Kindly remove and replace Sheets C-110C, C-120C, C-130C, C-140C and C-530C from the two sets of Vehicle Maintenance Plans and Sheets C- 1101), C-1201), C-130D, C-140D and C-530D from the two sets of Armory Plans. Kindly discard the previous Applications and Design packages for the two sites as we are resubmitting the two sets of the Permit Applications for both sites. Slip sheeting these would have been too confusing. We have addressed and coordinated your review comments in this submittal and all applications have been signed by the proper parties. Existing site locations are indicated on the RFP drawings and reference drawings included with this solicitation. The photographs bn the following pages are intended to covey a general- understanding of the existing sites' character, features and conditions. A general characterization of each site is as follows: The existing 2nd LAR Complex is located in and around Building 575, a_ indicated on the RFP drawings, off McHugh Boulevard near 'O' Street. A portion of renovation/ alteration work lies inside and immediately adjacent to Building 575. An existing truck loading dock with ramp and apron shall be filled under this contract and paved to sustain Company storage access inside Building 575. The new 2n' LAR Armory, 'Echo' Company's tactical vehicle parking area, and a POV parking area shall be located on a partially wooded site immediately to the northwest of Building 575. This site is relatively fiat and bordered to the south by a deep ditch. A small weapons cleaning shelter and slab (S733), two paved athletic courts, concrete pole -mounted lights, fences, and a short cellphon'e tower are located on the existing site, and shall be demolished under this contract. Drainage shall be accomplished by collecting all surface water and piping via catch basins, curb inlets and underground piping to a new BMP, or stormwater retention pond, to be located at the southwest corner of the site, with outfall to the existing ditch. Existing utilities for this site are indicated partially upon the RFP drawings and the reference drawings for existing Building 575 included under Part Six of this RFP. There are no known wetland areas delineated at the edge of the ditch immediately adjacent to the site. Project P-1149, 1° BN/9 Armory and Vehicle/Electronic Communications Maintenance Facility: The 1' BN/9 Vehicle/Electronic Communications Maintenance Facility shall be constructed on a relatively clear site located next to existing Building HP237 in the Hadnot Point area, as shown on the RFP drawings, along 'F' Street, and extending west to Julian C. Smith Drive. The site gently slopes downward from 'F' Street south toward 'G' Street. Existing features to be demolished under this contract include a ballfieid with pole -mounted lighting, a judo p'it, and an obstacle course. The Contractor shall coordinate with the Camp Lejeune Facilities Planning Department to determine disposition of existing judo pit and obstacle course equipment. The site is - bordered closely to the rear by a natural, wooded area leading to a deep ravine and wetland area that shall remain undisturbed. An existing ballfieid to the south at 'G' Street shall remain undisturbed. I have spoken Paul Bartlett on September 15, 2005, regarding the NCDENR process and requirements in brief. We are interested in doing the express permitting for our projectg'--Plbase•forward the forms required for me to start that process. I will be in Jacksonville, NC Tuesday! September 27, 2005 and would like to schedule the pre -application meeting with you early afternoon. Please let me know what time will be acceptable with you. I have attached projectlocations.pdf with the project location topo maps, aerials, and proposed plans. Even though we are under one contract, we are required to submit each site as a separate permitting package regarding stormwater. Below is a brief description of each project... P-1148 P-1148 will be 2nd LAIR Armory building with associated parking located in a partially cleared area. The cleared area contains tennis courts and a shelter, both to be removed. A small portion of the area is treed. There are preliminary plans for a BMP, which will discharge into an existing swale to the south of the project area. P-1149 9, TSB Ce P-1149 contains two different buildings and two different building locations. The first building will be 1 BN19 Armory building with associated parking located in a grassed area between existing buildings. This area has existing stormwater inlets, which we had planned to discharge directly into the inlets. I'm not sure is there is an existing permit for this area or not. __ ,: The second building will be a VMF building with associated parking located in a grassed area that is currently a ballpark and obstacle course. There are preliminary plans for a BMP, which will discharge into the existing roadway swale to the west of the project area. P-1150 P-1150 will be a small addition to building A66. This building addition will be within an impervious area. Looking at the record drawings, I believe this area has been permitted but I'm not for certain. Please review the attached, forward me the required forms, and a time to meet with you on the 27th. I do greatly appreciate your time and consideration in the matter and look forward to meeting/working with you on the projects. Thanks and hope you have a great day.
