Costal Stormwater. However this site does not qualify as an Area of Environmental Concern under Costal Area Management Act (LAMA) as the site is not oceanfront construction and does not meet any requirements of CAMA, with the exception of it's location within a CAMA County (Onslow County). Parsons proposes to increase the project size from the original 185,584 sf (4.26 acres) to 208,783 sf (4.79 acres) and increasing the impervious cover for the site from 107,532 sf (2.47 acres) to 115,040 sf (2.64 acres). From these revised areas, the percent impervious cover decreases from 57.9% to 55.1% which is a decrease of 2.8%. The construction site lies within the Browns Swamp / White Oak River Basin and drains to Freeman Creek (SA; HQW; Stream Index Number: 19-41-5-1). The White Oak River Basin has no requirements for vegetated buffers. Due to existing site grading, no off -site runoff flows on to the site. The MTA CBC FOB is being developed as a training Forward Operating Base (FOB) facility for the United States Marine Corps. The training facility will consist of a total of 16 buildings which will all be located on the existing gravel pad area. Parsons first method of Stormwater Pollution Prevention was to minimize the percentage impervious surface for the proposed site. In order to reduce erosion the site is designed to utilize the existing drainage swales that capture the runoff. The existing swales located along the existing gravel road will be realigned to outside the limits of the entry control roads to maintain the drainage pattern of the existing site. The existing permit is SW8 8080931, issued 10/09/08.Our project will be adding a total of 0.17 acres of impervious cover to the existing site. I have attached the Express Request form as well as the project narrative, site plans, and location map. Max will be in North Carolina next week for a meeting at Camp Lejeune on Thursday, September 1. 1 understand this is very short notice, but is there any way we could schedule a meeting with NC DENR for either Wednesday, August 31 or early in the day on Friday, September 2? The United States Marine Corps owns this tract of land which has a total property area of 4.79 acres. This site originally encompassed 4.52 acres of land and is covered by an existing SWPPP (Permit No. SW8 080931, Approved: 10/09/08) but due to training requirements the site is being increased by 0.27 acres to incorporate an Entry -Control Point that meets the current Marine Corp training requirements. The site currently has working BMPs consisting of a Wet Detention Pond and a Level Spreader/Filter Strip which were designed and approved under the existing permit. There are no wetlands located within the existing or revised boundaries of the site as delineated for the previous permit. There are no surface waters onsite and the site is self-contained. A Subsurface Geotechnical Investigation was conducted and a report compiled. The project is classified as high density due to the size of the property area versus proposed impervious area. The project is located in Onslow County and is classified as Costal Stormwater. However this site does not qualify as an Area of Environmental Concern under Costal Area Management Act (LAMA) as the site is not oceanfront construction and does not meet any requirements of CAMA, with the exception of its location within a CAMA County (Onslow County). The basis of this stormwater modification was to determine if the existing BMP has capacity to handle the additional BUA that is proposed with the new development. The existing conditions calculation for the BMP that was included in the existing stormwater permit was set as the baseline for the analysis. According to the existing calculations of the BMP, the minimum volume required for existing site is 37,616 cf with a volume provided of 45,222 cf. Parsons proposes to increase the project size from the original 185,584 sf (4.26 acres) to 208,783 sf (4.79 acres) and to increase the impervious cover on site from 107,532 sf (2.47 acres) to 115,040 sf (2.64 acres). From these revised areas, the percent impervious cover decreases from 57.9% to 55.1%, a decrease of 2.8% total. Taking into account the increase in BUA, the proposed minimum volume required in the BMP is calculated to be 31,651 cf which is less than the original volume provided and is also less than the original minimum volume required. This anomaly does not usually occur because it is logical that if you increase the BUA the volume required in the pond would increase. The anomaly is due to the original calculations utilizing a 1-yr, 24-hr rainfall depth of 4.66 in. This value could not be verified by any available data and therefore the proposed calculations utilized the current NOAA rainfall data that detailed the 1- yr, 24-hr rainfall depth for the Camp Lejeune area to be 3.67 in. Due this difference in rainfall depth value between existing and proposed conditions, it has been determined that the current BMP has capacity to handle the additional BUA and does not require any modifications, nor does the inlet or the swales that service the BMP. The MTA CBC FOB is being developed as a training Forward Operating Base (FOB) facility for the United States Marine Corps. The training facility will consist of a total of 16 buildings which will all be located on the existing gravel pad area. Parsons first method of Stormwater Pollution Prevention was to minimize the percentage impervious surface for the proposed site. In order to reduce erosion the site is designed to utilize the existing drainage swales that capture the runoff. The existing swales located along the existing gravel road will be realigned to outside the limits of the entry control roads to maintain the drainage pattern of the existing site. To meet the stated purpose, two objectives are to be completed. First objective is to verify the calculations of the Site Characteristics and Storage Volume sections of the Wet Detention Basin Supplement (Form SW401) that was provided in the State Stormwater Management Permit No. SW8 080931 that is on record with the North Carolina Department of Environment and Natural Resources (NCDENR). The second objective is to incorporate the additional area and SUA into the calculation to verify the impact of the new development on the existing BMP. 2.0 Inputs/Design Condition The site is currently developed as a gravel pad and road. The whole site drains to a Wet Detention Basin via swales that surround the site. The proposed site will be adding a minimal ECP (Entry Control Point) footprint whose additional runoff will still be routed towards the Basin. 3.0 Assumptions Hydrology: • Rainfall Depths for Camp Lejeune, NC as provided by NOAA (Table 1) • The following coefficients will be assumed consistent from approved permit computations to revised site computations. o Runoff Coefficient (C) will be 0.2 for the pre -developed conditions. (per approved Permit) o Runoff Coefficient (C) will be 0.77 for the post -developed conditions.
