In accordance with the provisions of Article 21 of Chapter 143, General Statutes of
North Carolina as amended, and other applicable Laws, Rules, and Regulations

FOR THE
construction, operation and maintenance of five wet detention ponds in compliance with
the provisions of 15A NCAC 2H .1000 and Session Law 2006-246, as applicable
(hereafter referred to as the "stormwater rules') and the approved stormwater
management plans and specifications and other supporting data as attached and on file
with and approved by the Division of Water Quality and considered a part of this permit.
This permit shall be effective from the date of issuance until December 13, 2015, and
shall be subject to the following specified conditions and limitations:
I. DESIGN STANDARDS
1. This permit is effective only with respect to the nature and volume of stormwater
described in the application and other supporting data.
2. This stormwater system has been approved for the management of stormwater
runoff as described in Section 1.7 of this permit. The stormwater control systems
have been designed to handle the runoff from a total of 3,565,824 square feet of
impervious area.
3. The tract will be limited to the amount of built -upon area indicated in Section 1.7
on page 3 of this permit, and per approved plans. There is no allotment for
future built -upon area at the site.
4. All stormwater collection and treatment systems must be located in either
dedicated common areas or recorded easements. The final plats for the project
will be recorded showing all such required easements, in accordance with the
approved plans.
5. The runoff from all built -upon area within the permitted drainage area of this
project must be directed into the permitted stormwater control system.

6. The built -upon areas associated with Phases 5 and 6 of this project shall be
located at least 30 feet landward of all perennial and intermittent surface waters.
7. The following design criteria have been provided in the wet detention ponds and
must be maintained at design condition:

II. SCHEDULE OF COMPLIANCE
The stormwater management system shall be constructed in its entirety,
vegetated and operational for its intended use prior to the construction of any
built -upon surface.
2. During construction, erosion shall be kept to a minimum and any eroded areas of
the system will be repaired immediately.

3. The permittee shall at all time provide the operation and maintenance necessary
to assure the permitted stormwater system functions at optimum efficiency. The
approved Operation and Maintenance Plan must be followed in its entirety and
maintenance must occur at the scheduled intervals including, but not limited to:
a. Semiannual scheduled inspections (every 6 months).
b. Sediment removal.
C. Mowing and re -vegetation of slopes and the vegetated filter strip.
d. Immediate repair of eroded areas.
e. Maintenance of all slopes in accordance with approved plans and
specifications.
f. Debris removal and unclogging of outlet structure, orifice device, level
spreader, filter strip, catch basins and piping.
f. Access to the outlet structure must be available at all times.
4. Records of maintenance activities must be kept for each permitted BMP. The
records will indicate the date, activity, name of person performing the work and
what actions were taken.
5. A copy of the lease agreement that outlines Atlantic Marine Corps Communities,
LLC operation and maintenance responsibilities for this stormwater system, must
be kept with the permit and maintenance activities records.
6. Decorative spray fountains will be allowed in the stormwater treatment system,
subject to the following criteria:
a. The fountain must draw its water from less than 2' below the permanent
pool surface.
b. Separated units, where the nozzle, pump and intake are connected by
tubing, may be used only if they draw water from the surface in the
deepest part of the pond.
c. The falling water from the fountain must be centered in the pond, away
from the shoreline.
d. The maximum horsepower for the fountain's pump is based on the
permanent pool volume. The maximum pump power for a fountain in the
Tarawa Blvd pond, Boy Scout Camp Rd pond, Phase 5 North pond,
Phase 5 South pond, and Phase 6 pond is 2 HP,'/2 HP, 3/4 HP,'/3 HP, and
1 HP, respectively.
7. The permittee shall submit to the Division of Water Quality an annual summary
report of the maintenance inspection records for each BMP. The report shall
summarize the inspection dates, results of the inspections, and the maintenance
work performed at each inspection.
8. Access to the stormwater facilities shall be maintained via appropriate
easements at all times.
9. The facilities shall be constructed as shown on the approved plans. This permit
shall become void unless the facilities are constructed in accordance with the
conditions of this permit, the approved plans and specifications, and other
supporting data.
10. Upon completion of construction, prior to issuance of a Certificate of Occupancy,
and prior to operation of this permitted facility, a certification must be received
from an appropriate designer for the system installed certifying that the permitted
facility has been installed in accordance with this permit, the approved plans and
specifications, and other supporting documentation. Any deviations from the
approved plans and specifications must be noted on the Certification. A
modification may be required for those deviations.

11. If the stormwater system was used as an Erosion Control device, it must be
restored to design condition prior to operation as a stormwater treatment device,
and prior to occupancy of the facility.
12. The permittee shall submit to the Director and shall have received approval for
revised plans, specifications, and calculations prior to construction, for any
modification to the approved plans, including, but not limited to, those listed
below:
a. Any revision to any item shown on the approved plans, including the
stormwater management measures, built -upon area, details, etc.
b. Project name change.
C. Transfer of ownership.
d. Redesign or addition to the approved amount of built -upon area or to the
drainage area.
e. Further subdivision, acquisition, lease or sale of all or part of the project
area. The project area is defined as all property owned by the permittee,
for which Sedimentation and Erosion Control Plan approval or a CAMA
Major permit was sought.
f. Filling in, altering, or piping of any vegetative conveyance shown on the
approved plan.
13. If the current lease agreement between USMC Camp Lejeune, the property
owner, and Atlantic Marine Corps Communities, LLC, the lessee, is cancelled or
defaults, USMC Camp Lejeune shall notify DWQ immediately and shall submit a
completed Name/Ownership Change Form within 30 days.
14. The Director may notify the permittee when the permitted site does not meet one
or more of the minimum requirements of the permit. Within the time frame
specified in the notice, the permittee shall submit a written time schedule to the
Director for modifying the site to meet minimum requirements. The permittee
shall provide copies of revised plans and certification in writing to the Director
that the changes have been made.
15. The permittee shall submit final site layout and grading plans for any permitted
future areas shown on the approved plans, prior to construction.
16. A copy of the approved plans and specifications shall be maintained on file by
the Permittee for a minimum of ten years from the date of the completion of
construction.
III. GENERAL CONDITIONS
This permit is not transferable except after notice to and approval by the Director.
In the event of a change of ownership, or a name change, the permittee must
submit a completed Name/Ownership Change form, to the Division of Water
Quality, signed by both parties, and accompanied by supporting documentation
as listed on page 2 of the form. The project must be in good standing with the
Division. The approval of this request will be considered on its merits and may or
may not be approved.
2. The permittee is responsible for compliance with all permit conditions until such
time as the Division approves the transfer request.
3. Failure to abide by the conditions and limitations contained in this permit may
subject the Permittee to enforcement action by the Division of Water Quality, in
accordance with North Carolina General Statute 143-215.6A to 143-215.6C.

4. The issuance of this permit does not preclude the Permittee from complying with
any and all statutes, rules, regulations, or ordinances, which may be imposed by
other government agencies (local, state, and federal) having jurisdiction.
5. In the event that the facilities fail to perform satisfactorily, including the creation
of nuisance conditions, the Permittee shall take immediate corrective action,
including those as may be required by this Division, such as the construction of
additional or replacement stormwater management systems.
6. The permittee grants DENR Staff permission to enter the property during normal
business hours for the purpose of inspecting all components of the permitted
stormwater management facility.
7. The permit issued shall continue in force and effect until revoked or terminated.
The permit may be modified, revoked and reissued or terminated for cause. The
filing of a request for a permit modification, revocation and re -issuance or
termination does not stay any permit condition.
8. Unless specified elsewhere, permanent seeding requirements for the stormwater
control must follow the guidelines established in the North Carolina Erosion and
Sediment Control Planning and Design Manual.
9. Approved plans and specifications for this project are incorporated by reference
and are enforceable parts of the permit.
10. The issuance of this permit does not prohibit the Director from reopening and
modifying the permit, revoking and reissuing the permit, or terminating the permit
as allowed by the laws, rules and regulations contained in Session Law 2006-
246, Title 15A NCAC 2H.1000, and NCGS 143-215.1 et.al.
11. The permittee shall notify the Division of any name, ownership or mailing
address changes at least 30 days prior to making such changes.
12. The permittee shall submit a permit renewal application at least 180 days prior to
the expiration date of this permit. The renewal request must include the
appropriate documentation and the processing fee.

Certification Requirements:
1. The drainage area to the system contains approximately the permitted
acreage.
2. The drainage area to the system contains no more than the permitted
amount of built -upon area.
3. All the built -upon area associated with the project is graded such that the
runoff drains to the system.
4. All roof drains are located such that the runoff is directed into the system.
5. The outlet/bypass structure elevations are per the approved plan.
6. The outlet structure is located per the approved plans.
7. Trash rack is provided on the outlet/bypass structure.
8. All slopes are grassed with permanent vegetation.
.9. Vegetated slopes are no steeper than 3:1.
10. The inlets are located per the approved plans and do not cause short-
circuiting of the system.
.11. The permitted amounts of surface area and/or volume have been
provided.
_12. Required drawdown devices are correctly sized per the approved plans.
.13. All required design depths are provided.
_14. All required parts of the system are provided, such as a vegetated shelf,
and a forebay.

Dear Mr. Tether and Mr. Baker:
The Wilmington Regional Office received a complete State Stormwater Management Permit
Application for the modification of Tarwara Terrace II on October 8, 2008. Staff review of the
plans and specifications has determined that the project, as proposed, will comply with the
Stormwater Regulations set forth in Session Law 2006-246 and Title 15A NCAC 2H.1000, as
applicable. We are forwarding Permit No. SW8 051018, dated October 17, 2008, for the
construction and operation of the subject project. This modification adds Phases 5 and 6 to
Tarawa Terrace II.
This permit shall be effective from the date of issuance until December 13, 2015, and shall be
subject to the conditions and limitations as specified therein. The designated permit holder,
Atlantic Marine Corps Communities, LLC, shall be responsible for meeting the conditions and
limitations specified therein. As required for compliance, a copy of the lease agreement that
outlines Atlantic Marine Corps Communities, LLC operation and maintenance responsibilities
for this stormwater system, must be kept with the permit and maintenance activity records.
Please pay special attention to the Operation and Maintenance requirements in this permit.
Failure to establish an adequate system for operation and maintenance of the stormwater
management system will result in future compliance problems.
Please be aware that if the lease agreement between USMC Camp Lejeune, the property
owner, and Atlantic Marine Corps Communities, LLC, the lessee, is cancelled or defaults,
USMC Camp Lejeune will be operating a stormwater treatment facility without a valid permit.
This is a violation of NC General Statue 143-215.1 and may result in appropriate enforcement
action including the assessment of civil penalties of up to $10,000 per day, being taken against
the property owner, USMC Camp Lejeune. Therefore, if the current lease agreement between
USMC Camp LeJ'eune, the property owner, and Atlantic Marine Corps Communities, LLC, the
lessee, is cancelled or defaults, USMC Camp Lejeune shall notify DWQ immediately and shall
submit a completed Name/Ownership Change Form within 30 days.

the system will be repaired immediately.

3. The permittee small at all time provide the operation and maintenance necessary
to assure the permitted stormwater system functions at optimum efficiency. The
approved Operation and Maintenance Plan must be followed in its entirety and
maintenance must occur at the scheduled intervals including, but not limited to:
a. Semiannual scheduled inspections (every 6 months).
b. Sediment removal.
C. Mowing and re -vegetation of slopes and the vegetated filter strip.
d. Immediate repair of eroded areas.
e. Maintenance of all slopes in accordance with approved plans and
specifications.
f. Debris removal and unclogging of outlet structure, orifice device, level
spreader, filter strip, catch basins and piping.
f. Access to the outlet structure must be available at all times.
4. Records of maintenance activities must be kept for each permitted BMP. The
records will indicate the date, activity, name of person performing the work and
what actions were taken.
5. A copy of the lease agreement that outlines Atlantic Marine Corps Communities,
LLC operation and maintenance responsibilities for this stormwater system, must
be kept with the permit and maintenance activities records.
6. Decorative spray fountains will be allowed in the stormwater treatment system,
subject to the following criteria:
a. The fountain must draw its water from less than 2' below the permanent
pool surface.
b. Separated units, where the nozzle, pump and intake are connected by
tubing, may be used only if they draw water from the surface in the
deepest part of the pond.
c. The falling water from the fountain must be centered in the pond, away
from the shoreline.
d. The maximum horsepower for the fountain's pump is based on the
permanent pool volume. The maximum pump power for a fountain in the
Tarawa Blvd pond, Boy Scout Camp Rd pond, Phase 5 North pond,
Phase 5 South pond, and Phase 6 pond is 2 HP,'/2 HP, % HP,'/3 HP, and
1 HP, respectively.
7. The permittee shall submit to the Division of Water Quality an annual summary
report of the maintenance inspection records for each BMP. The report shall
summarize the inspection dates, results of the inspections, and the maintenance
work performed at each inspection.
8. Access to the stormwater facilities shall be maintained via appropriate
easements at all times.
9. The facilities shall be constructed as shown on the approved plans. This permit
shall become void unless the facilities are constructed in accordance with the
conditions of this permit, the approved plans and specifications, and other
supporting data.
10. Upon completion of construction, prior to issuance of a Certificate of Occupancy,
and prior to operation of this permitted facility, a certification must be received
from an appropriate designer for the system installed certifying that the permitted
facility has been installed in accordance with this permit, the approved plans and
specifications, and other supporting documentation. Any deviations from the
approved plans and specifications must be noted on the Certification. A
modification may be required for those deviations.

11. If the stormwater system was used as an Erosion Control device, it must be
restored to design condition prior to operation as a stormwater treatment device,
and prior to occupancy of the facility.
12. The permittee shall submit to the Director and shall have received approval for
revised plans, specifications, and calculations prior to construction, for any
modification to the approved plans, including, but not limited to, those listed
below:
a. Any revision to any item shown on the approved plans, including the
stormwater management measures, built -upon area, details, etc.
b. Project name change.
C. Transfer of ownership.
d. Redesign or addition to the approved amount of built -upon area or to the
drainage area.
e. Further subdivision, acquisition, lease or sale of all or part of the project
area. The project area is defined as all property owned by the permittee,
for which Sedimentation and Erosion Control Plan approval or a CAMA
Major permit was sought.
f. Filling in, altering, or piping of any vegetative conveyance shown on the
approved plan.
13. If the current lease agreement between USMC Camp Lejeune, the property
owner, and Atlantic Marine Corps Communities, LLC, the lessee, is cancelled or
defaults, USMC Camp Lejeune shall notify DWQ immediately and shall submit a
completed Name/Ownership Change Form within 30 days.

14. The Director may notify the permittee when the permitted site does not meet one
or more of the minimum requirements of the permit. Within the time frame
specified in the notice, the permittee shall submit a written time schedule to the
Director for modifying the site to meet minimum requirements. The permittee
shall provide copies of revised plans and certification in writing to the Director
that the changes have been made.
15. The permittee shall submit final site layout and grading plans for any permitted
future areas shown on the approved plans, prior to construction.
16. A copy of the approved plans and specifications shall be maintained on file by
the Permittee for a minimum of ten years from the date of the completion of
construction.
III. GENERAL CONDITIONS
This permit is not transferable except after notice to and approval by the Director.
In the event of a change of ownership, or a name change, the permittee must
submit a completed Name/Ownership Change form, to the Division of Water
Quality, signed by both parties, and accompanied by supporting documentation
as listed on page 2 of the form. The project must be in good standing with the
Division. The approval of this request will be considered on its merits and may or
may not be approved.
2. The permittee is responsible for compliance with all permit conditions until such
time as the Division approves the transfer request.
3. Failure to abide by the conditions and limitations contained in this permit may
subject the Permittee to enforcement action by the Division of Water Quality, in
accordance with North Carolina General Statute 143-215.6A to 143-215.6C.

4. The issuance of this permit does not preclude the Permittee from complying with
any and all statutes, rules, regulations, or ordinances, which may be imposed by
other government agencies (local, state, and federal) having jurisdiction.
5. In the event that the facilities fail to perform satisfactorily, including the creation
of nuisance conditions, the Permittee shall take immediate corrective action,
including those as may be required by this Division, such as the construction of
additional or replacement stormwater management systems.
6. The permittee grants DENR Staff permission to enter the property during normal
business hours for the purpose of inspecting all components of the permitted
stormwater management facility.
7. The permit issued shall continue in force and effect until revoked or terminated.
The permit may be modified, revoked and reissued or terminated for cause. The
filing of a request for a permit modification, revocation and re -issuance or
termination does not stay any permit condition.
8. Unless specified elsewhere, permanent seeding requirements for the stormwater
control must follow the guidelines established in the North Carolina Erosion and
Sediment Control Planning and Design Manual.
9. Approved plans and specifications for this project are incorporated by reference
and are enforceable parts of the permit.
10. The issuance of this permit does not prohibit the Director from reopening and
modifying the permit, revoking and reissuing the permit, or terminating the permit
as allowed by the laws, rules and regulations contained in Session Law 2006-
246, Title 15A NCAC 2H.1000, and NCGS 143-215.1 et.al.
11. The permittee shall notify the Division of any name, ownership or mailing
address changes at least 30 days prior to making such changes.
12. The permittee shall submit a permit renewal application at least 180 days prior to
the expiration date of this permit. The renewal request must include the
appropriate documentation and the processing fee.

On behalf of Atlantic Marine Corps Communities, LLC, please find enclosed the revised
calculations, supplements, and drawings based on your comments dated October 6, 2008. In
addition a resubmittal fee of $500.00 is enclosed. Below, is a summary of each revision in the
order of your comments:
I. The calculations have been signed and scaled by Thomas .I. Davis, P.E. and dated
10/ 10/2008.
2. The calculations for drawdown time for each pond's outlet orifice have been recalculated
to reflect the fact that the head decreases as the drawdown occurs.
3. The drainage areas for Tarawa Terrace 5 South Pond and the Phase 6 pond have been
revised to be consistent throughout the calculations, supplements and drainagc map.
4. The surface area for the Phase 6 temporary pool has been recalculated to the actual
surface elevation of 16.14.
5. The drainage area now includes building 237 that was constructed during Phase 2
construction. Calculations for the Phase 5 South Pond now reflect the increase in
drainage areas.
6. For Tarawa Terrace Phase 6, planshect C-5.05 has been revised to show the correct
SHWT elevation and the increased change in size for the water quality orifice. For Phase
5, plansheet C-5.02 also has been revised to show the increased change in size for the
water duality orifices for both the North and South Ponds.
7. A $500.00 check is enclosed made payable to the NCDENR.
I believe that this revised submittal addresses all of your comments and concerns. Please let me

The Wilmington Regional Office received a State Stormwater Management Permit Application
for Tarawa Terrace - Phases 1 - 6 on September 24, 2008. A preliminary review of that
information has determined that the following information is needed to continue the stormwater
review:
1. Provide calculations that have been sealed, signed and dated. The calculations
provided with the application submittal were not signed or sealed.
2. The average head used to calculate the discharge rate and drawdown time from the
pond should be calculated based on Section 3.5.2 of the 2007 BMP manual where the
average head (H13) is used. With the current orifice sizes, it appears that the required
storage volumes will drawdown in more than 5 days. Please resize the orifice so that
the drawdown rate for the required minimum storage volume is between 2 and 5 days.
3. The drainage areas for the South pond in Phase 5 and the Phase 6 pond are
inconsistent between the table provided in the application, the supplement, and the
calculations. Also, the impervious areas presented in these documents for the Phase 6
pond are also inconsistent. Please verify the drainage areas and impervious areas are
presented consistently and the ponds are sized appropriately.
4. The temporary pool surface area identified on the supplement for the Phase 6 pond
appears to be the surface area at an elevation of 16 instead of 16.13, which is the
temporary pool elevation identified on page 1 of the supplement. Please verify.
5. Provide an updated and accurate drainage area map. The one supplied with the
submittal does not indicate that building 237 is included in the drainage area for the
South pond in Phase 5.
6. The proposed pond profile and outlet structure detail for Phase 6 on plan sheet C-5.05
appears to have a few typos. Please verify the SHWT elevation and the temporary pool
elevation.
7. Please submit a $500 fee for the additional review required for this application.

This office has received a soil erosion and sediment control plan for the project listed above which
was submitted as required by the North Carolina Sedimentation Pollution Control Act (G.S. 113A-57 (4)),
The Act requires that all persons disturbing an area of one or more acres of land must obtain approval
of a soil erosion control plan prior to the commencement of the land -disturbing activity (G.S. 113A-54(d) (4)).
The Act further states that this plan must be filed a minimum of 30 days prior to the activity and the approving
authority must approve or disapprove the submitted plan within 30 days of receipt. Failure of the approving

Commencement or continuation of a land -disturbing activity under the jurisdiction of this Act prior to
the approval of an erosion and sediment control plan is a violation of the Act.
We have performed a preliminary review of your submitted plan and have determined that additional
information will be necessary before a final review can be completed. Enclosed is a checklist of items that
must be submitted before we can complete the review process. Failure to provide the additional information
may result in disapproval of your plan.
The approval of an erosion and sediment control plan is conditioned on the applicant's compliance
with Federal and State water quality laws, regulations and rules.

Continuation of Erosion and Sedimentation Control Plan Preliminary Review Checklist:
Tarawa Terrace II, Phase 3 Onslow 2007-295
1. The minimum standards for erosion control devices changed as of January 1, 2007. Please review
the handout included with this letter and request the changes to the erosion control details. Copies
can be requested from the central office in Raleigh at 919 733-4574 (Gray Hauser or Mell Nevils).
Also, please read the pink sheet that commences with "Plan review can be more quickly
expedited...".
2. While the telephone and fax numbers for Actus tend Lease are on the plans, please also provide
this information on the Financial Responsibility Form in the blanks provided.
3. Plans should be submitted folded as close to 8'/2 x 11" as possible due to the way our files are set
up. We need 3 copies of the erosion control plan sheet but only 1 copy of any incidental plan you
feel supports the erosion control plans.
4. Silt fence should be used on small disturbed areas that are less than '/ acre per 100 feet of fence
(per the North Carolina design manual). It appears that adequate sediment storage is not being
provided. Also, no gaps should exist in coverage along the clearing limits or disturbed limits.
5. The proposed stormdrain system must be shown on the erosion control plan. A sediment trap or
equal device must be located at the proposed outlets of the stormdrain system unless it dumps into
the stormwater pond. Include phasing of construction on the construction sequence.
6. Existing topo elevations are on the erosion control plan, but are hard to read. Proposed grades are
not shown on the plan but are required.
7. Please review the seeding specifications for the coastal plain area, well -drained sandy loams to dry
sands from the design manual. Also note, mulch is required on all seeded areas — not just
slopes. All slopes must be provided groundcover sufficient to restrain erosion within 21 days
following any phase of grading.
8. Provide calculations for the proposed sediment basin along with the exterior dimensions. Also,
denote where the basin will discharge. Please describe the phases of demolition and/or
construction during which this proposed basin be constructed and utilized. Include on construction
sequence.
9. Please discuss the stormdrain system, existing and proposed, in the project narrative and on the
construction sequence. The current project narrative says that storm water runoff from the site
drains into stormwater ponds. Is the Boy Scout Road pond existing? Please specify where the
storm water is being discharged at the end of Tulagi Place. If this area is a wetland, it must be
denoted as wetlands on the plans.
10. The construction sequence on the erosion control plan should contain the following note as number
1: Notify the Division of Land Resources prior to commencing work on this project, 910 796-7230.
11. Any proposed dewatering activities must be addressed on the erosion control plan.
